ITEM # and TITLE QUESTION ANSWER General The box is checked for Service Contract Act. Please confirm that prevailing wages will apply for this contract.
Yes, prevailing wages will apply. Wage Determination WD 2015-4007 Rev 7 dtd 12/26/18 is included as an attachment to this amendment.
General Can a dumpster be dropped on the pier next to the ship?
No. The area of the dock adjacent to the ship must be kept clear as it is reserved for loading and unloading of equipment/materials as well as access for emergency services. A small dumpster can be placed at the shore side end of the pier in the area where MMA vehicles are permitted to park. This area is represented by a red diamond in the photo below.
General Can MARAD provide in area on the ship for the Contractor to utilize as an office, given the limited pier space available, such as the Chief Steward’s office?
The old Chief Stewards office now houses the ship’s server and associated equipment and so is not available. The new Chief Stewards office is small and may not serve the Contractor’s needs. The government can provide a room aboard the ship for the Contractor to utilize as office space. That space will be determined following award. However, it should be known that in the period approximately one week prior to departure, many of the spaces are being outfitted by those persons making the cruise and so it may be necessary for the Contractor to re-locate to another empty room or possibly, ashore. Any equipment, materials and/or special tools which the Contractor desires to store in this space must be stowed in a manner which ensures that flooring and furnishings within that space are protected from damage. All other equipment/tools etc. should be stowed in job boxes or similar containers either on a weather deck or below decks in an area approved by the Chief Mate.
6: Vibration and Infrared Survey
Will all equipment with the exception of Main Propulsion be available three days prior to sailing to the pilot station?
Or will the tech need to split the survey into multiple visits?
The Chief Engineer shall make every attempt to operate all of the equipment listed in this Item for the gathering of measurements in the period beginning 3 days prior to sailing and ending the day of departure (a total of 4 days). However, it shall be understood that operation of that equipment will depend on the availability of the ship’s licensed engineers and equipment/plant operating status. If the Chief does not/cannot operate all of the equipment in that period of time, the Contractor cannot gather measurements on that equipment and so cannot be required to provide data on that equipment. If departure is delayed beyond the stated departure date, and the Contractor has gathered data on all previously operating equipment (except for the propulsion equipment), a delivery order may be considered/negotiated to extend the stay of the Contractor’s technician. The number of visits to the ship, and the number of technicians used to gather the measurements is determined by the Contractor as required in order to gather measurements on all equipment operated within the 4 day period described above.
6: Vibration and Infrared Survey
Can the ship provide (5) five years of vibration data (hard copy spectra) and infrared reports for comparison as per paragraph 6.9.6? Waterfall plots cannot be provided without access to previous contractor’s vibration analysis software.
Yes, if requested, the government can provide electronic copies of the reports over the past 5 years. The government does not possess the software and database used by previous contractors. Given that individual vibration spectral components cannot be adequately compared without that software and database, the government cannot provide any aid relative to satisfying that requirement of the Item.
15: Optional - Gymnasium Flooring
Can the equipment currently located in the Gym be stored in adjoining spaces during the decking work?
Yes, in accordance with the below reference.
Reference: 15.9.2 Remove and temporarily re-locate all weight lifting equipment, treadmills, exercise bikes etc. from the gymnasium to gain access to the flooring in this space. This equipment can be temporarily moved to one side of the gymnasium while working on the other side, or it can be moved into the area beneath the cargo hatch providing movement of personnel about the space is not hindered.
15: Optional - Gymnasium Flooring
What will be the disposition of the Gym equipment currently in the space, as some of the equipment is currently not being used?
All equipment shall be removed from the deck to include any protruding steel (foundations) from the deck following removal. Once the equipment is removed and re-located, there is no requirement to re-weld or re-attach the equipment in the space. Re-installation shall be the responsibility of the Academy.
Reference: 15.9.2 Remove and temporarily re-locate all weight lifting equipment, treadmills, exercise bikes etc. from the gymnasium to gain access to the flooring in this space.
Reference 15.9.9 Remove any protruding steel appurtenances from the deck (tank top) to include angle iron, bolts, etc. and grind smooth.
15: Optional - Gymnasium Flooring
There are various foundations welded to the deck. What is staying and what is going?
There are currently electrical wires routed up through the deck in the Gym with no kickpipe or sleeve protection. How does the Government want the Contractor to proceed in these cases?
Upon contract award, a condition report should be submitted to address this condition.
15: Optional - Gymnasium Flooring
During the ship check, it was noted that some of the lifting equipment is welded to the deck. Can you verify if these are to be removed from the space?
Yes, all equipment shall be removed from the deck to include any protruding steel from the deck following removal.
If they are to be removed, are we to re-weld these back to the deck once the new flooring is installed?
No, once the equipment is removed and re-located, there is no requirement to re-weld or re-attach the equipment in the space. Re-installation shall be the responsibility of the Academy.
