About this file
This document is a Questions and Answers (Q&A) file from an LTPP (Long-Term Pavement Performance) Industry Day conducted by FHWA (Federal Highway Administration). It addresses inquiries from potential offerors regarding the Long-Term Pavement Performance and Expansion Services (LPES) ID/IQ contract acquisition.
The Government anticipates awarding 2 to 5 multiple ID/IQ contracts, with final award numbers determined at the Government's discretion based on proposal evaluation, offeror qualifications, and agency requirements. Offerors must qualify in at least one of three major task areas (A, B, and C) to be eligible for award; however, once awarded, all prime contractors may compete for all task order opportunities under the ID/IQ regardless of their initial qualification area. The LPES consolidates scope currently executed across multiple contracts while incorporating newly expanded agency requirements and is a new acquisition vehicle with no incumbent. A firm may serve as both a prime offeror on one team and a subcontractor on another, provided such arrangements comply with all contract requirements. Specific deliverables will be established at the task-order level, and sample task orders may be included in the RFP for contextual or structural reference. The final acquisition strategy, including whether this is a small business set-aside, will be identified in the solicitation. Additional details regarding traffic and environment data sources and data collection types will be provided in the RFP.
