Quality Assurance Requirements The Contractor must provide and maintain a quality assurance program in accordance with the Statement of Work (SOW), ANSI//ISO/ASO Q9001-2008 and the Government-approved Quality System Plan. The Quality System Plan must describe the procedures and controls to be utilized by the Contractor and/or subcontractor(s), if applicable, for assuring that all requirements of the contract are met. The Quality System Plan must be self-contained and cannot incorporate processes or procedures, such as Standard Operating Procedures, by reference, i.e., if the procedure is proposed for use, it must be included or access provided to the FAA Program personnel, as requested by CO. At a minimum, this program must provide for:
(a) A quality assurance (QA) organization that has sufficient responsibility and authority to identify and evaluate quality problems, and to initiate, recommend or provide solutions;
(b) Procedures and controls to assure adequate configuration management during all operations through final acceptance;
(c) Controls to assure that all inspection and testing is performed in compliance with contract requirements and that all test data is complete, correct, traceable, repeatable, and acceptable;
(d) Maintenance of a proper record keeping function to provide objective evidence and traceability of operations performed;
(e) If applicable, procedures and controls for assuring that all software products or services procured or leased from subcontractors or vendors conform to contract requirements;
(f) Procedures and controls to assure that all documentation is adequately reviewed and meets contract requirements;
(g) Procedures and controls for the prevention of deficiencies, detection and analysis of deficiencies when they do occur, as well as procedures for corrective action;
(h) A system of periodic internal quality audits or reviews to verify whether quality activities and related results are in compliance with planned arrangements, and to verify that the QA program is performing effectively.
i) The Contractor’s quality assurance representative shall review and revise, as necessary, the QSP when changes occur. The Contractor shall submit the revised QSP to the QRO for acceptance.
Assignment of QRO The following provisions are a part of this contract.
a) The Government's Quality and Reliability Officer (QRO) assigned to this contract, and designated as such by the Government, has the authority to verify that the contractor's quality system complies with contract requirements, including the contractor's Quality System Plan (QSP) (if applicable), to witness tests, and to inspect and accept or reject supplies provided under this contract.
b) The Contractor must provide appropriate office space for the QRO and his/her staff for the performance of Government evaluations and administrative functions. The office area must be secure to accommodate meetings of a sensitive nature. File cabinets and suitable desks, both with locking capabilities, and chairs, all in good repair, and other miscellaneous office equipment, as required, shall be supplied by the Contractor. The Contractor must provide access to the internet. The Contractor must provide administrative support as required by the QRO. A telephone with teleconferencing capability must be provided to each desk. The cost of long distance calls placed by the QRO staff will be borne by the Government. The contractor must provide parking space(s) to the extent available. In the event a change in location of the QRO staff is required, Contractor/QRO coordination will take place in order to facilitate Government planning and implementation of a smooth transition.
POINTS OF INSPECTION AND ACCEPTANCE
1) Supplies and/or services specified for DELIVERY OR PERFORMANCE, of this Contract shall be inspected and accepted at locations specified in Section F.
2) All deliverables under this Contract shall be subject to review and inspection by the Contracting Officer’s QRO at the contractor’s facility, prior to shipment. The QRO will endorse a preliminary 4500, to acknowledge inspection.
3) Inspection, review and approval of deliverables or associated services prior to final acceptance shall not be construed as assurance of acceptance of the finished product.
4) Unless otherwise specifically provided in this contract, the Contracting Officer shall be the person authorized to make final Government acceptance of all deliverables called for in the CDRLs and all reviews specified in the SOW. Final acceptance of all deliverable items shall be made, in writing, by the FAA Contracting Officer or designee.
INSTALLATION SERVICES - INSPECTION AND ACCEPTANCE
Inspection of Installation Services ordered under CLIN xx07 will be performed jointly by the Government and the Contractor at the installation site in accordance with the procedures specified in this contract and any applicable Task Order issued under this contract. Acceptance of Inspection Results and Installation Services will be performed by the Government.
