Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. There is a discrepancy on Forge Creek Bridge #2, Structure No. 5460-034P on sheet R47.
The girders are 24x250, however, on sheet R48 it shows them as 24x117. Please advise.
Response: The girder size shown on plan sheet R48 Girder Details is incorrect. Modified plans sheets R48, R68, and R83 are included in Amendment 1 to correct the girder size shown on the Girder Details plan sheets for Forge Creek Bridges #2, #3, and #4, respectively.
2. Concerning contract time and completion dates. Could the completion dates and options be clarified? There is some confusion with the calendar days when comparing Schedules A+B+C awarded at the same time versus awarded separately. If all are awarded at the same time, there is an option not to choose May 27, 2021 as the completion date which gives us 398 days to complete the contract (A+B+C). If awarded separately, there is no such option for the additional time and the Notice to Proceed (NTP) dates for Schedules B & C are not given. The maximum calendar days if awarded separately for A+B+C combined add up to 270 calendar days but only if NTP for Schedule B is given after Schedule A is completed and NTP for Schedule C is not given until after Schedule A & B are both completed. Can the NTP dates be clarified for Schedules B & C so we may better understand the contract time?
Response: When the project is awarded as Schedules A+B+C, the work restriction from May 28 to October 31 as stated in Subsection 108.01 is included in the calendar day determination to come up with 398 calendar days. The calendar day determination for each Schedule awarded separately does not include the period from May 28 to October 31.
3. Would the EFLHD consider amending/extending the contract time for this project to allow for construction of 2 or 3 of the bridges this winter (End of 2020 thru Spring 2021) and then the other 2 or 3 bridges next winter (End of 2021 thru Spring 2022) while the area is closed to tourist traffic due to the following concerns/issues.
Response: The Government will not extend the contract time. Nighttime operations are allowed with the approval of the CO as stated in Subsection 156.08. The calendar days determination includes preparation for work such as clearing, erosion control, tree protection and water crossings. Please refer to the Bridge Inspection Reports to obtain allowable loads.
mailto:eflhd.contracts@dot.gov
Bidders Questions Page 2 of 6
i. Winter construction will mean shorter daylight hours to work, will involve delays due to winter weather (snow, ice, sleet, rain, colder temperatures, etc), and will have more non-work days due to holidays (Thanksgiving, Christmas, and New Years).
Response: Regarding winter construction resulting in shorter daylight hours, nighttime operations are permitted according to Subsection 156.08.
ii. Access to bridges is limited to Laurel Creek Road and Cades Cove Loop Road only (one way in, one way out). All other roads are prohibited for use during construction.
Response: This is correct. Access to the site is limited to the roads as stated in Subsection 104.05.
iii. Mill Creek Bridge is part of Schedule B and may or may not be awarded at the same time as Schedule A (Forge Creek bridges) but it is the first bridge that has to be crossed on the project to access Bridges 1 thru 4. This bridge will need to be temporarily shored to access the other 4 bridges or a temporary water crossing will need to be added. If contract time and options can be amended, it would actually be beneficial to construct Mill Creek Bridge first creating access to at least Bridge 1 and Bridge 2 by way of temporary crossing at Bridge 1.
Response: Permits have been obtained for the temporary water crossings shown in the plans. Additional temporary water crossings will not be permitted. If Schedule B is awarded at the same time as Schedule, the Contractor may propose a construction sequence for approval of the CO. Current load rating shown in the Bridge Inspection report for Mill Creek Bridge has an Inventory Rating of 23 Tons and Operating Rating of 38 Tons for HS Trucks. Please refer to Bridge inspection reports for other truck types.
iv. iv. Currently only 140 calendar days are given for Schedule A (4 bridges) if it is awarded separately. This amount of time is considered short for 2 bridges let alone 4 bridges especially when combined with the restricted site access and winter weather issues. Additionally, it does not take into account the time for preparation work such as clearing, erosion control, tree protection, shoring of existing bridge at Mill Creek, and installing temporary water crossings before starting on the bridges.
Response: The calendar days determination includes preparation for work such as clearing, erosion control, tree protection and water crossings.
Bidders Questions Page 3 of 6
v. All existing bridges are 5 ton load limited which prohibits most construction equipment, concrete trucks, etc. from crossing them. Temporary water crossings are only shown on the plans at Bridges 1 & 3 meaning at most 2 bridges can be worked on at the same time. Even if additional water crossings or shoring are added at Mill Creek Bridge and Bridge 2, the contract completion deadline will be difficult to achieve unless contract time and options are amended to allow the 5 bridges to be constructed over 2 winter seasons instead of just one.
Response: Current load rating shown in the Bridge Inspection report for Mill Creek Bridge has an Inventory Rating of 23 Tons and Operating Rating of 38 Tons for HS Trucks. Please refer to Bridge inspection reports for other Bridges and truck types.
4. The expansion joint angles (L6x4x3/4) for the bridges do not specify a material type. Are the expansion joint angles to be galvanized, stainless steel, or painted to match color of structural steel beam?
