Section BB-8, CLIN 03W (FAA corrected reference: B.7, Pg. B-8)Both Attachment J-2 and the Section B tables cite "Professional Narrator" for CLIN W, while Attachment L-4 cites "Narrator" for CLIN W. Which title should offerors use?Offerors should use the title "Professional Narrator". The FAA has updated Attachment L-4.
Section BB-2 (FAA corrected reference: B.4, Pg. B-2)"Assignments of specific facilities to corresponding labor rate groups will not change during the contract period of performance unless the facility is moved to a geographic region in a different labor rate group." Will FAA permit repricing for facilities moved to geographic regions in different labor rate groups? In the event the FAA makes the determination to move a facility to a geographic region in a different labor rate group, the FAA would issue a contract modification to reflect the revised labor rate group for that facility. The Contractor would then be authorized to charge rates under the revised labor rate group for work performed at that facility.
Sections C and HC.3.1 Government-Furnished Training / Page C-8; H.9 Government-Provided Training for Contractor Personnel / Page H-6Will the FAA pay the contractor at the T&M rate for employee hours spent in Government-furnished training?Yes, the FAA will pay the Contractor at the T&M rate for employee hours spent in Government-furnished training.
Sections C and HC.3.1 Government-Furnished Training / Page C-8; H.9 Government-Provided Training for Contractor Personnel / Page H-6For contract-required, contractor-delivered training (e.g., CADRE) to contractor employees, will the FAA pay the contractor at the T&M rate for employee hours spent in Government-furnished training?See response to question 3, above.
Section CC.4.1. Transition / Page C-9Will the Government please provide the incumbent contractor's CTC Transition Out Plan?Any documents/information necessary for the transition from CTC will be provided to the successful Contractor post CTS award.
Section CC.4.2.4 Training Schedule Coordination, Delivery and Resource Management / Page C-12Paragraph two states "One-month schedules will be provided at least three (3) business days prior to the start of the following calendar month." This implies that a March schedule will be provided no later than January 28. Is this correct? No. The schedule for a given month will be provided no later than three (3) business days prior to the start of the month in which the training will be delivered. A March schedule would be provided no later than February 26 in a non-leap year. The FAA has updated Section C.4.2.4 for clarity.
Section LL8.2.1.3 Sub-factor 1.3: Task Order Management / Page L-14Section L.8.2.1.3 (Bullet 4) instructs Offerors to describe how their "proposed quality management approach will measure the quality of service delivery in accordance with Section H.18 (Notification of Debarment/Suspension)." We believe the Government intends for Offerors to address in accordance with Section H.20 (Quality Management). Is that correct?Yes. The FAA has updated Section L.8.2.1.3 to reference SIR Section H.20.
Section LL8.3.1 Factor 1: Instructional Capabilities / Page L-16Section L.8.3.1 (Bullet 1) instructs Offerors to describe their "approach and ability to provide the full scope of work efforts as required under SOW paragraph 4.2 (Training Support Services)." SOW Section 4.2 in the SIR Section C is Program Management. We believe the Government intends for Offerors to address SOW paragraph C.4.4. Is that correct?Yes. The FAA has updated Section L.8.3.1 (Bullet 1) to reference SOW paragraph 4.4.
Section LL.7.5. Proposal Formatting / Page L-9Section L.7.5 states "Three (3) foldout pages each are allowed in Volume II and Volume III." Is the Government's intent to mean that up to 3 foldout pages are allowed in each Volume (II & III) meaning a total of 6 foldout pages?Yes. Three foldout pages are permitted in Volume II and three foldout pages are permitted in Volume III.
Section LL.8.2.1.4 / Page L-14May Offerors submit Key Personnel resumes as an attachment to Volume II?Yes. Per SIR Section L.7.1, resumes for proposed Key Personnel are limited to 2 pages each but are not included in the page limit for Volume II.
Section MM.5.3 / Page M-6The Government is requiring a "detailed and realistic schedule of activities and milestones". We note the FFSP SIR excluded the schedule from the page count. Would the Government consider excluding the schedule from the 25-page limit for Volume II? Will the Government accept the schedule in Microsoft Project as an attachment to Volume II?The FAA has updated Section L.7.1 to include language excluding the proposed transition schedule from the page count limitation for Volume II. Proposal formatting requirements are addressed in SIR section L.7.5.
Section MM.6.1 Factor 1: Instructional Capabilities / Page M-7Section M.6.1 (Bullet 1) informs Offerors they will be evaluated on a "sound and comprehensive approach and ability to provide the full scope of work efforts required under SOW paragraph 4.2 (Training Support Services)." How will the Government evaluate the traceability?"Traceability" in this context refers to the ability to trace the Offerors proposed cost/pricing to it's non-cost/pricing proposal. The Government reserves the right to evaluate the cost/pricing proposal to ensure that it traces to anything stated in the Offeror's Sample Problem response.
Attachment J-2Paragraph 5.1, 5.2, 5.3 / Page 13Qualifications for these three positions require staff to "demonstrate based computer proficiency." For clarification, does the Government mean "demonstrate basic computer proficiency?"Yes. The FAA has updated Attachment J-2 paragraphs 5.1, 5.2, and 5.3 to reflect this language.

