1. Question: General – Who is the incumbent?

2. Question: General – Which company, consultant, employee (in terms of role), etc. has performed this scope of work, in part or whole, during the last 18 months?
Answer: MGS Solutions
3. Question: General – Is this “public trust” position classified as a low-risk, moderate-risk, or high-risk?
Answer: Key personnel for this position would be considered low-risk
4. Question: General – Can the offeror’s proposed key personnel start work before the government completes its public trust investigation and renders a positive adjudication?
Or can the offeror’s personnel only able to start work after they receive a positive adjudication?
A preliminary background check will be required before candidate starts work.
5. Question: Combined Synopsis, Combined Synopsis, Instructions, Page 2, Technical, Part A – May offerors use a Calibri font at 10- or 12-point pitch? Calibri has been Microsoft’s default font since 2013 and was chosen because it makes text easier to read on computer monitors.
Answer: Submit in font and pitch as specified in the combined synopsis/solicitation.
6. Question: Combined Synopsis, Combined Synopsis, Instructions, Page 2, Technical, Part A – Does a cover letter, table of contents, and transmission letter count against a page count for the Technical, Past Performance, and/or Price Volumes?
Answer: The page count is specific to resume
7. Question: Combined Synopsis, Instructions, Page 2, Technical, Part A – What is the page limit for the Technical Proposal?
Answer: The page limit for the resume is 2 as stated in the combined synopsis/solicitation quotation submission instructions.
8. Question: Combined Synopsis, Instructions, Page 2, Technical, Part B & Amendment 00001 – Since offerors may submit resumes for “multiple candidates,” should offerors also submit a completed “Technical Specifications Sheet – attachment 2” for each candidate?
Answer: Yes
9. Question: Combined Synopsis, Instructions, Page 2, Technical, Part A & B – Should offerors submit letters of intent (LOI) for proposed key personnel?
Answer: No
10. Question: Combined Synopsis, Instructions, Page 2, Technical, Part A & B – Do letters of intent (LOI) count against any type of page count in the Technical Volume Answer: Not applicable
11. Question: Combined Synopsis, Instructions, Page 2, Past Performance, Part B – Regarding past performances, is the government requesting three (3) references for the “proposed key personnel” or three (3) references for the “company’s prior work experience”? Or is the government requesting a total of six (6) references comprising three (3) for proposed key personnel and three (3) for the company”? If none of these interpretations is correct, please specify how many references are required for key personnel, the company, and for any other individual and/or organization.
Answer: If the quoter is the Sole Proprietor, then the quoter shall submit 3 references who can speak to his/her experience. If the quoter is a formed corporation, then the quoter shall submit 3 references for the proposed key personnel candidate(s) and 3 references for the corporation.
12. Question: Combined Synopsis, Instructions, Page 2, Past Performance, Part B – Can the government please not require past performance three (3) references in which the key personnel worked for the offeror? This scenario would unduly limit competition for two reasons. First, a super majority of qualified offerors need to bid proposed personnel.
Two, very few if any offerors will be able to propose key personnel who have worked on three (3) separate projects/contracts with the offeror’s company.
Answer: Past performance submittal instructions will not be changed.
13. Question: Combined Synopsis, Instructions, Page 2, Past Performance, Part B – May offerors reference active experience that began between 2015-2019 and will either finish in 2020 or some calendar year thereafter?
Answer: See answer to question 12
14. Question: Combined Synopsis, Instructions, Page 2, Price – Should offerors submit the “Vendor Pricing Sheet – Attachment 3” as a Microsoft Excel file?
15. Question: Combined Synopsis, Instructions, Page 2, Price – In addition to the “Vendor Pricing Sheet – Attachment 3,” may offerors submit a conventional Price Volume that demonstrates why and how their proposed pricing is fair and reasonable, highlight any assumptions and/or exceptions, confirmation of ORCA etc.?
16. Question: Combined Synopsis, Page 1 & PWS Page 1 & Amendment 00002 – Since this contract is defined as Firm Fixed Price (FFP), please confirm that offerors will invoice by dividing the Annual Firm Fixed Price contract value by 12 months? In other words, if the award value was theoretically $120,000.00 the awardee would invoice the government $10,000.00 every month for the period of performance. Or, alternatively, will the government only reimburse the contractor for actual hours worked?
Answer: The contractor shall invoice for actual hours worked.
17. Question: PWS, Page 4, Section 6.0 – Will the government provide the offeror’s key personnel with necessary computer hardware, specifically a desktop, laptop, mobile phone, and/or tablet?
Answer: Yes, as stated in PWS section 6.0.
18. Question: PWS, Page 4, Section 6.0 – Will the government require and issue the offeror’s key personnel a Common Access Card (CAC) to access a federally issued desktop, laptop, mobile, phone, and/or tablet?
