PART IV – REPRESENTATIONS AND INSTRUCTIONS
ATTACHMENT L-1 – SAMPLE PROBLEM STATEMENTS
Sample Problem 1: Academy Staffing
Introduction:
Based on the Statement of Work developed for the Controller Training Solutions (CTS) Contract, the
Contractor must ensure that the minimum staffing levels required for the conduct of each course at the
FAA Academy are met on a daily basis for each functional role as identified in Attachment J-2. The
Academy Schedules, an example of which are provided in Attachment L-2, are planned out on a yearly basis.
The FAA Academy has the following characteristics:
Contract staff are predominantly retired FAA Controllers who are not located full time in
Oklahoma City
Oklahoma City Location o There is a lack of air traffic facilities in commuting range to Oklahoma City, and a significant amount of travel time is required to reach to Oklahoma City from many
CONUS locations
High numbers of new-hires are being trained through the Academy o Historical hiring numbers of Air Traffic Controllers during preceding Controller Training
Contracts and planned hiring over the life of this Contract is available in the FAA
Controller Workforce Plan (CWP)
Stringent qualification requirements are applied to Academy Instructors o Each domain and Labor Category has specific training and certification requirements as identified in the Statement of Work and Attachment J-2 that must be met before the instructor can be certified to teach in a given domain at the FAA Academy
Sample Problem 1.1: Academy Staffing General
The FAA Academy’s need for instruction fluctuates. As an example, in 2016 the need for EnRoute
Instructors varied with weeks averaging anywhere between 85 -133 *requirements per day. Training requirements are based on the predetermined Academy schedule and will often spike for several weeks at a time and then be lower for multiple months. These spikes may occur around federal holidays, when staff availability is lower.
Given the changing instructor requirements in all domains, and the challenges of hiring and recruiting qualified instructors in Oklahoma City:
Describe your understanding of the dynamic hiring challenges presented at the FAA Academy.
Describe your approach to hiring, recruiting, and retaining staff at the FAA Academy.
Describe your approach to delivering all of the Academy training requirements as ordered by the
FAA.
Describe your approach to mitigation strategies without sacrificing the quality of instruction when staffing levels are below requirements at the FAA Academy on a given day.
Describe your approach to utilizing double shifts to meet requirements at the FAA Academy.
Provide the percentage of double shifts (if any) you propose to use to meet requirements and describe how you will maintain the quality of instruction under your proposed approach.
Provide a detailed description of any risks identified and your proposed mitigation.
Sample Problem 1.2: Academy Staffing Scenario
The week of 4th of July 2016, the Academy had an average of 125.5 daily Enroute Instructor III/RSO requirements* and an average of 71.25 RPO shifts. The breakdown of shifts is outlined in the below table:
Given the specific scenario above, provide a detailed description on how you would apply your staffing approach to meet the specific Enroute training requirements of July 5-8, 2016.
o Provide details on how you would ensure that training was met, as ordered.
o Provide details on what staffing levels, and what level of double shifts (if any) would be needed to deliver these requirements, as ordered.
o Provide details on how you would incentivize your staff to work **night shifts o Provide details on how you work to incentivize your staff to work around popular holidays.
* A requirement is defined as one (1) 8-hour Instructor shift
** A night shift is defined as any shift beginning after 3:30pm
***A double shift is defined as one FTE working two consecutive 8 hour shifts in one day
Sample Problem 2: Field Staffing
Introduction
There are over 315 Air Traffic Control facilities in locations around the country, and the need for contract support training is expected to grow. Some facilities in remote and high cost of living locations have historically been difficult to staff.
