About this file
This document is a Standard Form 30 Amendment to a solicitation for trash disposal and recycling services, issued by the Maritime Administration's Division of Atlantic Operations located in Norfolk, Virginia. Amendment 0001, effective July 22, 2026, provides Questions and Answers, a new price sheet (Attachment 2), and a Base Entry Requirement Document for solicitation 6933A226Q000014. The contract period of performance runs from September 14, 2026, to September 13, 2031, with an option for a six-month extension.
The solicitation is a total small-business set-aside for trash disposal and recycling services at the James River Reserve Fleet (JRRF), a government facility at Fort Eustis. Services include weekly pickup of one 8-cubic-yard trash dumpster (approximately 52 pickups annually) and on-call service for one 30-cubic-yard trash container and one 30-cubic-yard steel container (historical annual pickups: 4–6 trash, 4–11 metal). All disposal, tipping, environmental, fuel, and related fees must be included in annual firm-fixed prices. The contractor must deliver collected steel to Sims Metal, with all scrap revenue accruing to the U.S. Government (Maritime Administration). Weight tickets from certified scales are acceptable documentation. Contractor personnel must obtain base access through Fort Eustis Entry Control Points; commercial vehicles are inspected each entry and classified as small or large. The government will award based on lowest price evaluation. Questions were due July 27, 2026, with quotations due August 3, 2026, by 12:00 p.m. ET. The incumbent contractor is Dorado Services under contract 6933A221P000013.

A: Question 7/27/2026 / Quotes: 8/3/2026 by 12:00pm (ET)
11. Historical on-call usage Please provide the number of pulls and total tonnage, by year when available, for the 30-cubic-yard trash container and the 30-cubic-yard steel container during the most recent 12- to 36-month period.
A: This year we have done 5 Trash 4 Metal. The year before we did 4 trash and 4 metal. A year prior to that we did 6 Trash 11 Metal.
12. Pricing method for on-call containers The price schedule requests annual firm-fixed prices, while the two 30-yard containers are serviced on call. Should offerors build an assumed number of pulls/tons into the annual price, or may offerors provide a fixed annual container charge plus per-pull, per-haul, and per-ton unit prices? If an allowance is intended, please identify the required basis.
A: See ATTACHMENT 2 NEW PRICING SHEET.
13. Quantity variation If actual on-call pulls or tonnage materially exceed the Government-provided estimate or historical basis, will the contract include a mechanism for an equitable adjustment or separately ordered excess service?
A: See ATTACHMENT 2 NEW PRICING SHEET.
14. Steel-scrap value Please clarify whether any scrap revenue, rebate, credit, or other value generated when steel is delivered to Sims Metal belongs to the Government, must be credited against the contract price, or may be retained by the service provider. Please also identify any required documentation beyond weight tickets.
A: All revenue generated from the scrap metal will be paid to the Maritime Administration.
15. Disposal and escalation Must all disposal, tipping, environmental, fuel, and related fees be included in each annual fixed price? If so, is there any price-adjustment mechanism for Government-imposed disposal-fee increases or fuel escalation during an option year?
A: All related fees and costs should be included.
16. Fort Eustis access Please identify the driver, vehicle, citizenship, background, registration, insurance, and escort requirements for recurring access to the JRRF location. Please confirm whether commercial drivers can obtain recurring installation access after award.
A: See attachment Base Entry Requirements.
17. Limitations on subcontracting Please confirm whether FAR 52.219-14 applies to this total-small-business set-aside and, if so, how the Government intends to measure compliance for waste hauling, disposal, tipping fees, recycling, and similarly situated small-business subcontractors.
A: Not applicable.
18. Six-month extension reference The price schedule references FAR 52.218-7. Please confirm whether this is intended to refer to FAR 52.217-8 and identify how offerors should price the potential six-month extension.
A: Confirmed. The reference to FAR 52.218-7 is a typographical error. The correct reference is FAR 52.217-8, Option to Extend Services.
Offerors shall calculate the 6-month extension price as exactly 50% of the total proposed price for the final option period and include this amount on the price sheet. If the offeror omits this calculation, the Contracting Officer will calculate it using the same formula during evaluations.
19. Weight-ticket and invoicing format Please confirm whether each on-call pickup must be invoiced separately, whether a monthly consolidated invoice is acceptable, and what weight-ticket or disposal documentation must accompany each invoice.
A: See SOW.
20. Incumbent Information

Government requests service (e.g., same day, within 24 hours, next business day, etc.)?
A: Within a week of the requested pick up date.

A: Picked up once a week confirmed.

A: On the day we request via phone call and we usually request a pick up a week out.
39. If disposal or tipping fees for the 30-cubic-yard trash container are not included in the annual firm-fixed price, please explain how those costs should be quoted and invoiced, since Attachment 2 does not provide a separate per-ton or disposal-fee line item.
A: Yes, all associated fees are included. See the new price sheet

A: See question 18.
47. Volume/frequency: What has the historical or estimated pickup frequency been for the two on-call items - the 30 CY trash container (Item A) and the 30 CY steel container (Item B) - on a monthly or annual basis? Is average tonnage per pickup available?
