About this file
This is Amendment 0003 to Solicitation 36C24426B0002 for construction of a new chiller plant at the Wilkes-Barre Veterans Affairs Medical Center in Pennsylvania (Project #693-20-102). The amendment extends the proposal due date to June 3, 2026, at 4:00 PM EDT, provides answers to 48 Requests for Information (RFI) from bidders, incorporates updated specifications and drawings, and adds Federal clause 52.222-90 addressing discrimination and diversity, equity, and inclusion (DEI) requirements for federal contractors. The project scope includes construction of a building addition, installation of three chillers, cooling towers, backup diesel generators with fuel storage, relocation of bulk oxygen tanks, parking realignment, and associated utility support systems, with a 600-day substantial completion timeline from Notice to Proceed.
Key RFI clarifications address specification gaps and technical requirements: the contractor is solely responsible for complete relocation of two existing temporary chillers and one generator (including rigging, disconnection, reconnection, controls integration, and commissioning); Johnson Controls is designated as the single-source Building Automation System provider but other mechanical equipment manufacturers are permitted if specifications are met; vertical split-coupled pumps are required due to space constraints; FRP piping is mandatory for the fuel system; the contractor must procure and bear all costs for a Commissioning Agent selected from three contractor-submitted candidates; door and blast ratings have been clarified; and the contractor is responsible for temporary generator operations, load bank testing, maintenance, and fuel costs during startup and facility outages, with the government providing fuel for routine operations. The project is fully funded, and construction will begin upon contract award and contractor submittal approval.

RFI Answers
1. We are looking for Prebid meeting for this project and willing to bid this project. I could not find the information on posted documents online.
VA Answer: There is no PreBid Meeting only a site visit which occurred on 3/31/2026.
2. The specs file see to be truncated. It ends at 0504000. There is a 096723.70 in the TOC but no spec section in docs.
VA Answer: See amended Specifications.
3. 11-A40 calls for EPY-1 and EPY-3 floor and base and refers to 099100 but there is no 099100.
VA Answer: VA Answer: See responses to Bidder Questions #2 and #7 and section 099100 for EPY-1 and EPY-2. Use section 096723.70 for EPY-3.
4. Please advise as to resinous flooring specs of basis of design.
VA Answer: See section 096723.70 par. 1.1.A.1.
5. Will a separate full time SSHO be required or if qualified, may the Superintendent or PM perform that role.
VA Answer: The answer to the first part of the question is yes. The answer to the second part of the question is no. Specifications are clear that the SSHO and Superintendent and/or Quality Control Manager must be separate people. The Project Manager (PM) and the Site Safety and Health Officer (SSHO) roles have distinct responsibilities. On a large project like this one, a significant amount of time and attention is required from both the Project Manager and the SSHO. They need to be filled with separate individuals to ensure the effective management of both project execution and safety compliance. In addition, the PM can focus on overall project execution, budget, schedule, and coordination among various stakeholders and the SSHO can focus on implementing and maintaining safety protocols, conducting safety training, and ensuring compliance with OSHA and VA safety standards. Lastly, having separate individuals can help avoid potential conflicts of interest where the importance of project milestones might overshadow safety concerns or vice versa.
6. Will a separate full time QCM be required or if qualified, may the Superintendent or PM perform that role.
VA Answer: The answer to the first part of the question is yes. The answer to the second part of the question is no. The Specifications are clear that the PM/ Superintendent and the Quality Control Manager must be separate people. Large projects, like this one, demand significant attention and a substantial workload from the Project Manager, Superintendent and the QCM. The Project Manager and Superintendent are responsible for overseeing the implementation of the project. The QCM, on the other hand, focuses on ensuring that the project meets all quality standards and regulatory requirements. Quality control functions best when performed by an individual who can objectively assess work without the pressure of project deadlines or budget constraints.
7. There seems to be missing Specifications and also, looks like they are out of order. Please advise.
VA Answer: See amended Specifications.
8. Both Fence & Gate Specifications are not provided within the Specifications Document, please advise.
VA Answer: See section 010000 par. 1.5.J for construction fences and gates. See section 323140 for security fences and gates.
9. Per the provided geotechnical report, page 19 micro-pile foundations are recommended for the generator/chiller building. Per sheet 11-S1 of the structural plans section 4.0 item 4.4 there is some basic information provided, however there was no specification section provided for this trade work. Will a specification section for micro-piles be provided, please advise.
VA Answer: Yes, a specification is provided. See Specification Section 317400.