15: Optional - Gymnasium Flooring
Is storage locker 4-89-3 included in the new flooring scope? No.
15: Optional - Gymnasium Flooring
How should we address flooring in the area of the ballast tank hatches in the middle of the space?
The flooring shall be installed around the edges of the manholes (hatches) to ensure access/opening.
16: Main Deck Hatch Area Flooring
Para 16.9.2 states that the contractor must remove vinyl cove base. The cove base is terrazzo. Also, the Work Item does not mention installing cove base. With terrazzo as the final product for the deck, what does the Government want to specify for the cove base?
The existing cove base is a terrazo-like material and is not vinyl. The SOW shall be revised to indicate that all existing terrazzo-like cove base be removed and replaced with new Dex-O-Tex material.
18: Fuel Oil Coolers
When will the FO Coolers be arriving? An exact date for arrival of the new fuel oil coolers is unknown but is expected prior to contract award.
19: Optional – Water Tight Door Remote Hand Pumps
For the remote WTD operators, the hydraulic pump handles are fixed. Should these be replaced with hinged handles, and if so, of what material?
There is no requirement to replace these handles, however, the folding handles are preferred over the existing non-OEM fixed handles and so a condition report to correct this would be welcome following contract award.
19: Optional – Water Tight Door Remote Hand Pumps
For the remote WTD station, the existing kickpipes are rusted at the non-watertight deck. Should these be repaired?
There is no requirement to address the rusted kick pipes. It is a crew maintenance concern.
20: Optional – Fan Room and Plenum Repairs
Para 20.9.6 - Please clarify that all plenums on the sanitize list will be cleaned and sanitized even if there wasn’t any work performed in those plenums.
Correct. All plenums listed shall be cleaned and sanitized whether mechanical work was performed or not.
20: Optional – Fan Room and Plenum Repairs
Para 20.9.6 – Will the Government provide their source for the filter material presently being used?
The ship has used a variety of commercially available filter material. Any similar filter material approved for HVAC use shall be accepted such as the blue/white material offered by Grainger. It should be known that there are a variety of lengths and widths needed.
20: Optional – Fan Room and Plenum Repairs
In fan rooms where there is pipe lagging to be replaced, just to confirm, the expected process would be new, hard, pipe insulation, followed by taping the edges and openings, followed by installing dip/wet lag, followed by coating with a chill seal style product?
The approach described would be acceptable.
20: Optional – Fan Room and Plenum Repairs
In fan rooms where there is pipe lagging to be installed over valves, strainers, flanges, and other fittings, just to confirm, this would be included in the Contractor’s fixed price for this item? Additionally, is there a MarAd reference for the proper insulating of pipe fittings, or an applicable Mil-Spec?
Correct. The ship’s original insulation drawings provide some specifics relative to the original insulation used and will be included in an updated collection of references sent out to the interested Contractors. Repairs and/or replacement with insulation identical to or better than the original materials used shall be accepted providing they are ABS/USCG approved.
20: Optional – Fan Room and Plenum Repairs
Using S-02-74-2 as an example, the plenum deck and upper plenum area cannot be properly be prepared or preserved without removing the upper and lower filter roller brackets that are mounted to the main filter frame. Will that be done per a CFR or will it be required as part of the filter furbishment process?
if there is corrosion in the deck, bulkheads and/or overheads of any of the plenum areas listed in 20.9.4 in way of the filter roll mechanisms, the mechanisms will have to be removed/re-installed as they are considered an interference. In accordance with the General section reference below, removal and re-installation of interferences is part of the work scope and so a CFR would not be entertained. The plenums listed under 20.9.4 also contain the filter roll mechanisms requiring repair/replacement listed under 20.9.5 and so it is anticipated that most, if not all of them, will require removal anyway.
Reference: 1. General: The Contractor shall provide all labor, materials and services (except where noted as being “Government Furnished”) to accomplish the ITEMS in this SOW in accordance with all applicable ABS Rules, USCG Regulations and original equipment manufacturers’ (OEM) instructions. This includes all removals and re-installations of interferences and the proper disposal of all wastes generated from the execution of this SOW. Any equipment or materials damaged during removals and/or re-installations shall be replaced at the Contractor’s expense.
20: Optional – Fan Room and Plenum Repairs
Using S-02-74-2 as an example, the upper filter guide roller is free but the lower filter guide roller is frozen and is rusted badly with holes. Is the intent for the Contractor to repair or replace these guide rollers as part of the fixed price?
It is required that heavily corroded/holed components be replaced with new. Other components showing only surface corrosion can be wire wheeled and/or mechanically cleaned and coated if their final appearance and operation is “like new”.
Reference: 20.2.1.3 Manual Filter Rollers: Fabricate various new components and repair/replace select filter roll mechanisms to make them appear and operate “like-new”.
