QUESTION ANSWER

Under FAR 13.5, Simplified Procedures for Certain Commercial Items, is the Contractor allowed to apply a mark-up to materials and subcontractors for Supplemental Work?

This amendment incorporates MARAD clause MCL.H-10 Supplemental Growth Requirements

(Aug 2005) The labor rate offered under the Supplemental Repair Work CL1N shall be a yardwide composite labor rate and shall include all management, supervision, overhead, G&A, handling charges, freight and profit. The yardwide composite rate offered by the Contractor shall be binding during the entire period of this Contract for all supplemental work which cannot be accurately described at this time and is not included in other CLIN specifications. The Government may order up to 50 percent more hours than are currently estimated in the CLIN at the same labor rate provided therein.

Under 52.212-3 Offeror Representations and Certifications—Commercial Items. (Oct 2018), Section 11 discusses Exemptions to the application of the Service Contract Labor Standards. It mentions that the Contracting Officer will denote if any exemption as detailed in Para 1 or Para 2 applies. No indication was noted, so does that mean that there aren’t any exemptions to the Service Contract Labor Standards in this case, and therefore Prevailing Wage applies?

Yes. Prescribed Wage Determination is found on Page 18 of the solicitation.

Does the installation of the supporting structures for the cameras have to be IAW USCG and ABS requirements?

Yes

Does the installation of wiring as needed for the phones or cameras have to be IAW USCG requirements?

Yes, the intent is to utilize the existing network wiring, but the contractor should evaluate the existing network for the contractor provided system, and if the existing wiring is not suitable, the contractor shall include the cost of adding or replacing the required wiring.

Some of the bulkhead panels that may need to be removed may contain asbestos. If required to remove the panel, will the Government handle the removal as additional work to the contract?

Yes, but in collaboration with the COR and Crew, the preferred solution would be to adjust the location of the work to avoid disturbing and ACM. If the asbestos abatement is needed, it will be handled by separate order or delivery order.

What allowance has to be made in the new system for the integration of the school’s training and student IT needs?

These systems will connect to the school's network, but remains independent of the student services, and there is no intent for the IP PBX or CCTV to be integrated into the training environment.

Please review the Delivery Requirements for Work Item 102 and make any changes as needed.

DELIVERABLES / ACCEPTANCE CRITERIA:

Operational testing of all Phones and associated services.

“All cameras that are to be installed must be installed, tested, and viewable from the server and workstation clients.” Please identify the location and number of Workstations required.

There shall be only one work station in the Master's office or at the server location, and the system shall be accessible by a web browser for viewing else ware.

“It is the INTENT of this ITEM for the Contractor to install a CCTV monitoring system using a combination thermal and visible camera to keep a watchful eye on such critical equipment as engines, exhaust manifolds, shaft bearings, etc. Include in the camera system cameras that cover all security access points and large common areas. CCTV monitoring of Cargo Holds and other unmanned spaces Recommendation for CCTV monitoring from bridge and normally manned areas such as the quarterdeck and E/R console.”

a – please clarify where in the Engine Spaces the cameras will be located (yellow) b – please clarify the intent of the final three sentences (teal)

The only engine space that will have a camera at this time will be the steering space.

The intent of the last three sentences is that the cameras be positioned to view the Port and Starboard quarterdeck, gangway areas, and 2nd deck common passages. The actual locations will be determined by the field of view of the proposed equipment. The intent is to install the cameras in areas with open wire ways, except in the quarterdeck area, where the wire will need to be above the ceiling. Exterior cameras will be places in the same manner, depending on the field of view and ability to manage wire runs.

Will the Contractor be required to have lighting for, or integral to, the cameras?

No external illuminators are required.

What, if any, training, spare parts and manuals will be required as a deliverable?

The Crew and COR will be trained in the operation and maintenance of the installed systems as recommended by the equipment manufacturer. Spare parts recommended by the manufacture should be included in the offer, if the manufacture does not have recommended spare parts, then spare parts will be handled by delivery order.
