RFP 693JJ923R000134

Title: Demo to Address Accessibility and Student Behavior on School Buses

Questions and NHTSA Response

1. The scope of the RFP is broad when it comes to the amount of education and resources that NHTSA would like to have developed and the specified target audiences. Would NHTSA consider providing an estimated level of effort or estimated level of cost, or alternatively more specifics as to what resources should be included in pricing?

NHTSA Response: Section C.6.5 Development of Toolkit Materials & See L.10 Business Proposal Instructions, Part II.

2. The RFP objectives include “Complete a demonstration contract on the developed program to assess effectiveness,” however, this work is not specifically outlined in any of the tasks. Please clarify if a demonstration of the developed program is one of the requirements and provide a revised statement of work indicating where this fits into the tasks if it is required.

NHTSA Response: Please see the attached addendum. Note: Section C.6.5 has been replaced in its entirety. Refer to updated Section C.6.5 “The contractor shall pilot test the toolkit with identified stakeholders (less than 9), to access the usability, content, and identify any issues or problems within the toolkit.”

3. Pg 8, Section C.6.5. The RFP states that the contractor “shall also develop the most appropriate methods for hosting the online toolkit…” Can NHTSA clarify if offeror’s budget should include web development (e.g., programming and coding) for the online toolkit?

NHTSA Response: Please see the attached addendum. Note: Section C.6.5 has been replaced in its entirety. NHTSA does not allow outside contractors to code for their website. No coding, programming, website development or hosting is required as the final product will be hosted on NHTSA’s website.

Offeror shall be responsible for building out the final prototype to include functionality that is only intended to demonstrate how it would work on NHTSA’s website as detailed in Section C.6.6 Review of Content.

4. Can NHTSA clarify if the offeror’s budget should include hosting costs for the online toolkit?

NHTSA Response: No coding, programming, website development or hosting is required as the final product will be hosted on NHTSA’s website.

5. Since the cost of hosting will vary based on how the online toolkit is developed, can NHTSA clarify if the online toolkit will be required to be part of NHTSA’s website, or if offerors can propose developing a stand-alone website that can be hosted by the contractor under this contract?

NHTSA Response: No coding, programming, website development or hosting is required as the final product will be hosted on NHTSA’s website.

6. On page 9, the RFP lists the final graphic interface and a prototype as two separate deliverables. Can NHTSA clarify how it distinguishes between those two deliverables?

NHTSA Response: Offeror shall be responsible for building out the final prototype to include functionality that is only intended to demonstrate how it would work on NHTSA’s website as detailed in Section C.6.6 Review of Content. No final code format is required, the prototype should be a full layout design intended for NHTSA to produce/code, including all text and graphics for toolkit.

7. Should offerors assume that NHTSA intends for the final prototype to include functionality that is only intended to demonstrate how it would work or functionality that is written in final code format?

NHTSA Response: Offeror shall be responsible for building out the final prototype to include functionality that is only intended to demonstrate how it would work on NHTSA’s website as detailed in section C.6.6 Review of Content. The Final Prototype should be as close as possible to what NHTSA team will code/build out. NHTSA will host toolkit once developed.
