About this file

This is a comprehensive specification document for construction of a new chiller plant addition at the Wilkes-Barre VA Medical Center in Pennsylvania (Project #693-20-102). The project scope includes construction of a building addition housing three chillers, cooling towers, backup diesel generators with fuel storage, relocation of a bulk oxygen tank system, and associated site work including parking realignment and utility support systems. All work must comply with VA Master Specifications, applicable Federal, State, and Local Codes, and industry standards referenced throughout the document.

The specifications establish detailed requirements across 48 divisions covering general requirements, safety, quality control, testing, demolition, concrete, masonry, structural steel, metal decking, mechanical systems commissioning, plumbing, HVAC, electrical, fire protection, and communications. Key contractual requirements include submission of shop drawings and submittals for VA approval before work begins, use of only new materials and equipment, compliance with FAR clauses including warranty requirements (52.246-21), site safety and health plans with designated safety officers, comprehensive quality control with three-phase inspections, testing laboratory services for materials verification, and commissioning of all building systems. The contractor must designate a Commissioning Manager, establish detailed project schedules using Critical Path Method, maintain as-built drawings, provide extensive operation and maintenance training, and complete warranty management plans. Special requirements address infection control procedures for work in an active medical facility, environmental protection and waste management, photographic documentation of construction progress, and coordination with VA personnel during all phases of construction and occupancy.