Please clarify that SOW C.4.4 is the correct paragraph with which offerors must comply.See FAA responses to questions 8 and 12, above.
Section LL.8.6, p. L-22L.8.6 states that offerors "may make use of their corporate or other government-approved commercial subcontracting plan." Because individual subcontracting plans and master subcontracting plans vary from company to company and may exceed the page limits for Volume VI, request that individual subcontracting plans and master subcontracting plans be outside the page limit for Volume VI.The FAA has updated Section L.7.1 to remove the page limitation for Volume VI.

Does this sentence mean that the contractor must schedule two employees at ALL training times, or only during training times when the FAA specifically notifies us?The FAA is not a party to the referenced CBA and is not able to provide the information requested.
Attachment J-8 Appendix AJ-8, Appendix A, Article 10, Pg. 11"Premiums will be paid for A-Lead, Lead, Night Shift, and Doubles." Successor contractors are required to comply with all terms of an existing CBA for a minimum of one year after award. Define A-Lead, Lead, and Doubles to ensure pricing will be compliant with the CBA.The FAA is not a party to the referenced CBA and is not able to provide the information requested. The Offeror must provide proposed rates for only those Labor Categories listed in Attachment L-4.
Attachment J-8 Appendix AJ-8, Appendix A, Article 10, Pg. 11"Employees with a current hourly rate above the Line rate for their primary domain/course will continue with the current rate as their instructional rate." Successor contractors are required to comply with all terms of an existing CBA for a minimum of one year after award. Please provide the list and number of positions which are paid higher rates than the Line rates defined in the CBA so pricing will be compliant with the CBA.The FAA is not a party to the referenced CBA and is not able to provide the information requested.
Section CC.2.1. FAA Orders, Directives and Policies, Pg. C-2
Please provide a copy of the current FAA documents that are not publically available. Suggest setting up a bidders' library. The FAA will provide access to all orders, directives, and policies as needed to the successful Contractor post award. The documents listed in C.2.1 are not necessary to develop a response to the SIR.
Section CC.3. Government-Furnished Items, Pg. C-7 - C-8"Government will furnish the facilities, course materials, and supplies (e.g., … and other items considered as reasonably necessary)." Are the tablets being utilized by current contractor GFE?This information is not necessary for Offerors to develop a response to this SIR. Government Furnished Items under CTS are listed in SIR Section C.3.
Section CC.3.7. Simulation Equipment, Pg. C-9"The Contractor is responsible for remaining up to date on current FAA simulation equipment used at the facility where they are delivering simulation training." Please provide a list of all FAA simulation equipment used at each facility where the incumbent is delivering simulation training and how it is being used. The FAA has determined that this information is not necessary for Offerors to develop a response to this SIR.
Section CC.4.1.1 Transition-In Activities, Pg. C-10"Contract transition will take place over three (3) months, culminating in a one-day full contract change over from the incumbent contract CTC to CTS, in order to maintain continuity of services. The Government reserves the right to shorten this transition period." Request the Government remove the statement, "The Government reserves the right to shorten this transition period." It is unrealistic to prepare a transition plan without certainty in the transition period. While the FAA does not anticipate shortening the transition period, the FAA reserves the right to do so. In the event the transition period is shortened, the Government will inform the successful Contractor post award prior to the Contractor's submission of CDRL 005. The Offeror's proposal must address the elements included in SIR Section L.8.2.3, Factor 3 - Transition Approach.
