About this file

This amendment provides clarification regarding a solicitation for replacing two trail bridges on the George Washington Memorial Parkway. The solicitation seeks bids from certified Small Business Concerns to replace timber trail bridges numbers 24 and 25, reconstruct asphalt approaches, remove pavement, excavate roadways, lay asphalt concrete pavement, and complete other miscellaneous work. The total cost of the project is estimated between $2 million to $5 million. Questions were received from potential bidders and the amendment provides responses to inquiries such as considering alternative work plans that do not require 100% removal of existing piles so long as the contractor's plan demonstrates the capability to extract piles and receive approval from the Contracting Officer. Bids are due by November 29, 2022 at 2:00 PM Eastern Time as specified in the solicitation.

Request for Proposal Changes

The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The

Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Will EFLHD consider an alternative workplan that does not include 100% removal of the existing piles? Is it acceptable to install helical piles adjacent to the existing pile within the 12.57SF LOD?

Response: Mark existing timber pile location to removal. Install helical piles at the same location as existing timber piles. Submit a removal and installation plan that demonstrates the capability to vertically extract the existing pile to the CO for review and approval at least 10 days prior to construction. If the total removal of the existing timber piles is not practical due to existing site conditions, submit an alternative removal and helical pile installation plan to the CO for approval. Helical piles may be installed adjacent to the existing piles within the allowable 12.57SF limit of disturbance if there are no other reasonable alternatives for removal and as approved by the CO.
