The Evaluation Criteria requires the Offeror submit audited financial;

statements for the past two years. For those Offerors submitting a teaming relationship with a traditional prime/sub structure, is the subcontractor required to submit their audited financials, as well? If so, can the government please clarify the document required from subcontractors and provide the instructions for the submission of the subcontractor’s

USMMA requests information from both the software vendor and implementation vendor.

The COTS SIS vendor information is essential.

Contract Contemplated

The government has modified the original PWS to allow for “other arrangements such as a split contract . . .” Please define what is meant by a ‘split contract’ and please clarify whether the information required by Amendment 1 – USMMA SIS Solution, Company Qual./Experience and other solicitation requirements, such as pricing, is required to be submitted by each of the Offerors to a ‘split contract’.

A split contract is one for the COTS and another for Implementation for two separate vendors. All pertinent information shall be included for the corresponding contract.
