About this file
This is an amendment to a federal solicitation for the URN-Vessel Design Challenge. Amendment No. 4 addresses a specific inquiry regarding vessel eligibility for the program. The document responds to Question-11, which asked whether a U.S.-flagged, USCG-inspected passenger catamaran used for paid whale-watching trips would qualify under the program parameters.
The response clarifies that while there is no outright prohibition against submitting a proposal for such a vessel, this type of passenger catamaran falls outside the purview of both the specific project and the Maritime Administration's general scope. The vessel type does not align with the preferred vessel types identified in the Request for Proposals (RFP). Prospective offerors should therefore reference the RFP to identify the preferred vessel types eligible for this design challenge solicitation.

URN-Vessel Design Challenge
Amendment No. 4
The purpose of amendment no. 4 is to respond to the following question.
Question-11.
Would a U.S.-flagged, USCG-inspected passenger catamaran used for paid whale-watching trips fit the program?
Response-11.
Unfortunately, that type of vessel falls outside the purview of this project and generally outside the purview of the Maritime Administration. While there is no prohibition on submitting a proposal, it falls outside the preferred vessel types identified in the RFP.
