About this file

This document is a presolicitation presentation for the FHWA's Long-Term Pavement Performance (LTPP) Program Engineering Services Contract (LPES). The contract will be structured as a multi-award Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a 60-month period of performance and a $16 million ceiling. The anticipated RFP release date is November 2026, with contract award expected in February 2027.

The LPES contract encompasses three major task areas: Task Area A – Data Collection and Processing (high-speed automated pavement condition surveys, structural deflection testing, data table design and maintenance, data quality management planning, and coordination with FHWA staff and state highway agencies); Task Area B – Data Analysis and Product Development (executing the LTPP Data Analysis Plan, conducting targeted pavement performance studies, evaluating emerging data collection equipment, and translating research insights into practical tools for State DOTs); and Task Area C – Special Research Datasets Development (developing AI-ready datasets, designing dynamic data engineering frameworks, generating computed parameters for traffic and environmental factors, and coordinating unified data formats with stakeholders). Offerors must demonstrate technical capability in at least one of the three task areas to be eligible for the base IDIQ award; however, once awarded, all prime contractors are eligible to compete for all subsequent task orders regardless of their demonstrated capability area at award.

The FHWA Virtual Industry Day for LTPP Program Engineering Services Contract (LPES)

September 24, 2026

Agenda Industry Day Goal

Anticipated Acquisition Strategy and Contract Structure Overview of the Contract Major Task Areas (TAs) IDIQ Award Eligibility and Task Order (TO) Guidelines Planned Acquisition Milestones Anticipated Task Area Activities

Questions and Answers

Industry Day Goal Industry Engagement: Inform prospective vendors of the upcoming LTPP Program Engineering Services (LPES) procurement.

Clarify Requirements: Explain the multi-area eligibility rules and encourage quality teaming.

Anticipated Acquisition Strategy and LPES Contract Structure Overview of the Anticipated Contract:

Multi-award Indefinite Delivery Indefinite Quantity Period of Performance: 60 months Contract ceiling: $16M Three major Task Areas (TAs)

Anticipated RFP may include draft TO Request for Proposals (TOPRs) to provide sample for the structure of TO that will be issued under the IDIQ.

LPES IDIQ Contract Award Eligibility and TO Guidelines Offerors must demonstrate technical capability in at least one

(1) of the three (3) designated TAs to be eligible for a base IDIQ contract award.

Once awarded a base IDIQ contract, all prime contractors are eligible to compete for all TOs, regardless of the specific areas they demonstrated capability in for the base award.

Planned Acquisition Milestones Anticipated RFP Release: November 2026 Anticipated Contract Award: February 2027

LPES Major Task Areas (TAs)

Task Area A – Data Collection and Processing Task Area B – Data Analysis and Product Development Task Area C – Special Research Datasets Development

Task Area A – Data Collection and Processing Data Collection:

High-speed Automated Pavement Condition Surveys (3D APCS).

Structural deflection testing using TSDD.

Other related data collection activities, as directed by the COR.

Data Processing:

Design, populate and maintain new data tables for the data collected.

Develop and implement a rigorous Data Quality Management Plan (DQMP).

Routinely deliver this dataset for integration into the LTPP InfoPave.

Develop, evaluate and enhance LTPP data collection protocols.

Technical Assistance and Coordination:

Coordinate with relevant FHWA staff, other contractors, and state highway agencies.

Resolve LTPP data related inquiries.

Task Area B – Data Analysis and Product Development

Execute the LTPP Data Analysis Plan to evaluate how traffic, environment, and design impact pavement peformance.

Conduct targeted pavement performance studies to address real-world highway agency challenges.

Evaluate emerging automated pavement data collection equipment, advanced sensors, and processing techniques.

Translate research insights into practical engineering tools and products for State DOTs and practitioners.

Coordinate with other contractors and stakeholders to ensure that the data is technically complete, aligned, and optimized for analysis.

Task Area C – Special Research Datasets Development Develop and manage special research datasets for broader highway infrastructure research applications.

Design dynamic data engineering frameworks to generate structured, AI-ready datasets supporting predictive computational modeling.

Generate, validate, and update computed parameters for traffic, environmental, and design factors critical to advanced modeling.

Coordinate with other contractors and stakeholders to establish unified data formats, resolve issues, and align delivery schedules for seamless database integration.
