EASTERN FEDERAL LANDS HIGHWAY DIVISION
Amendment No. 000002 Project NP-BLRI 2H14
Blue Ridge Parkway Linn Cove Viaduct
Solicitation: 693C73-18-R-000003
The purpose of this Amendment is to provide a summary of responses to questions/clarifications asked by potential bidders.
The RFP Proposal Package (both Technical and Price proposals) due date of January 9, 2018, at 2:00 p.m. EST will remain the same.
Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
Question: It states that work will not start earlier than March 2018 and full Parkway closures are authorized until 5/24/18. However, if there is a delay in issuing the NTP, will the full Pkwy closure date also be extended so that the contractor has the same amount of time in the work period between start date and completion date to take advantage of full lane closure?
Response: It is the Government’s intent to award the contract no earlier than February 2018 and issue the Notice to Proceed (NTP) with the anticipated start of construction activities no earlier than March 2018. As you correctly stated, full Parkway closures are authorized until 5/24/18. This proposed timeframe between March 2018 and May 2018 should be enough time to complete the work as specified.
If there is a delay in issuing the NTP beyond the timeframe described, the Contractor must submit a request for a reasonable time extension or equitable adjustment for the Contracting Officer’s review.
In order to reasonably meet the proposed timeframe, the Government and the Contractor must work together to ensure that all pre and post award documents (Technical and Price Proposals, bonds, materials submissions, etc.) are submitted and processed in a timely manner. Once the contract is awarded and the NTP has been issued, the Contractor may perform any off-site preconstruction activities (i.e., submitting shop drawings, material mix designs, etc.) to prepare for the start of construction.
Please also note that, unlike most contracts, the Government is allowing work to be performed on Saturdays and Sundays prior to May 24, 2018.