Response: Section 717 provides specifications for the required material. Updated Subsection 552.02 is included in Amendment 1 to show the material requirement.
5. The sole plates for the bridge bearings are shown to be Grade 36 but do not specify a coating.
Are the sole plates to be plain, galvanized, or painted to match structural steel beams?
Response: Furnish stainless steel sole plate conforming to ASTM 240, Grade 304 or 316.
Modified plan sheets R12, R29, R48, R68, and R83 for are included in Amendment 1 to revise this requirement for each bridge.
6. The Special Contract Requirements Section 203.05 (b) states Burning is Prohibited. Does this apply to any burning or just to clearing? Will burning within contained fire barrels/drums be allowed since the project will be constructed during winter weather?
Response: Burning is prohibited according to Subsection 203.05(b). The Park will not permit burning. Remove all trash, debris, and waste from Park property and dispose according to Subsection 203.05(a).
7. Concerning the micropiles for the Mill Creek Bridge (Schedule B):
a. Micropile Verification Testing – the specification says the CO will designate locations for sacrificial micropiles for verification tests. How many verification tests should we include?
Response: Perform micropile verification tests according to Subsection 567.06(b)(1) and Tables 567-2 and 567-4.
Bidders Questions Page 4 of 6
b. Micropile Verification Testing – the specification does not say whether the CO will require this test pile to be tested in compression or tension nor do the pile plans provide a design load for the piles. Are we to test in compression or tension? What is the design load for the piles?
Response: No tension test is required. All micropile test will be in compression.
The design load can be obtained by dividing the nominal bearing resistance provided in the table by the number of micropiles for each abutment.
c. Since pile lengths, pile sizes, and rock sockets have been designated on the plans and no design loads for the piles given: are we correct in assuming that no engineering, calculations, or plans will have to be included in the contractor’s micropile pricing?
Response: Design load is provided in the plans. Contractor’s calculations and plans are required as indicated in the FP-14 Section 104.
d. Schedule B pay items include 1,282 LF of micropiles and 2 micropile proof tests to be conducted on production piles. Sheet R04 details out 343 LF for 14 piles at Abutment 1 and 890 LF for 20 piles at Abutment 2 for a total of 1,233 LF of micropiles. That comes out to a 49 LF difference of what is detailed on the pay items. Please clarify micropile quantity.
Response: The 49 LNFT difference is a contingency quantity to account for possible overruns. Use pay item quantity 1,282 LNFT as shown in the bid schedule. See Subsection 109.05.
e. Sheet R04 details APR N80 micropile casing that is 9.625” dia. x 5/8” wall thickness.
A more common wall thickness for that diameter of micropile is 0.545”. The 5/8” may be a special-order size and require long lead times. Can the 0.545” wall thickness pipe be substituted instead?
Response: Use the standard size available. Plans will be updated to show this new wall thickness.
f. What grade steel is to be used for the micropile top plate?
Response: Furnish top plate conforming to AASHTO M270 Grade 50. Modified plan sheet R04 is included in Amendment 1 to add this requirement.
Bidders Questions Page 5 of 6
g. The Micropile Detail on Drawing R04 shows the bearing plate welded to the casing as well as a hex nut being installed on top of the plate. The industry standard practice is to either weld the plate or use a hex nut to hold it in place, but not both. Is the welding required, or can just the hex nut be used?
Response: The plate needs to be welded as shown in the plans and the hex nut need to be placed. Please install the micropiles with welded plate and hex nut.
h. No epoxy coating or galvanization is specified for the micropile casing, threaded bar, or plates for corrosion protection. Please confirm that bare steel is acceptable.
Response: Bare steel is acceptable.
i. The elevation view on Drawing R04 shows a bond zone diameter of 12”. This is an oversized hole which will make the control of grout very difficult and may require the installation of an oversized temporary casing. Please clarify if the bond zone design is based on 12 inches.
Response: The Contractor is required to design the diameter of the bond zone and submit shop drawings and design calculations meeting the required minimum compressive capacity shown in the plans. See Response to question 7c. The 1’-0” drill bit hole dimension is removed from the plans and the bond zone will be based on the Contractor’s design. Modified plan sheet R04 is included in Amendment 1 to remove the 1’-0”dimension.
j. Is the annular space around the casing through the overburden required to be grouted?
Response: No. Not required.
k. There isn’t a pay item for additional grout to cover grout overruns. Given the location of the project and the oversized drill hole, grout overruns could be significant. Typically, up to 200% of neat volume is included in the base bid and then additional grout is a pay item. Can a pay item for additional grout be included?
Response: All associated labor and materials for the construction of the micropiles should be bid based on the available pay items.
Bidders Questions Page 6 of 6
l. Is any exploratory boring information or geotechnical data available in the area of the micropiles?
Response: Boring information is provided on sheets R17 and R18.
m. Are there any special disposal or discharge requirements for drill spoils, grout waste, process water, etc.?
Response: Disposal of these materials should be performed according to Subsection 203.05(a). Updated Subsection 567.05 is included in Amendment 1 to state this requirement.