Section CC.4.2.8 Program Management Reviews, Pg. C-14Please provide the metrics currently used by the FAA in tracking performance, and their current performance values for the incumbent contractor. The FAA has determined that this information is not necessary for Offerors to develop a response to this SIR.
Section CC.4.2.8 Program Management Reviews, Pg. C-14Which program staff are expected to attend PMRs? We need this information in order to price travel to PMRs.Offerors must determine which members of their program staff will need to travel to support effective CTS PMRs and must price their proposals accordingly.
Section CC.4.3.2 Management and Supervision at the FAA Field Facilities, Pg. C-15"The Government may require on-site Contractor management/supervision at FAA facilities where there is a continuous and significant Contractor presence. At these facilities, the Contractor managers/supervisors must be on-site with the Contractor personnel providing training support services and on-site administrative support. In this case, the Government may order support through a T&M task order based on the applicable hourly rates in table B.7. In the event a Contract Site Supervisor (CSS) manages multiple facilities that cross multiple rate groups, the CSS will only utilize the applicable hourly rate for their home facility." Please provide the current list of FAA facilities (1) where there is a continuous and significant Contractor presence, and (2) where the CSS manages multiple facilities and which ones each CSS manages. The FAA has determined that this information is not necessary for Offerors to develop a response to this SIR. Attachment L-4 contains the FAA’s prescribed distribution of labor hours by year and labor category. Each Offeror must utilize those hours for bid purposes.
Section CC.4.5. Training Development, Maintenance, and Revision, Pg. C-21"All training content developed, maintained, or rebuilt under this contract must be compatible with FAA approved-software and the FAA’s Learning Management System (LMS), and must comply with the FAA Content Integration Guide. Training content must be packaged and meta-tagged for transfer into an FAA approved Learning Content Management System (LCMS)." Please provide the current FAA approved-software list and functionality, FAA’s Learning Management System (LMS) name and functionality, and FAA approved Learning Content Management System (LCMS) name and functionality. Offerors need this information in order to plan and price their proposals. The FAA has determined that this information is not necessary for Offerors to develop a response to this SIR.
Section CC.4.5.1 Academy Resident Courses Major Development, Major Maintenance, and Major Revision, Pg. C-21"As ordered and described by discrete task order, the Contractor must develop new Academy instructional content and perform major maintenance and/or revisions to existing Academy instructional content to include but not limited to:Air Traffic Qualification training and associated assessments; Specialized staff training and associated assessments, support courseware, such as, simulation scenario, briefing packages, visual aids handouts/workbooks."All training content developed, maintained, or rebuilt under