Attachment J.1 Labor Categories

The Government has established the following positions for use on this contract.

Under T&M task orders, Contractor-supplied personnel shall comply with the requirements below to qualify for a labor category.

Unless otherwise stated, performance shall occur at locations as designated by the Contractor. In the event a task order requires labor dedicated to perform or support activities onsite at a FHWA facility full-time, such labor will be considered “Onsite” labor as designated in certain categories below.

Program Manager: The Program Manager (PM) shall be responsible for overall management of the contract, including quality control and assurance for all products delivered to the government and availability of resources to complete all task orders. The PM shall have 10 years of experience in transportation related contract management. The PM shall have demonstrated success in keeping programs involving multiple subcontractors on schedule and within budget, and in providing high quality products meeting the customer’s expectations. The PM shall have a bachelor’s degree and an active Project Manager’s Professional (PMP) certification.

Principal Investigator: The Principal Investigator (PI) shall be responsible for overall technical direction and supervision of task leaders on tasks under the contract. The PI shall have at least a master’s degree in a field applicable to highway safety and traffic engineering. In addition, the PI shall have 10 years of progressively responsible experience in highway safety and traffic engineering related contract management and research. This experience shall include technical leadership of significant work on highway safety.

Meeting Facilitator/Coordinator: The Meeting Facilitator/Coordinator shall have a bachelor’s degree plus administrative, technical or academic affiliation, and/or other experience that demonstrates a competence equal to the necessary effort of leading panel discussions and technical meetings. In addition, the meeting facilitator/coordinator staff shall have 5 years of facilitation/coordination experience. The facilitator will be responsible for leading discussions in productive directions, resolving blocks to discussions, and minimizing digressions into unproductive directions.

Clerical: The Clerical staff shall have a background in clerical and/or secretarial work through completion of a secretarial educational program. In addition, the clerical staff shall have 2 years of clerical work experience (educational requirements may be fulfilled by 2 years of additional clerical experience).

Technology Transfer Specialist: The Technology Transfer (T2) Specialist shall have either a master’s degree and 5 years of experience or a bachelor’s degree and 10 years of experience in professional education, curriculum development, educational methods, and research implementation or knowledge management. The T2 Specialist must have a thorough understanding of adult learning methods and professional education practices.

Data Analyst: The Data Analyst shall have a bachelor’s degree, and 5 years of experience in a data analysis related field (math, statistics, or other closely related field), preferably one closely linked to the transportation industry.

Writer/Editor: There are two sub-categories of Writer/Editor, which are:

• Senior: The Senior Writer/Editor shall have a bachelor’s degree, and 10 years of experience in writing and editing technical material, preferably in the transportation field. The Senior Writer/Editor must be skilled in writing and editing documents of various lengths, and for diverse audiences. The Senior Writer/Editor must ensure technical accuracy, adherence to GPO/DOT/FHWA style, and use of proper grammar and format.

• Junior: The Junior Writer/Editor shall have a bachelor’s degree and 2 years of experience in writing and editing technical material; preferably in the transportation field. The Junior Writer/Editor must be skilled in writing and editing documents of various lengths for 10 or more than 100 pages, ensuring technical accuracy, proper grammar, adherence to GPO/DOT/FHWA style, and proper format.

Engineer: The term Engineer includes Transportation Engineer, Civil Engineer, Traffic Engineer, Geospatial Engineer, Computer Engineer, Design Engineer, and other relevant categories of Engineer. There are four sub-categories of Engineer, which are:

• Subject Matter Expert (SME): A Subject Matter Expert is an individual whose qualifications and/or particular expertise are exceptional and/or highly unique. Subject Matter Experts normally hold an advanced degree in field of specialization, usually at the Ph.D. level.

However, Subject Matter Experts may not have specific experience/education qualifications, but are typically identified as recognized Industry leaders for a given area of expertise.

Subject Matter Experts typically perform the following kinds of functions: Plans, conducts and directs research and/or development work on complex projects necessitating the origination and application of new and unique approaches. Plans and directs projects and supplies technical inspiration, leadership, strategic advice, technical guidance, and expertise to project staff. Provides detailed analysis, evaluations, and recommendations for improvements, optimization, and development for mission critical challenges/issues. Consults with client to define need or problem, supervise studies, and analyze data to provide advice and recommend solutions.

• Senior: The Senior Engineer shall have a master’s degree in a subject area that is directly related to the subject of relevance and 15 years of experience. The experience shall be in the relevant technical field through work in a public or private organization, through academic affiliations, or other experience that reflects national recognition of expertise and technical accomplishments in the subject area.

• Mid-level: The Mid-level Engineer shall have a master’s degree in a subject area that is directly related to the subject of relevance and 10 years of experience. The experience shall be in the relevant technical field through work in a public or private organization, through academic affiliations, or other experience that reflects national recognition of expertise and technical accomplishments in the subject area.

• Junior: The Junior Engineer shall have a bachelor’s degree and 3 years of experience. A

Junior Engineer is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions. Under supervision, performs work that is varied and that may be somewhat difficult in character, but usually involves limited responsibility. Some evaluation, originality, or ingenuity is required.

Technical Specialist: The term Technical Specialist includes: IT/Computer Specialist, Training Specialist, Video Specialist, Communications Specialist, Marketing Specialist, Geographic Information Systems (GIS) Specialist, Web and SharePoint Specialist, Designer/Administrator, Multimedia Designer, Graphic Artist, Graphic Designer and Policy Analyst.

Note: As needed and identified in individual task orders, personnel in the Senior Technical Specialist and Junior Technical Specialist categories may be required to perform task order work onsite at a Government facility. Such onsite personnel will be provided Government-furnished office space, computer and phone, and shall be subject to the labor rate “Onsite Technical Specialist.”

• Senior: The Senior Technical Specialists shall have a bachelor’s degree in a subject area that is directly related to the subject of relevance, and have 7 years of experience. The experience shall be in the relevant technical field through work in a public or private organization, through academic affiliations, or other experience that reflects technical accomplishments in the subject area and that demonstrates competence of a senior level.

• Junior: The Junior Technical Specialists shall have a bachelor’s degree in a subject area that is directly related to the subject of relevance and 2 years of experience. The experience shall be in the relevant technical field through work in a public or private organization, through academic affiliations, or other experience that reflects technical accomplishments in the subject area.
