About this file
This solicitation is for the design-build rehabilitation of approximately 24 miles of the Blue Ridge Parkway between mileposts 97 and 121 in Virginia. The Eastern Federal Lands Highway Division of the Federal Highway Administration, in cooperation with the National Park Service, will conduct a two-phase selection process to rehabilitate sections of asphalt concrete pavement, perform milling and resurfacing, complete asphalt pavement patching and drainage improvements, conduct scour and erosion analysis and design, perform minor bridge repairs, replace stone and asphalt curb and asphalt sidewalks, recondition ditches, and assess and recommend repairs to steel-back timber guardrail and stone masonry guardwalls. The estimated cost for the base contract and options is between $55-65 million. Phase one will include a request for qualifications due September 20, 2022 to shortlist up to three firms, with phase two involving a request for proposal.

Amendment No. 0002 Project NP BLRI 1L9, 1M22
Rehabilitate Sections of Blue Ridge Parkway in Virginia Solicitation: 693C73-23-R-000003
The purpose of this Amendment is to:
1) Revise Appendix F of Draft RFP government furnished information.
Proposal due date remains September 29, 2022, at 2:00 pm EST.
Draft RFP changes Corrected estimated calendar days for Option 3 in Appendix F.
Bidders Questions
Question #1: RFQ Section ‘Design Work’ Part I includes a reference to utilizing ‘Blue Ridge Warranting methodology’. This methodology is not included in the RFQ documents or Draft RFP document. Please provide this methodology or an explanation of it so the DBT can properly account for project design elements and satisfy RFQ requirements.
Response: Document is provided in the SLFTS for this project. See the link for the documents.
Question #2: RFQ Section ‘Factor 2, Project Understanding and Approach’, Part 5 notes that ‘Proposals with completion dates prior to September 2025 will rank higher.’
a. Will Completion Dates provided by DBT in SOQ be required to be the same (or earlier) in the Phase Two RFP submission? There is often significant design and approach to means and methods adjustments that occur in Phase Two and determining a final project schedule is likely infeasible as part of the Step 1 process.
Response: Yes, the completion will remain the same in the Phase Two RFP submission.
b. Based on Draft RFP provided the RFP will be issued to shortlisted firms in October 2022 and NTP to selected/awarded DBT will occur at RFP + 34 weeks.
This roughly equates to NTP in May/June of 2023, the DBT would then have 27 or 28 months to complete all fieldwork/data acquisition, design, approvals, permitting, construction, and project closeout for 24 miles of roadway rehabilitation in a project location that will likely be subject to seasonal construction shutdown periods for certain activities (particularly asphalt paving).

Has EFLHD reviewed this timeline for feasibility? Can EFLHD provide a proposed milestone schedule of the project?
Response: Yes, EFL has reviewed the timeline for feasibility. No, a project milestone will not be provided for this project. A schedule is part of the DBT’s proposal.
Question #3: RFQ Section ‘Factor 2, Project Understanding and Approach’, Part 4(b) presents a scenario wherein Government Options 1, 2, and 3 (Schedules B, C, and D) are awarded after award of the Base Contract. As these three options represent 14 miles of roadway rehabilitation (more than half the total project length) please provide further clarity on how long after award of the Base Contract these options could be awarded as this could greatly affect DBT’s approach to meeting the project schedule with regard to number of crews, phased construction approach, materials sourcing, staging/stockpile needs, and other considerations.
Response: Right to exercised Options 1, 2 and 3 area described in the Appendix F, 109.07 of the Government Furnished Information. The estimated calendar count for Option 3 was amended.
See the amended document.
Question #4: Please clarify the evaluation criteria for selection. The RFQ states ‘After receipt of the Phase Two Technical and Price Proposals, the CO will select the lowest priced/technical acceptable responsible offeror.’ This statement doesn’t indicate that a ‘best value’ analysis is being performed by EFLHD as part of the selection process but rather a low price with unknown emphasis being considered for the contents of the technical proposal. If this is not a best value analysis, please define what is considered a technically acceptable responsible offer.
Response: FAR 15.101 explains the Best Value Continuum and also explains the lowest price technically acceptable source selection process.
Question #5 The RFQ states that the Construction Quality Program Manager, however the abbreviation in RFQ is CQCM not CQPM. The role for this position states…
The Offeror’s authorized representative in charge of the construction work. At a minimum, the CQCM will coordinate all inspection needs per the contract, testing requirements in accordance with the FP-14, lead preparatory meeting, and daily reporting with test and inspection results to the CO and QPM. In addition to the experience described above, the CQCM must have experience performing technically the same or similar work on two (2) projects within the past ten (10) years involving the design and construction of complex multi-phased roadway projects using innovative/accelerated project design and construction methods. This individual shall be a licensed Professional Engineer.
Response: Acronym for the Construction Quality Program Manager should be CQCM.
*****Corrected Question (from Amendment 0001): Do the CPARS and performance evaluations count toward the 60-page limit?
Response: No, CPARS and performance evaluations are excluded from the 60-page limit.
