SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 BACKGROUND
One of the key responsibilities of the Federal Highway Administration’s (FHWA) Office of Safety (HSA) is to develop, implement and evaluate highway safety projects and programs. The effective execution of this responsibility requires an integrated program development process which includes, but is not limited to, the following: feasibility studies; focus group meetings;
development of technical reports, guidance, standards, training; development of regulatory requirements; and outreach to industry. Seamless continuity and integration of these efforts is critical to achieve the highest possible reliability and effectiveness.
The mission of HSA is to exercise leadership throughout the multi-disciplinary highway community to make the Nation’s surface transportation system safer for all road users. This is accomplished through HSA programs and initiatives, as well as activities of its partners, customers, and others (including other FHWA offices, Federal agencies, State and local government agencies, various public and private organizations and industries, the public, and when appropriate, other countries).
The objectives of transportation safety involve reducing the number of fatalities and serious injuries by reducing the number of crashes and mitigating the impacts during and after the crashes. HSA provides leadership, in coordination with our partners, to research, develop and deploy life saving strategies and programs. Areas of focus include, but are not limited to: The Highway Safety Improvement Program, Intersection Safety, Local and Rural Road Safety, Pedestrian and Bicycle Safety, Roadway Departure Safety, Roadway Safety Data Program, Safe System, Automation and Speed Management. HSA also undertakes safety initiatives and programs that provide support to FHWA’s partners and customers associated with road, vehicle, and road user improvements. Improving road safety involves the coordination of the 4 Es (Engineering, Education, Enforcement and Emergency Medical Services) by employing a multi-disciplinary approach to addressing challenges.
HSA contains four safety-focused teams related to the following activities: Strategic Coordination, Implementation, Safety Design, and Safety Operations. These activities will support the mission and related activities of HSA, its partners and customers.
C.2 OBJECTIVE
The objective of this contract is to support the mission and related activities of HSA, its partners, and customers.
C.3 SCOPE OF WORK
The Contractor shall provide technical and professional support services, as needed, in a variety of transportation topics to support the Federal safety program. Potential activities include, but are not limited to: policy/regulatory analysis, analysis of program delivery approaches, safety evaluations, data analysis, meeting support, course development and delivery, and marketing and communication strategies/activities. The Contractor shall analyze technical, as well as programmatic and administrative issues and provide advice, recommendations, and a broad range of support functions as required by HSA.
The Contractor shall furnish all necessary labor, materials, facilities, and supervision to perform all technical, non-personal services necessary to provide technical and general activities in support of HSA.
C.4 TASK REQUIREMENTS
Specific work to be performed will be set forth under individual task orders in one or more of the following task areas. When a task order is awarded, the Contractor shall perform in accordance with the requirements of the Statement of Work. Task order requirements will be in the following areas:

The research, development and engineering may be over-arching, or site and/or situation-specific, and include studies that involve engineering performance, operational and institutional issues and studies that may require providing recommendations and development regarding needs, actions and strategies.
2. Policy/Regulatory Analysis: Provide analyses of costs, benefits, impacts, etc. of various programmatic and project initiatives in support of regulatory and policy-making efforts.
This may include conducting research to gather information, identify impacts, and make recommendations. Perform Safety Evaluations: Provide highway safety-related evaluations including studies showing collection, analysis, and development of data, and strategies and guidance for improving highway safety. This may include development of estimating and analysis of safety improvement impacts through such studies as before-after crash studies on roads and road systems for all road users. The evaluations may require laboratory and/or field studies of human-factors, and vehicle and highway elements that affect road safety.
6. Program Evaluations: Provide evaluation of the technical support/assistance to ensure that it reached its target audience(s), that the audience(s) found the technical support/assistance useful and informative, and that the audience(s) could use the technical support/assistance to advance their own safety-related projects and programs.
