About this file
This is an amendment (Amendment No. 3) to a federal solicitation for a study on the economic impact of the International Maritime Organization Net Zero Framework.
The document addresses a specific clarification question regarding Task 3a of the study. The original question inquired whether the government was seeking identification of U.S. industries for a separate, comprehensive study; a simpler case-study approach within the current study scope; or another alternative. The government's response clarifies that Task 3a is intended to identify and explore affected industries within the existing study scope, while noting that the study may recommend areas for separate, detailed investigation in the future. This amendment thus defines the boundaries of Task 3a to focus on integration within the current study rather than establishing prerequisites for future separate investigations. The solicitation number is 693JF726R000015, and this amendment responds to questions submitted during the proposal development period.

Solicitation No. 693JF726R000015 A Study on the Economic Impact of the International
Maritime Organization Net Zero Framework Amendment No. 3
The purpose for this amendment is to respond to the following questions.
Question-5.
Task 3a reads "Coordinating with MARAD, identify specific affected U.S. industries that require a more detailed economic analysis." Are you looking for identification of industries that merit the detail and rigor of an entirely separate study, a simpler and quicker case-study style discussion included within the scope of this study, or something else?
Response-5.
While we expect that this study may recommend areas for separate, detailed investigation in the future, this task is intended to identify and explore affected industries within the scope of the study.
