ROADWAY DESIGN
General
The Design-Builder shall design and construct the project within the limits identified in the final NEPA document. These project limits will be referred to as NEPA Corridor in this document. The Design-Builder has flexibility to produce benefits or savings to FHWA and/or the Design- Builder, without impairing essential aesthetics, project functions and characteristics such as safety, maintainability, environmental protection, drainage, and other permitted constraints. The final NEPA corridor is described in the CE.
Scope of Work
Highway Design Provide updated plan sheets based off the Preliminary Conceptual Plans in the Government Furnished Information and complete all required ground survey and mapping with stationing for the Project corridor to conduct the design in accordance with the Highway Design Standards. The Design Team shall be advised that there is an approximate 2-mile discrepancy between the Road Inventory Program (RIP) data and the physical MP in the field. Be advised the Preliminary Conceptual Plan sheets are based on the field MPs that are not always placed 5280 feet apart. See D plan sheet General Notes and RIP data. Final design elevations cannot exceed existing pavement elevations (i.e., no grade raise will be permitted for this project).
All project design shall be completed prior to any permanent construction efforts will be approved to start. Temporary traffic control and erosion sediment control measures can be implemented to facilitate the highway design survey, staking, drainage assessment and cleaning, and design project deliverables in advance of the start of Permanent Construction.
Pavement Design Provide pavement design to meet a minimum structural number of 3.3. The design for mainline, overlooks, parking areas, and ramps and roadways will all meet the same requirements. Design Build Team (DBT) as a minimum provide pavement design options as shown in Preliminary Conceptual Plans.
Design and re-establish existing driveways, overlooks and parking areas along the Parkway mainline. Some areas of the Parkway have 4-inch or 6-inch asphalt curb that is not depicted on the plans. All asphalt curb that is damaged shall be replaced as part of the project. Construct new asphalt curb that matches the existing color and texture, and cross section in the area. Ensure the physical limits of constructed pavement match the existing limits as depicted in the Preliminary Conceptual Plans, not to exceed the limits of the NPS Right of Way. Parking areas and overlooks may require changes in elevation to ensure adequate drainage to existing inlet structures. Final
1-A-4 pavement design elevations cannot exceed existing pavement elevations; no grade raise will be permitted.
Roadway Pavement Analysis and Design Criteria
Provide a pavement structure that consists of a combination of base and/or subbase, and asphalt concrete pavement placed in layers above the subgrade. Design a pavement section that provides for surface and subsurface drainage, considering the in-situ soil types including expansive soils.
Provide a structural pavement design utilizing the following design criteria:
• Provide pavement design to meet a minimum structural number of 3.3.
• Pavement sections shall be designed based on a 25-year design life. Determine the
Equivalent Single Axel Load (ESAL) for the design life of the pavement structure.
• The asphalt mix design shall be by the gyratory method only (Section 401 of the FP-14).
• The new asphalt concrete pavement thickness will be 4 or more inches.
• The asphalt concrete pavement will be placed with a minimum of 2 lifts and meet the lift to Nominal Maximum Size Aggregate (NMSA) requirements approved by the CO. Tack coat material is required between lifts.
• The binder for the asphalt mix design will be PG 64-28 or PG 76-22 or better.
• Provide positive drainage for the pavement structure for the transporting of surface water.
• Perform all necessary tests to determine the structural strength (e.g., CBR, R-value), quality and attributes of all subgrade soils. Determine the subgrade soil resilient modulus values, using correlations or methods accepted by the government, for use in the pavement design.
• If recycled or reclaimed materials are used in the pavement structure, provide appropriate materials testing data and analysis to determine strength and structural coefficient.
• For traditional aggregate base, if the base course placed over the subgrade does not meet the filter criteria D15(subbase)/D85(subgrade soil) ≤ 5 for the subgrade soil, a geotextile separator/filter is required. This will apply to subgrade soils with 50% or more passing No. 200 sieve in addition to soils classifying as SM or SC per USCS.