this contract must be compatible with FAA approved-software and the FAA’s Learning Management System (LMS), and must comply with the FAA Content Integration Guide. Offerors need this information in order to plan and price their proposals." Offerors will have to make a assumptions about the discrete TO workload and scope so that we can plan and staff adequately to respond to TO requests. In order to provide an apples-to-apples comparison among offers, we suggest that the FAA include assumptions for planning and pricing purposes in the solicitation.Attachment L-4 contains the FAA’s prescribed distribution of labor hours by year and labor category. Each Offeror must utilize those hours for bid purposes.
Section HH.11.1 Wage Rate Determination, Pg. H-7Are the CTS labor categories that are absent from the table in H.11.1 exempt from the SCA requirement?Per Section H.11.1, the listed occupations apply to the CTS contract per the wage determination issued under the Service Contract Act of 1965 as amended by the Department of Labor (DOL) for Occupations. Occupations not listed in H.11.1 do not apply to the CTS contract.
Section HH.11.1 Wage Rate Determination, Pg. H-7If the CTS labor categories that are absent from the table in H.11.1 are not exempt from the SCA requirement, does the government have any guidance on what SCA occupation codes/titles correspond to specific CTS labor categories, other than those listed in H.11.1?See response to question 44, above.
Section LL.6.5. Notification of Discrepancies, Exceptions, Deviations, and Assumptions, Pg. L-7"In addition, Offerors are instructed to explicitly document within their proposal all exceptions and deviations contained in any part of the SIR and to address them to the CO with supporting rationale. Offerors are further instructed to document within their proposal any assumptions on which their offer is based." This paragraph does not state where in the proposal to document exceptions, deviations, and assumptions. Suggest this be added to instructions for Volumes I and/or V.The Contractor must document exceptions, deviations, and assumptions within the proposal volume to which the exceptions, deviations, and assumptions apply. The FAA has updated Section L.6.5 for clarity.
Section LL.7.5. Proposal Formatting, Pg. L-10"Electronic files must be saved in Microsoft Office Suite 2010 format. No other version of Microsoft Office is acceptable." This requirement is for outdated applications that are 10 years behind the current versions, are not fully compatible with the current versions, and impose a substantial cybersecurity risk on offerors' IT systems. Microsoft no longer sells this version. Suggest updating to Office 365-compatible version of Microsoft Office and requesting offerors to check that files are free of known malware prior to delivery. The FAA has updated Section L.7.5 to require submission of electronic files in Microsoft Office Suite 2016 format or compatible versions of Microsoft Office.
Section LL.7.5. Proposal Formatting, Pg. L-10Submittal letter, subcontractor commitment letters, and transmittal letters are not addressed elsewhere in the proposal instructions. In which volume and section should these be submitted? The FAA has updated Section L as necessary for clarity.
Section LL.7.6. Signed Submittal Letter, Pg. L-11Please clarify the purpose of the submittal letter in L.7.6 as contrasted with the transmittal letter in L.7.5.The submittal letter is submitted with the Offer as part of Volume I. Per L.7.5, the transmittal letters are associated with each proposal volume. The FAA has updated Section L for clarity.
Sections L and ML8.2.1.1. Sub-factor 1.1: Program Management Organization

