The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential contractors.

2) Notify offerors that the proposal due date has been extended. Proposals will be due April 22, 2020 at 2:00 PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding the South Regional Construction MATOC IDIQ. The Government responses or clarifications are provided. The Government’s responses are as follow:

Question/Comment:

1. In the past, we have had an issue with FedEx/UPS delivery a proposal on-time, as per the correspondence below we submitted 2 bids with one labeled copy and sent it thru both carriers. Will that be acceptable for this solicitation as well.

2. When pricing Option Year 1 thru Option Year 4 is this just the additional cost increase for each year or is the base cost + the yearly increase.

3. Would you like to receive this package by mail or email?

4. Regarding the Price submittal for the South Construction MATOC, please clarify how we are to provide pricing. There is a Price Spreadsheet and also the SF1442 continuation sheet (attached). Do we need to provide both sheets, or just the Bid Schedule for the seed project?

5. Is it the governments intent to award the seed project to one of the MATOC awardees?

6. If the seed project is awardable, will the government be amending the solicitation to include a scheduled a site visit for bidders?

7. The seed project includes bridge work that spans over top of railroad tracks. Please advise if railroad protective insurance will be a requirement for the seed project.

8. Given the COVID-19 situation and the fact that many firms are closing for a two or three-week period under shelter in-place orders etc., will the government consider extending the proposal due date to allow for more adequate pricing from suppliers and vendors as they re-open their businesses?

9. Under section L.4. the solicitation indicates the following items to be submitted under the “General Information” as part of PHASE I – TECHNICAL PROPOSAL

• Authority to sign

• SF1442 Solicitation Offer & Award (Pages A-3 and A-4)

• Complete blocks 14, 15, 16, 19, 20A and 20B. Sign block 20B.

• Section K - Representations and Certifications, and Other Statements of Offerors or Respondents

• Technical Information Form 1

• Bonding Limits

• Past Performance Information

It is my understanding from the instructions that the last 3 bulleted points of this list are generally refereeing to Factors 1, 2, and 3 for the Technical Proposal described under Section M. Can you clarify which part of the Technical Proposal are the first 3 bulleted points of this list are to be placed?

10. Can you please clarify as to whether there are to be 2 separate files/submittals for the Technical Proposal and the Price Proposal?

11. The SF 1442 indicates that a bid bond is required. However, the proposal instructions only request that a bonding capacity and narrative be provided on surety letter head as part of the proposal. Can you please clarify if the bid bond required for this proposal is for the Seed Project?

Also, would this bid bond need to be provided as part of the General Information Section of the Technical Proposal or attached to the Bid Schedule as part of the Price Proposal?

12. Are there any other documents to be provided with the Price Proposal other than the Bid Schedule as indicated under Section L and M of the solicitation?

13. We have recently been notified by the CO’s and COR’s for our current contracts with EFLHD that the Sterling, VA contracting office location has been closed due to the COVID-19 Virus precautions. The current pandemic is causing quite a concern with planning and shipping of contract documents and them being received at a specific location, date and time. Will the Government consider accepting the proposal(s) as an electronic submittal and request all documents that are required original submittals be submitted by the awarded contractors after review and selection?

Government’s Response:

1. It is acceptable to send proposals through multiple carriers.

2. The pricing submitted with the proposal is for the Seed Project only. Subsequent Task Orders will be competed among all awardees and priced separately in accordance with each Request for Proposal.

3. Proposals will be accepted through the mail only.

4. Please provide just the bid schedule for the Seed Project.

5. Yes. After the MATOC is established, the pricing submitted for the Seed Project will be used to award the first Task Order to complete work within the Seed Project. The Seed Project Task Order will be awarded to the offeror within the MATOC that offered the lowest pricing.

6. We do not intend to organize a site visit for the seed project.

7. Roadway protective insurance is not required.

8. The proposal due date has been extended from April 8, 2020 to April 22, 2020 at 2:00

PM EST.

9. Please submit them as tabbed attachments.

10. Please submit two separate files. Price should be its own file.

11. Yes, please submit Bid Bonds to cover the Seed Project. Please provide it as an attachment to the Price Proposal.

12. No.

13. Proposals will be accepted through the mail only.

Bidders are reminded to submit any questions to eflhd.contracts@dot.gov. All questions should be submitted as early as possible so the proposal due date will not be delayed. Questions submitted within 3 days of the proposal due date have the potential of not being answered with enough time for offerors to finalize their proposals.
