Solicitation: 693C73-23-B-000004

The purpose of this Amendment is to:

1. Provide a summary of responses to questions/clarifications asked by potential bidders.

2. Extend the bid opening date from November 8, 2022, to November 10, 2022, at 2:00 p.m.

Questions / Clarifications

The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The

Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Are existing as-built plans and inspection reports available?

Response: As-built plans and inspection reports are not available for bridges 23 and

24.

2. On sheet number M03, the alignment of bridge 23 shows what looks like to be an existing center pile supporting existing structure. Please clarify if each pier has 2 or 3 existing timber pile.

Response: The three single less bold circles at each pier seen on M03 are survey points, not piers.

3. Are existing bridges 23 & 24 rated for vehicular loading and if so, what is load capacity/rating?

Response: No information is available on the original bridge design rating, and a current load rating is not available.

4. How deep are the existing timber piles supporting bridges 23 & 24?

Response: No information is available on the existing timber pile depth.

5. Do the existing timber piles supporting bridges 23 & 24 need to be fully extracted or would it be acceptable to cut off exposed portion/abandon?

Response: Piles must be removed so that the same holes can be used for the new piles.

Do not leave original materials in place.

6. Per the bridge plan sheets 2, 3, 4, 5, 15 note 1: “Install helical piles at the same location as existing timber piles.” The removal of the existing timber piles will likely create void in ground. Would it be acceptable to offset the proposed helical 3’ from the existing timber pile locations to be an undisturbed area better suited to reach bearing?

Response: No. Install helical piles at the same location as the existing timber piles.

7. Would it be acceptable to build temporary access adjacent/parallel to existing bridge 23 and

24 to facilitate the removal and replacement of bridge? Are wooden laydown mats within the confines of the trail be allowed?

Response: No.

8. Please confirm the helicals are designed by Contractor in accordance with project specification 582. Please also confirm the diameter, thicknesses and helix bearing plates can differ from what is referenced in the Geotechnical report as long as the ultimate pile capacity of 90 kips per pile is achieved.

Response: The helical piles are to be designed by the Contractor according to Section

582. The minimum dimensions for the helical piles as provided in the Geotechnical

Report must be provided.

9. Per specification 156.07(d) on page J-12 of the IFB Solicitation document the contractor can use NPS’s Fort Hunt Road maintenance facility for a staging area. Please advise as to the approximate usable space (i.e. dimensions and total square footage) and if there are personnel/hourly access restrictions.

Response: The useable space for the contractor’s staging area at Fort Hunt

Maintenance facility is approximately 70 ft x 40 ft or 2800 sqft. It is located behind the gate in the maintenance facility. During construction there would be no personnel/hourly access restrictions. The contractor is to provide their own lock on the gate, to daisy chain with the NPS lock, to allow access for both contractor and

NPS.

10. Is the NPS Fort Hunt Road maintenance facility an acceptable location to put a temporary office for Government field office? Is power available and accessible for temporary hook up? Is this site currently accessible for bidders?

Response: The Fort Hunt maintenance facility is not an acceptable field office for the

Government.

11. In accordance with EFLHD NEPA Categorical Exclusion Form page 2 “In order to avoid impacts to shortnose and Atlantic sturgeon, a time of year restriction prohibiting all in-water work will be implemented from February 15 to June 30 of any given year.” Since

Bridge 23 is a tidal wetland area, how will the in-water work restriction be defined. For example, would it be acceptable to install a helical pier in 1’ of water at high tide between

February 15 to June 30? Based on review of bid documents and available tidal information, piers 59 through 64 require turbidity curtains – will the in-water work restriction be limited to those piers?

Response: In water work will include any work below the mean high-water level based on available tidal information.

12. Confirm no construction equipment is allowed in wetland.

Response: No construction equipment is allowed in the wetland.

13. What are the design bearing of the existing wooden piles?

Response: No information is available on the design bearing of the existing piles.

14. Can a polymer coating be used for the helical piles?

Response: Provide a galvanized coating, do not use a polymer coating.

15. Can the existing boardwalk support construction equipment necessary to construct the new boardwalk?

Response: It is the contractor’s responsibility to determine the safe installation of the project components based on the advertised documents and permits.

16. Would you accept an oil borne preservative of Copper Napthenate for all wooden members?

Response: The contract requires waterborne copper based preservatives.

17. Would the government consider the use of treated solid SYP grade 1 that match all the dimensions on the plans rather than the glulams?

Response: Perform the contract work according to the bid documents.

18. We will need to weld our steel sleeves on site. Do we have permission to do this welding on the helical pier sleeves?

Response: Perform the contract work according to the bid documents.