M.5.1.3. Sub-factor 1.3: Task Order Management, Pgs. L-13 and M-5 "L: ...describe what metrics and performance assessments ... describe how their proposed quality management approach will measure the quality of service delivery… M: ... proposed metrics and performance efforts will provide accurate and timely information for identifying deficiencies or negative trends in the quality...

... The degree to which the Offeror demonstrates a sound and effective approach to measuring the quality of service delivery..."

Please clarify the differences between the pairs of citations in sections L and M, each from two different bullets. What does the FAA see as the difference between metrics in each first phrase vs. measuring quality in each second phrase? The FAA understands the Offeror intended to reference L.8.2.1.3 Sub-factor 1.1 vice L.8.2.1.1. The FAA understands the offeror is inquiring about the difference in between the third and forth bullets in sections L.8.2.1.3 and M.5.1.3.

The FAA has updated sections L.8.2.1.3 and M.5.1.3 for clarity.

Section LL8.2.3. Factor 3 — Transition Approach, Pg. L-15"Offerors must provide a proposed schedule that outlines the sequence of activities and milestones beginning with contract award that are necessary to accomplish a smooth transition from the incumbent, resulting in only a single day cutover from the current contract within 3 months of contract award. The transition schedule must clearly identify the ramp-up to staffing levels needed to deliver training support services to all locations listed in Attachment J-1 and be at a sufficient level of detail to demonstrate that the schedule is realistic." With 316 sites listed in Attachment J-1, this requirement could easily exceed the 25-page limit for Volume. Suggest the detailed schedule be excluded from the page limit and delivered only electronically in a Microsoft Project file.See response to question 11, above.
Sections L and ML8.3.4, and M.6.4: Factor 4: Knowledge of and Familiarity with FAA ATC Training Process and Materials, Pg. L-17"L: • Offerors must describe their prior experience with on-site classroom and simulation/laboratory training of FAA Air Traffic Controllers on a national scale.

M: • The degree to which the Offeror has prior experience with on-site classroom and simulation/laboratory training of FAA air traffic controllers on a national scale." This proposal instruction and its corresponding evaluation criteria are overly restrictive and can only be met by the current FAA air traffic controller training contractor. Suggest the FAA expand the language to "training of air traffic controllers or personnel who perform similarly complex jobs."

The FAA has updated Sections L.8.3.4 and M.6.4 for clarity.
Section MM.5.1.2. Sub-factor 1.2: Program Management Execution, Pg. M-4"The degree to which the Offeror has prior experience providing and managing support of comparable magnitude as needed to meet CTS requirements (measured in terms of the total number of hours of support services the Offeror has provided across a 12-month period during the last seven (7) years, and the geographic range of support services provided (e.g., number of different states, regions, or countries))." In order to make an accurate comparison, please provide total number of hours of support services the FAA has received under the current contract across a 12-month period during the last seven (7) years.Attachment L-4 contains the FAA’s prescribed distribution of labor hours by year and labor category. Each Offeror must utilize those hours for bid purposes.
Attachment L-4Summary TabAttachment L-4....Row 35 of the Summary Tab, the summary formula for “Curriculum Maintenance and Train the Trainer” does not include the costs from the Train the Trainer row, at Row 20. Cells C35-I35 should be revised to add the corresponding costs from Row 20. Additionally, on Row 34, “Field”, the formula in Contract Year 1 includes Row 16 costs for Contractor Supervision (Field – CSSs Only); however the formula in Row 35 for Contract Years 2-7 does not. Cells D34-I34 should be revised to add the corresponding costs from Row 16. Would it be possible for the FAA make these corrections to Attachment L-4, or provide a workaround? The FAA has updated the Attachment L-4 Summary Tab to include Train the Trainer (row 20) and Contractor Supervision (row 16) costs respectively.
Attachment L-4T&M_Academy_Courses TabIn Attachment L-4, T&M_Academy_Courses tab, the hours for RPO, En Route RSO, and Lab Manager for Year 1 multiply by the number of courses in years other than CY1. Will the FAA correct the formulas in Rows 48-55 (Columns C-E) to multiply by the number of courses in Column B for CY1, or the number of courses for CY1 in B36:B43, as appropriate ? Chart shows CY1 hours in the original, and after formulas are revised, a difference of 59,164 hours:The FAA has updated the formula in Attachment L-4 T&M_Academy_Courses Tab in Rows 48-55 (Columns C-E) to multiply by the number of courses in Column B for CY1.
Attachment L-4T&M_Academy_Courses TabIn Attachment L-4, T&M_Academy_Courses tab, the hours in the summary chart in rows 23-31 titled “Total Hours by LCAT for All Course Offerings & Course Coordinator Work Per Year” are hardcoded and do not match the hours in the supporting charts in rows 34-127. Please clarify that the hours in 34-127 are the appropriate hours to price. The FAA has updated the Attachment L-4 T&M_Academy_Courses Tab, “Total Hours by LCAT for All Course Offerings & Course Coordinator Work Per Year," table to match the supporting charts in rows 34-127.
Attachment L-4T&M Group Calculations TabIn Attachment L-4, T&M Group Calculations Tab, Column I, rows 227-235 sum Contract Year 1 – 5, excluding Contract Year 6 and 7.
