Title: Small Business Behavioral Safety Research Support
Questions and NHTSA Responses
Question 26 - In the hypothetical task order, is Requirement 4 intended to encompass actual collection of data and analysis of data – or does it only include development and reporting of the plan (and all of its elements)?
NHTSA Response: Because the task order is hypothetical, none of the work will be carried out;
Offerors are to provide a detailed plan for carrying out each of the requirements. However, do not include the time to carry out the evaluation in the forty (40) month period of performance.
1. For Question 26, NHTSA's response indicated that Offerors are not to include the time required to carry out the Requirement #4 (R4) demonstration/evaluation.
We assume that NHTSA does not intend the data collection and analysis to be part of the R4 task - that the R4 task uses the information gained in R3 to only develop the demonstration/evaluation plan.
a. Will NHTSA confirm that R4 will only produce a plan and that data collection and analysis will not occur as part of this hypothetical task?
NHTSA Response: Yes, the intent is to include a plan; data collection and analysis will not occur as part of the hypothetical task.
b. Will NHTSA confirm that the phrase "Report the results" in the SOW refers to either 1) the need to report the plan that has been developed or 2) describe how the results will be reported upon implementation of the plan in a future task order?
NHTSA Response: “Report the results” refers to the need to describe how the results would be reported if/when the plan is implemented.
c. Will NHTSA confirm that the labor and equipment that would be needed to carry out that plan are not part of R4 and should not factor into the cost of R4 in the hypothetical task response?
NHTSA Response: Labor and equipment needed to carry out the R4 evaluation should not be included in the hypothetical task response; only the labor required to develop the evaluation plan should be included.

Questions and NHTSA Responses
Question 32 - When bidding on future Task Orders, is the Prime required to do a certain percentage of the work? If so, what is that percentage?
NHTSA Response: Please review FAR 52.219-14, Limitations of Subcontracting. The prime shall contribute at least 50%.
2. For Question 32, will any work performed by a similarly situated first tier subcontractor count toward compliance with the applicable limitation on subcontracting?
NHTSA Response: Please review FAR 52.219-14 Limitation of Subcontracting and 13 CFR
§125.6. Specifically, 13 CFR §125.6 paragraph (a) reads, “a small business concern must agree that: (1) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated.
Any work that a similarly situated subcontractor further subcontracts will count towards the
50% subcontract amount that cannot be exceeded.