10. The door hardware specs have ANSI codes, and no manufactures or models are listed anywhere. Can you please let me know who the lock manufacture is at the building, and I can match that. See below snapshot of the Div 8 Door Hardware specs.
VA Answer: Door Hardware Yale - GG-Keyway mortise lockset with 6-pin interchangeable cores The VA requires mechanical door locks made of steel or brass, with keyable 6-pin, double[1 ]cylinder locking mechanisms. These locks must feature anti-pick, bump-resistant designs, reinforced strike plates, and meet ANSI/BHMA and UL safety certification standards.
11. I have a vendor who would like to know if any other pumps will be allowed. I've put his statement in red.
“The schedule and pump detail shows the B&G VSC – vertical split couple. The specs do cover vertical split couple, vertical inline and horizontal split couple. Before we sink a bunch of time into quoting this, it would probably be useful to RFI that and see if they are going to accept anything other than the VSC – the piping arrangement on that is pretty much tied to the pump design. So it all but eliminates everyone but B&G and TACO.”
VA Answer: Vertical Split Coupled pumps are required due to space limitations and piping design. Bid per design documents.
12. Which firm has been selected to lead the design?
VA Answer: The design is already completed.
13. Who has been appointed as the construction manager?
VA Answer: A Wilkes-Barre Site COR.
14. Who is serving as the general contractor?
VA Answer: The purpose of this solicitation is to select the general contractor.
15. What is the total construction budget for the project?
VA Answer: The VA will not disclose the total construction budget.
16. When is construction scheduled to begin?
VA Answer: Depending on when the contract is awarded and when the selected contractor provides the required submittals.
17. What is the anticipated substantial completion date?
VA Answer: 600 days from the NTP.
18. Is the project fully funded, or is funding still awaiting approval?
VA Answer: Yes. No.
19. Does soil being removed from the site or being imported to the site need to be tested for contaminants?
VA Answer: All material removed from the property shall be disposed of at a legally approved site for the specific materials in accordance with all applicable Federal, State, and local requirements. If excavated soil is designated as contaminated soil by the COR, it shall be disposed of in accordance with all applicable Federal, State, and local requirements. Therefore, for disposal, testing shall be completed if required by any applicable Federal, State, and local requirements or if required by the location being disposed at. For soil being imported to the site, borrow material shall be from approved sources, whether private of government-controlled land. Approval of these sources would require confirmation that the material is not contaminated.

25. Please confirm the location on the Drawings for the new Storm Sewer, Specification Section 33.40.00 VA Answer: The location of the new storm sewer is shown on “Site Planning” Sheets 11-L5 and 11-L6, and “Plumbing” Sheet 11-P2. The “Plumbing” plan set also includes detailed information for the storm sewer lift station and pressure components.
26. The contract documents specify that the Building Automation System (BAS) shall be provided by a single source vendor, identified as Johnson Controls (JCI). The mechanical equipment, including the chiller(s) and fan coil units, are specified as Trane. We respectfully request clarification regarding the intended division of scope between the mechanical equipment supplier and the BAS provider, specifically with respect to procurement responsibilities for both the mechanical equipment and the BAS system.
VA Answer: Johnson Controls (JCI) was identified as the single source vendor for the Building Automation System (BAS). A&E to verify to verify the chillers, fan coils, etc.
The DDC and BAS are to be sole sourced by JCI. There are no other sole source requirements. The manufacturers listed are a basis of design and other manufacturers are permitted provided they meet the requirements of the specifications, schedules, and the manufacturing quality of the basis of design.
27. Please confirm whether the project intent is for the single source BAS provider, Johnson Controls (JCI), to also serve as the sole source supplier for the mechanical equipment (i.e., chillers, fan coil units, and related components).

31. The contract requires a temporary 800kW generator; however, responsibilities and operating parameters are not defined. Please clarify:
a. Fuel: Who is responsible for fuel during startup, testing, and operation?
b. Load Bank Testing: Is load bank testing required prior to connection?
c. O&M: Who is responsible for operation, monitoring, maintenance, and repairs?
d. Gen Actual Load: Provide required generator load (kW), duration of operation, and expected duty cycle.
The solicitation does not define load, duration, or fuel consumption; therefore, the Contractor cannot reasonably quantify fuel or operating costs. Absent this information, the Contractor interprets that fuel, testing, and O&M are not included in base scope and would require adjustment if directed.
