Complete Trip - ITS4US Deployment Broad Agency Announcement (BAA) Summary

1. Program Description

The Complete Trip – ITS4US Deployment Program is a multimodal effort led by ITS JPO with support from the OST, FTA, and FHWA. The program is part of the United States Department of Transportation’s (USDOT) Complete Trip portfolio, which is a new department-wide initiative to expand access to transportation for people with disabilities, older adults, and individuals of low income. The Complete Trip - ITS4US Deployment Program is making $40 million available to enable communities to develop large-scale, replicable and integrated technology deployments that generate increased multimodal mobility options for all travelers regardless of location, income, or disability.

The goals of the Complete Trip-ITS4US Deployment Program:

1. Spur high-impact, replicable, and integrated complete trip solutions developed by deployments nationwide.

2. Identify needs and challenges of underserved populations in specific communities to support mobility options for all travelers regardless of location, income, or disability.

3. Develop and deploy mobility solutions that meet the user needs of underserved communities.

4. Measure the impact of integrated deployments by quantifying and evaluating the impact of the integration of these advanced technologies, strategies, and applications towards the improved safety and mobility of all travelers.

5. Identify which technologies, strategies, applications, and institutional partnerships demonstrate the most potential and disseminate lessons learned from replicable solutions developed by deployment sites to catalyze additional deployments.

2. Contract Scope

The scope of this contract is limited to the development of deployments consistent with the Complete Trip Concept addressing the needs of all travelers regardless of location, income, or disability. The BAA is limited to the first of three phases (See Section 5).

3. Objective

The objective of this contract is to develop an innovative and integrated complete trip deployment (aligned with the Complete Trip Concept defined in Section 1.3 of the Broad Agency Announcement statement of work), to build partnerships among stakeholders, and to prepare a comprehensive deployment plan that reduces technical, institutional and financial risk.

4. Award Information

Type of Contract The contract award for Phase 1 will be a Firm Fixed Price (FFP) contract (priced deliverables) resulting from this Broad Agency Announcement.

Number of Awards The Government anticipates awarding multiple standalone contracts for the same or similar supplies or services under this Broad Agency Announcement.

Estimated Level of Effort Level of effort is expected to vary depending on the scope of the proposed deployments.

Note: Complete Trips-ITS4US Deployment concepts are expected to include various scales of effort, ranging from $4 million to $12 million over all three phases. As a general guide, the government estimates the total cost of the Concept Development Phase compared to Three-Phase Total Deployment Budgets will range between 15% (for larger deployments) to 25% (for smaller deployments), resulting in an expected range of $1M-$1.8M for Phase 1.

Cost Sharing and Matching Requirements Phase 1 will be funded as a Firm Fixed Priced Contract with no match requirements. Phases 2 and 3 will be funded as Cooperative Agreements with a required 20% match or higher.

Eligibility Information The only requirement for teaming is that a public-sector organization capable of forming and leading a cooperative agreement for Phases 2 and 3 must be a part of the Phase 1 team. Note that in Phase 1, the effort may have a prime offeror (lead entity) representing any U.S. based public agency, private company, non-profit organization, or academic institution.

5. Phased Approach

Each deployment is expected to be developed in three distinct phases.

• Phase 1: Concept Development – award up to 12 months. In this phase, the preliminary proposed idea is developed into a structured concept that is suitable for further design, building, testing, and operation. The structured concept will include identifying specific performance measures, targets, and capabilities associated with performance monitoring and performance management.

• Phase 2: Design/Build/Test – up to 24 months. In this phase, the deployment concept is designed in detail, built, and tested prior to operation.

• Phase 3: Operate and Maintain – minimum of 18 months. In this phase, the tested deployment applications and technologies are placed into operational practice. The impact of the deployment on a set of key performance measures will be monitored and reported on a daily, weekly, and monthly basis. Further, performance and other data supporting a comprehensive assessment of deployment impacts are to be shared with an USDOT-identified independent evaluator.

This BAA is procuring the work for the Phase 1 Concept Development. The work for Phase 1 is for the structured development of a deployment site concept to prepare for later phases of activity in which the envisioned system can be systematically designed in detail, built, tested, operated, maintained, and used to support evaluation.

6. Phase 1 High-level Task Delineation

Phase 1, Concept Development, will have a maximum duration of 12 months. In this task, the Contractor shall perform the work in the following tasks:

• Task 1 Program Management: The purpose of this task is to define how the project will be executed, monitored and controlled. This task includes the development of a User Needs Identification and Requirements Planning Document detailing the processes for developing user needs and requirements.

• Task 2 Complete Trip Deployment Concept of Operations (ConOps): The purpose of this task is to refine and improve the proposed complete trip deployment concept based on the systematic collection and analysis of user needs.

• Task 3 Data Management Plan: This document shall describe the underlying data-related needs of the Deployment Concept.

• Task 4 Safety Management Plan: This document describes the underlying needs associated with the safety of all individuals potentially impacted by the complete trip deployment.

• Task 5 Performance Measurement and Evaluation Support Plan: This report identifies performance measures as well as plans for collecting data and reporting on performance.

• Task 6 Deployment System Requirements: This document identifies the functional requirements, interface requirements, performance requirements and data requirements of the deployment system (derived from underlying user needs).

• Task 7 Enabling Technology Readiness Assessment: This assessment outlines all the technologies that may be part of the Deployment solution under development and the relative maturity of those technologies for deployment.

• Task 8 Human Use Approval: The Contractor shall obtain Human Use Approval from an accredited Institutional Review Board (IRB).

• Task 9 Participant Training and Stakeholder Education Plan: A high-level plan for the recruitment and training of all travelers and other personnel participating in the Deployment.

• Task 10 Institutional, Partnership, and Financial Plan (IFP): This plan is intended to codify and provide definitive documentation of stakeholder agreement on concept, objectives, institutional and financial arrangements. Note: The IFP shall also include a feasible financial model to sustain operations for a minimum period of five years after Phase 3 is completed with no supplementary program funding.

• Task 11 Outreach Plan: A high-level plan for the management of outreach activities in the deployment phases (Phase 2 and Phase 3).

• Task 12 Systems Engineering Management Plan: This document illustrates how the contractor will utilize the Systems Engineering process.

• Task 13 Integrated Complete Trip Deployment Plan: This plan (1) summarizes the refined Phase 1 deployment concept and (2) sets forth a high-level Phase 2 and Phase 3 schedule. Note:

the summary shall provide a concise description of the financial and organizational models envisioned to sustain operations for a minimum period of five (5) years after the program is completed with no supplementary federal funds.

• Task 14 Deployment Readiness Summary Briefing: This briefing will demonstrate, from a programmatic perspective, readiness to initiate the Design/Build/Test Phase.
