ITEM # and TITLE QUESTION ANSWER 6: Vibration and Infrared Survey

In response to your answer on the question about providing five years worth of data for comparison. If the government cannot provide the data in printouts, nor provide the contractor with the necessary software to view and analyze the digital files, will that requirement of the work item be waived?

It was previously stated that, “Yes, if requested, the government can provide electronic copies of the reports over the past 5 years.” A request for those reports has not been made to the Contracting Officer. These electronic reports are in a pdf format. They do not contain all of the spectral data necessary to perform 6.9.6 (referenced below). The requirement in 6.9.6 below shall not be waived. As explained previously, the previous 5 years of data, and the software that contains it, are not in the possession of the government. That data is in the possession of the Contractor who has performed this Item previously.

Reference: 6.9.6 Perform Data Analysis and Produce Report: An ISO recognized vibration analyst shall analyze the vibration data gathered for the existence of any equipment faults. This analysis shall compare current readings against accepted values as well as historical data taken over the last 5 years (using both overall and spectral component data displayed in waterfall plots).
