D.1 SPECIFICATIONS AND STANDARDS
The following specifications and standards apply to Packaging, Handling, Storage and Transportation Requirements:

D.2 PREPARATION FOR DELIVERY
D.2.1 Packaging, Handling, Storage and Transportation Requirements
The Contractor must provide transportation services to include liftgated vehicles and inside delivery, as warranted by equipment configuration (size/weight).
Packaging Standards
Contractor must prepare item packaging in accordance with ASTM D3951-15 Standard Practice for Commercial Packaging for shipment and storage for a minimum of one (1) year from the time of receipt at destination. Unless otherwise directed by the PO, the Offeror must prepare Quantity per Unit Pack (QUP) in accordance with ASTM D3951-15. If the packages of this standard will not provide the protection required for the type of material being shipped, Contractor must use other materials, containers, or processes provided they meet or exceed the applicable container requirements as specified in ASTM D3951-10.
Exchange and Repair (E&R) items must be packaged in reusable type containers to facilitate round trip shipments between the Government and the repair source.
Common hardware items must be packaged in multiple unit pack quantities, or in standard commercial unit packed quantities compatible with unit of issue. All common hardware items must be packaged and marked in accordance with ASTM-D-3951.
Prohibited Packaging Materials
Contractor must not use materials that endanger the product by corrosion, static damage or contamination. Contractor must not apply to the product being shipped any preservative which, when removed from such product using a standard removal technique, would cause damage to such product, or harm to personnel. Contractor must not use metal staples to secure polyethylene wrapped or bagged items. Contractor must not use newsprint, styrene “chips,” “peanuts,” “popcorn” or shredded paper for wrapping or cushioning.
Shipping Containers
Contractor must provide containers constructed to provide for handling and afford the item protection. Contractor must utilize shipping containers uniform in size whenever possible. Contractor must utilize containers of minimum tare weight and size consistent with the protection required. Contractor must utilize containers that meet the minimum packaging requirements of the common carriers for acceptance for safe transportation at the lowest rate applicable. Disassembly of items to conserve size is desirable when reassembly is done by unskilled labor using common hand tools and at no risk to the finish or function of the part. Contractor must make maximum use of corrugated fiberboard containers which meet or exceed those specifications of ASTM D5118, and close said containers by taping or banding so they may be opened without damage. If Contractor determines the capacity of fiberboard containers is exceeded, Contractor must use wood packaging material “WPM”, crates/pallets/skids/etc. that complies with the requirements listed here in Section D. Closure by use of removable fasteners such as “Klimps” or steel banding is desirable unless other means are required for Item protection. Contractor must install all inner bracing on wooden crates with Philips head wood screws.
Contractor must process or treat coniferous and non-coniferous raw wood in accordance with current version of International Standard for Phytosanitary Measures (ISPM) 15 - “Guidelines for Regulating Wood Packaging Material in International Trade”, document can be found at: https://www.ippc.int/IPP/En/default.htm. In conjunction with ISPM 15, Contractor must obtain certification from an accredited agency recognized by the Contractor’s National Plant Protection Organization “NPPO”. (United States - Animal and Plant Health Inspection Service “APHIS” – http://www.aphis.usda.gov/ppq/wpm/).
Hazardous Materials/Dangerous Goods Packaging
Contractor must package, pack and mark hazardous materials and dangerous goods for the most restrictive mode of transportation. Contractor must pack dangerous goods per United Nation (UN) performance-tested specification packaging. Specifications/standards/publications to determine the packaging requirements for dangerous goods depending on mode of transportation in reference with Code of Federal Regulations Title 49 Transportation.
Electrostatic Discharge (ESD) Sensitive Items Packaging
Contractor must mark containers with the ESD sensitive devices attention label and in accordance with ASTM D5077-90(2015). The label used must be sized proportionate to the size of the container. The ESD sensitive devices symbol and the words “ATTENTION OBSERVE PRECAUTIONS FOR HANDLING ELECTROSTATIC DISCHARGE SENSITIVE DEVICES” must be marked in black on a yellow background. One label must be placed on the identification-marked side of an intermediate container. Two labels must be placed on an exterior container. One label must be placed on the identification-marked side (or surface), and one label must be placed on the opposite side (or surface). The minimum size of the symbol must be 0.625 inch (15.9 mm) measured vertically at the base of the triangle as follows:

Contractor must package in accordance with MIL-PRF-81705. Material must be as follows:
Type III – Transparent, waterproof, electrostatic protective and Electrostatic shielding.
Class I – Suitable for hand operated or automated sealing equipment.
Identification Marking
All components, equipment, and spares consigned to the FAA Logistics Center are to be marked in accordance with ASTM D3951-15 Marking for Shipment and Storage. Each unit, intermediate and exterior container, is to be marked in accordance with ASTM D3951-15 section 5.1.6.2.
Packing Sheets
Contractor must ensure that all materials shipped must be accompanied by a standard commercial packing sheet. Contractor must include the information on the packing sheet in accordance with ASTM D3951-15 section 5.1.6.2. Each major shipping container must include an inventory listing of all individual material, documentation, parts, and loose items included. The complete listing must show item name, manufacturer’s part number, and quantity included.
Warning Labels
Contractor must label shipping and storage containers containing materials or articles that are capable of releasing Hazardous substance when manufacturing processes as required by the Occupational Safety & Health Administration regulations found in 29 CFR PART 1910.
D.2.2 Spares Requirements
All spares shipped to sites or the depot shall be packaged and marked in accordance with the specifications and standards identified in D.1.
D.2.3 Storage Requirements
The Contractor shall identify any unique storage requirements, both site and depot, for the system and related spares and equipment. All materials designated for storage at the FAALC shall be packaged and marked in accordance with the specifications and standards identified in D.1. In addition, each unit, intermediate, and exterior container, shall be marked with the following information:
1) Serial Number
2) Part Number
3) National Stock Number (if applicable)
4) Contract Number/Task Order No. (if applicable)
5) Contract Line Item Number
6) Item Description
7) Quantity
8) Unit of Issue
The preservation, packaging, packing and marking of all other MSBRS components shall be in accordance with the specifications and standards identified in D.1.
All deliverables shall cite the Federal Aviation Administration as the contracting agency, and shall be clearly marked with the contract number, and the specific task/delivery order number when appropriate.
Equipment temporarily stored at FAA sites just prior to installation must not impact egress routes, fire suppression, create trip hazards, or create other personnel safety hazards in accordance with 29 CFR 1910 and FAA Order 3900.19, “Occupational Safety and Health Program.”