Reference: 20.9.5 Manual Filter Rollers: Fabricate various new components and repair/replace the following filter roll mechanisms to make them appear and operate “like-new”.
20: Optional – Fan Room and Plenum Repairs
Using S-02-74-2 as an example, is the plenum area behind the filter material part of the scope? When exposed at the site visit, rust build-up was noted in this area up to the fan coils.
The inside of the plenum downstream of the filter material is not part of this work scope, however, once the filter material is removed, if corrosion and/or dirt are noted downstream, the Contractor shall provide a condition report noting same.
Plenum Repairs
Using S-02-74-2 as an example, the filter main frame has filter retaining rods missing in the inlet side and complete on the outlet side. Is it the intent to install all new SS rods where they are currently missing?
The Contractor shall replace all missing vertical stainless rods which sandwich the filter material. These rods are placed approximately 3 inches apart and are located on both the upstream and downstream side of the filter material.
20: Optional – Fan Room and Plenum Repairs
Using S-02-74-2 as an example, it was noted that some of the filter roll tensioners are badly rusted, or frozen in place, or their spring hinges are not operational. Is it the intention of the Government to have the Contractor make the tensioners operate as new as part of the fixed price?
Yes. The manual filter rollers consist of an upper mechanism and a lower mechanism. Both upper and lower mechanisms consist of a spindle which holds the filter material, two auto tensioning devices (spring loaded hinges), and a guide tube/roller. Additionally, the lower mechanism also consists of a hand crank, chain drive and sprockets for moving the filter media. Both upper and lower mechanisms are spot welded to a channel/frame which is bolted to the plenum. It is required that heavily corroded/holed components be replaced with new. Other components showing only surface corrosion can be wire wheeled and/or mechanically cleaned and coated if their final appearance and operation is “like new”. These mechanisms are in way of the deck and overheads inside the plenum, therefore, if there is corrosion in the deck and overheads in way of these mechanisms, the mechanisms will have to be removed/re-installed.
Reference: 20.2.1.2 Plenum Decking and Bulkhead Corrosion:
Mechanically clean and coat various sections of steel which is actively corroding inside select fan plenums.
Reference: 20.2.1.3 Manual Filter Rollers: Fabricate various new components and repair/replace select filter roll mechanisms to make them appear and operate “like-new”.
Reference: 20.9.4 Filter Plenum Steel Corrosion: Mechanically clean to SSPC-SP3 all areas (including decks, overheads, stiffeners and appurtenances) within the following filter roll plenums in the areas displaying failed coating, rust, corrosion and/or scale.
Reference: 20.9.5 Manual Filter Rollers: Fabricate various new components and repair/replace the following filter roll mechanisms to make them appear and operate “like-new”.
Plenum Repairs
It was noted that some of the filter roll shafts are missing or have been replaced with badly rusted, or frozen in place, or their spring hinges are not operational.
Reference: 20.9.5 Manual Filter Rollers: Fabricate various new components and repair/replace the following filter roll mechanisms to make them appear and operate “like-new”.
21: Optional – Mooring Winch Drives
The intent says to replace the drives and the brake resistors, and it states removal, but not the installation. Do the brake resistors get replaced with new resistors?
It is our understanding that the drives specified do not require/employ the existing braking resistors. Therefore, the existing drives will be replaced with the specified drives and the braking resistors will be removed. A revision will be made to the SOW to clarify this.
28: Optional – Bridge Flooring
Will the Contractor be required to remove the chart table in Bridge and if so, will it be removed permanently?
The ship’s crew shall remove the table prior to the start of this work. The flooring shall be installed in the area beneath where the table currently resides. The table will not be re-installed.
28: Optional – Bridge Flooring
Are we to remove the chart table on the starboard side of the bridge to install flooring under the table or install flooring to the edge of the table and leave the existing flooring under the table?
The ship’s crew shall remove the table prior to the start of this work. The flooring shall be installed in the area beneath where the table currently resides. The table will not be re-installed.
28: Optional – Bridge Flooring
Will the Government specify 200 sq ft of underlayment will need to be replaced on the Bridge’s deck, stating that in the spec, so that all bidders will allow for some underlayment repair? Then any amount above that will be accomplished per
CFR?
It is believed that the condition of the underlayment on the bridge deck is, for the most part, intact (well adhered to the steel deck). If care is taken in the removal of the existing vinyl tile, it is believed that the underlayment will remain intact. If care is taken in the removal of the vinyl tile and more than 10% of the underlayment is found to be not adhered, a condition report should be submitted to address this condition.
28: Optional – Bridge Flooring
Please note that the square footage of the Bridge deck has two different square footage amounts stated in the spec.
The approximate square footage of the bridge deck is estimated to be 592 sq-ft. as indicated in 29.9.2. The reference to 1,821 sq-ft. in 28.9.6.1 is an error. The SOW shall be revised to correct this error.
