About this file

This is an Amendment to a Questions and Answers document for a federal solicitation. Amendment No. 1 to Solicitation No. 693JF726R000015 addresses a single inquiry regarding the nature of the procurement vehicle for "A Study on the Economic Impact of the International Maritime Organization Net Zero Framework."

The amendment clarifies that this is a cooperative agreement subject to 2 CFR 200 and restrictions on profit contained in 2 CFR 200.400(g), confirming that profits are not permitted under this instrument. The solicitation is open to all domestic applicants except individuals, and applicants must comply with UEI and SAM.gov registration requirements as specified in section E.3 of the RFP. The response indicates the government's intent to collaborate with eligible entities such as academic institutions within the cooperative agreement framework rather than to conduct a competitive procurement for for-profit organizations under a traditional contract.
