SCENARIOS
See RFP Section L.4 for instructions regarding the following Scenarios.
Scenario 1 - Local Road Safety Mentoring Program
Forty percent of the nation’s fatalities occur on local roads. Over 30,000 practitioners own and operate these roadways. Local jurisdictions are diverse in landscape, safety expertise and resources. Due to that diversity, the Office of Safety is unable to touch every single jurisdiction with any one project/product. Therefore, the Office of Safety would like to establish a mentoring program where practitioner learn from their peers throughout the country.
Provide your hypothetical proposed technical approach to performing the task order, and describe:
• What would be your first course of action?
• Who would be part of the project team (please include only titles and duties, not names);
• How would you select potential mentors and mentees?
• How would you would determine success of the project?
Scenario 2 - Systemic Safety Evaluation
Evaluation is a key component of the Highway Safety Improvement Program (HSIP). There are documented practices for various evaluation techniques to support the HSIP. Many of these techniques rely on the before and after crash data to estimate the effectiveness of the countermeasure or project. However, for systemic safety improvement projects there may not be before or after crash data at a particular location. The States are looking for additional guidance and technical support from FHWA to perform evaluations of systemic safety improvement projects.
Provide your hypothetical proposed technical approach to performing the task order, and describe:
• Who would be part of the project team (please include only titles and duties, not names);
• How you would identify potential evaluation methods for systemic safety improvement projects;
• How you would test the recommended evaluation methods;
• How you would present the methods in a final product to be most useful to the States;
and

• How you would train or provide technical support to the States to use these new methods.
Scenario 3 - Assisting Vision Zero Communities
Many of FHWA’s partners are local communities and at least forty (40) of them have adopted the Vision Zero approach. For these communities and future Vision Zero communities to move forward, they will need the right resources – in the forms of technical, capacity, and/or funding assistance.
FHWA is seeking ways to strategically assist these communities to build capacity; enhance safety culture; develop, implement, and evaluate their Vision Zero action plans, etc. FHWA wants to plant the seeds for the communities to carry on with the assistance they have received.
Provide your hypothetical proposed technical approach to performing the task order, and describe:
• How would FHWA determine the right types of assistance for the right communities?
• How would FHWA provide the assistance?
• From this project, how would FHWA determine gaps for future research?
• What labor categories would be on the project team?
Scenario 4 - Evaluation of resources and campaign
Over the last year, the FHWA has published many resources on Roadway Departure (RwD) safety. These resources have included talking points, a communications plan, presentations at multiple professional meetings, trade show exhibits, a series of videos, case studies, an FAQ, and a series of technical guidebooks on RwD countermeasures. The FHWA would like to gauge the effectiveness of these resources—do our stakeholders know about them, do they use them, did they find them useful, and most importantly, were they able to use what they learned from these resources to make safety improvements.
Please provide your proposed technical approach to this hypothetical scenario, and describe:
• Who would be a part of your project team (titles and duties)?
• What methodology would you use to evaluate these diverse resources?
• How might FHWA embed evaluation of resources into the planning process for these projects?
• How might FHWA improve outreach for future campaigns?
