About this file

This document is Amendment No. 3 to a Department of Transportation (DOT) Mentoring Solicitation No. 693JK424R500007. The amendment provides clarification on two questions from a prospective offeror. First, it confirms that the new price table added in Solicitation Amendment No. 1 has only four columns, and any formatting that extends beyond the fourth column is unintentional. Second, it states that the new price table supersedes Attachment J-3 as the format for offerors to display their proposed pricing, but Attachment J-3 still stands as DOT's estimate of the staffing hours needed for the project. No other changes or clarifications are provided in this amendment.

Amendment No. 3 to

DOT Mentoring Solicitation No. 693JK424R500007

This Amendment No. 3 answers two further questions posed by a prospective offeror.

7.Question: In Solicitation Amendment 1 - question 1 a new price table was added. Can you confirm that column D is the last column of the pricing table as the chart runs to the edge of the page?

7. Answer: Column D, entitled “Offeror’s Proposed Estimated Total CEILING-Cost, Including Profit…”, as given in the new price table that was added by Solicitation Amendment 1, is indeed DOT’s intended rightmost column of that new price table. Any running onward of that new price table, to the edge of the page, is merely a formatting-aberration and is emphatically not intended to suggest that the new price table contains any additional column to the right of the table’s Column D entitled “Offeror’s

Proposed Estimated Total CEILING-Cost, Including Profit…”. That new price table has only four columns:

Column A, Column B, Column C, and Column D.

8. Question: Are we correct in our understanding that for a Firm Fixed Price Proposal, that this new pricing table added in Amendment 1 will replace Attachment J-3?

8. Answer: The new price table that was added in Solicitation Amendment No. 1 does supersede

Attachment J-3 as the precise formatting to be used by each offeror in actually displaying the offeror’s proposed pricing for this Mentoring project. And, accordingly, it is not necessary that any offeror display, in its Cost Proposal submitted to DOT in response to the subject Solicitation, any proposed or estimated configuration of staffing-hours for this Mentoring project. But Attachment J-3 does still stand as DOT’s best estimate of the configuration of contractor-staffing-hours that might be needed for a successful performance of this Mentoring project—and so each offeror should be mindful of the estimate given in Attachment J-3, as each offeror compiles its Cost Proposal for this Mentoring project.

This Amendment No. 3 makes no other changes to the subject Solicitation, and provides no other clarifications concerning it.
