About this file
This document is an amendment to a solicitation for the dry docking of the TS Freedom Star vessel. The U.S. Department of Transportation Maritime Administration is seeking quotes to perform dry docking work between May 5th and June 18th, 2020 on the Freedom Star, including main generator maintenance, propeller polishing, and preservation of various parts of the vessel. Questions from potential offerors are answered, clarifying specifications for the main generators and revising a warranty requirement. Only companies located between Philadelphia, PA and Savannah, GA are eligible to bid due to vessel insurance restrictions. The amendment provides additional details on the scope of work and requirements for offeror responses.

Combined Synopsis/Solicitation 6933A220Q000012
TS Freedom Star FY 20 Dry Docking
Amendment 0003 Q and A
NOTE: Per Combined Synopsis/Solicitation page 1:
Due to limitations of the vessel insurance policy it is necessary to restrict the geographic area of companies able to submit bids to the area between
Philadelphia, PA and Savannah, GA.
Q- “Is there any way I can get a copy of DWG 1547-5255?”
A- Provided
Q- “Do you happen to know what the specs for these two generators are? At least the kW ratings?”
A- MAIN GENERATORS: Two Kato 166 kW, 440 VAC, 3 Phase;
Model 165-80361111; Type 20059
Main Generators Electric power for the Freedom Star is provided by two main alternating current (AC) generator sets, located separately in the port aft and starboard aft areas of the Engine Room. Each generator set is designed to operate in single operation for standard electrical loads, or in parallel operation for high electrical loads or when electrical system redundancy is needed.
Power for the generators is supplied by two Detroit Diesel Allison 8-cylinder, 2-cycle, V-71 series diesel engines, which operate at 1800 RPM and drive 165 kW, 3-phase, 450VAC, 60-hertz generators. Fuel for the generator engines is supplied by two 2,000-gallon day tanks that receive fuel from the eight storage tanks via the fuel transfer system (described in Section 03). The generators supply power to the main 440V distribution switchboard and to the 115V distribution switchboard via the 440V-115 V power transformer bank. The 440V and 115V distribution switchboards are located in the center aft area of the Engine Room.
The main generators also provide power to the emergency 440V and 115V distribution switchboards (located in the Emergency Generator Room) via an Automatic Bus Transfer (ABT) switch. The ABT switch continuously monitors and senses whether power is being provided from a main generator or the emergency generator and feeds power to the emergency distribution switchboards from whichever source is active.
Each generator is set up for local air starting and stopping and remote stopping from the Pilothouse.
Once started, the diesel generators are controlled from panels located on the main distribution switchboards near each generator set
The starboard main generator is equipped with a back-up nitrogen start system, used in the event there is no ship’s air available. Compressed nitrogen is supplied from a receiver located adjacent to the starboard main generator.
The larger electrical loads for the generators include the bow thruster, towing winch, deck crane, anchor windlass hydraulic power unit, rescue boat davit motor, fire pump motors, and the various other motors and electrical equipment on the ship.
During periods when there are high electrical loads or when electrical plant redundancy is needed (leaving or entering port or other restricted maneuvering situations), the main generators can be placed in parallel operation. This allows the load to be shared, not overloading one generator, and provides continuous electrical power in the event that one generator is taken off line due to a casualty.
Q- Refers to Item 119: “Does MARAD want the contractor to price in each item a guarantee for five (5) years for all preservation? If so, who makes the determination of product or workmanship? What is the criteria for failure, DFTs, visual, divers etc.? Who pays for that? How long does the contractor have to repair any preservation failure? Where?”
A- Item 119 is hereby revised and deletes the 60-month warranty requirement. Revised item 119 provided. Manufacturer warranties apply.
Q- “I looked at item 208 and I have some concerns. If you read the application instructions, which I have attached, it emphasizes that the surface preparation is critical for a successful application. The item tells the shipyard to polish the propellers to a “Rupert B” finish, which is very slick. My concern is this product will not stick. Please confirm with your customer this is the correct product/scope of work.”
A- Please refer to Parts 3 & 4 of the application process. Bid the item as written.
