The purpose of this Amendment is to:

1) Provide summary of responses to questions/clarifications asked by potential Offerors.

2) Extend the proposal due date to September 29, 2022, at 2:00 pm EST.

Responses to Potential Offerors Questions

The following questions and issues were submitted to EFLHD at eflhd.contracts@dot.gov. The Government response or clarification is provided below:

Question: For Factor 2, Project Understanding and Approach, #2 asks to identify potential risk factors. Is the(re) a set number of risks that we are to identify? Are we held to say 2 or 3? Or is this up to the submitter?

Response: There is no set number of risks identified; it is up to the submitter to identify risk(s) as appropriate.

Question: Please confirm that item 2 of Factor 4 found on page 14 of the RFQ allows the Offeror to use the experience of a lower tier design subconsultant (identified in the SOQ) when presenting the Offeror’s past performance and experience.

Response: Correct. RFQ does allow Offerors to use experience of lower tier design subconsultants to present Offeror’s past performance experience. It is worth noting that under Factor 1 there is the obligation to keep the design team intact. Offerors shall obtain the Contracting Officer’s written consent before making any substitution for these designated in-house personnel, subcontractors, associates, or consultants.

Question: Do the CPARS and performance evaluations count toward the 60-page limit?

Response: Yes, CPARS and performance evaluations are considered part of the 60-page limit.

Question: Can one person be identified to fill more than one role?
