The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential contractors.

2) Notify offerors that the proposal due date has been extended. Proposals will be due April 22, 2020 at 2:00 PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding the South Regional Construction MATOC IDIQ. The Government responses or clarifications are provided. The Government’s responses are as follow:

Question/Comment:

1) What is the contractor testing bid item for?

2) What is required to ensure watertight after joint installation?

3) Installation of the Asphalt and Preformed Neoprene Joint require manufacturer’s rep.

Does the rep need to be on site entire duration of installs or just for first install?

4) Is the epoxy crack injection, part of Repair Concrete? OR, Cracks , Cleaning and Sealing? OR Should there be another Bid Item for it?

5) Mississippi specs mostly 36”x36” or smaller signs. Can we use 4’x4’ signs?

Government’s Response:

1) Refer to Section 154 of the FP-14, Section 552 requires testing.

2) Refer to Section 552.13(g)(4) of the SCRs.

3) Yes, the manufacturer’s representative needs to be present during the installation.

4) There is no epoxy crack injection on this project.

5) Yes.

Bidders are reminded to submit any questions to eflhd.contracts@dot.gov. All questions should be submitted as early as possible so the proposal due date will not be delayed. Questions submitted within 3 days of the proposal due date have the potential of not being answered with enough time for offerors to finalize their proposals.