VA Answer: The temporary generator shall be used while the existing generator is relocated. Provide 2 hour resistive load bank test after the temporary generator is delivered to the site. Contractor shall be responsible for the testing fuel. Fuel for any outages or VA load testing after installation shall be provided by the government. Contractor shall fully fill the generator mounted tank after successful 2 hour load bank test. Contractor shall be responsible for all maintenance while the temporary generator is in place.
32. Spec / Drawing Reference: Removal and Extension of Medium Voltage Utility Feeders / Temporary Generator Operations | The contract documents require the Contractor to maintain power to the facility during phased work, including utilization of a temporary generator and coordination of feeder transfers with a maximum outage duration of three (3) hours. However, the documents do not provide sufficient information to determine the actual electrical load that must be supported during these operations.
a. Please provide written clarification of the required electrical loading, generator demand, and associated fuel requirements to ensure proper coordination and execution of the work. The lack of defined loading criteria and fuel requirements limits the ability of bidders to establish a consistent pricing basis for temporary power, and may result in varying interpretations of scope.
VA Answer: The existing chiller and boiler plant is served with 2 medium voltage feeders through an outdoor source selector switch. Contractor shall use alternate feeder while one existing feeder is being relocated. For any outages required during this work the relocated existing generator shall be utilized to serve the existing loads. Contractor shall be responsible for all fuel used during these outages. Existing chiller plant is not served from emergency power. Contractor shall coordinate the timing of chiller plant shut downs with the government so that shut downs occur during off peak cooling as directed by the government.
33. Spec / Drawing Reference: Drawing 11-I6 – “Relocate Temporary Chiller” | Drawing 11-I6 indicates that the Government will relocate two (2) existing temporary chillers and one (1) generator to the north side of the chiller building. Please clarify responsibility for the temporary chiller and generator relocation, including disconnection, relocation support, reconnection, startup, commissioning, and controls/BAS integration (mechanical, electrical, controls, heat trace, and hydronic systems).
a. Additionally, confirm whether the Contractor is required to provide any support (e.g., rigging preparation, temporary utilities, protection) to facilitate the relocation.
b. If the Contractor is responsible for any portion of this work, please confirm such scope will be addressed via modification, as these responsibilities are not clearly defined in the contract documents.
c. Contractor Interpretation: The Government is responsible for the complete relocation effort, including all disconnection, reconnection, startup, commissioning, and controls integration. The Contractor’s scope is limited to coordination unless otherwise directed.
VA Answer: Drawing Reference: Drawing 11-I6, Phasing Sheet Notes, Precursor Activities, 2, will be revised to remove the words “GOVERNMENT TO”. The intent of this project is for the contractor to construct the piping that will allow the two (2) existing temporary chillers and one (1) generator to be relocated so the new building extension can be constructed. The contractor will relocate the temporary chillers and generator to the new location. This includes, but is not limited to: rigging, preparation, temporary utilities, protection, disconnection, relocation, relocation support, reconnection, controls/BAS integration (mechanical, electrical, controls, heat trace, and hydronic systems), startup and commissioning. 63. Raceway Clarification (EMT,RGC or IMC) |The Contract Documents contain conflicting requirements regarding acceptable raceway materials within the new chiller plant. Specifically:
· Certain sections indicate that EMT is acceptable for use.
· Other sections state that in wet or damp locations, conduit shall be Rigid Galvanized Conduit (RGC) or Intermediate Metal Conduit (IMC).
· The specifications also state that raceway materials shall not be mixed within a given system.
VA Answer: As per the specification raceway material is based on the location in which it is installed. If a raceway is installed through more than one condition location the entire raceway shall conform with the most stringent location.
64. Given that the chiller plant—including areas adjacent to and around the cooling towers—can reasonably be classified as a wet/damp environment, clarification is required to establish the basis of design and pricing. Please confirm the following:
· Whether the entire chiller plant (interior and exterior) is to be classified as a wet/damp location for purposes of raceway selection.
· Whether RGC or IMC is required for all raceways within the chiller plant, including areas at or near the cooling towers and other moisture-prone zones.
· Under what specific conditions, if any, EMT is permitted within the chiller plant.
· How the requirement to not mix raceway materials is to be interpreted in conjunction with varying environmental conditions within the plant.
VA Answer: Interior areas of the chiller plant are considered dry locations. All exterior areas are considered wet locations.
65. B31-1 | The Contract Documents do not clearly define welder qualification standards across all piping systems. Please confirm that all pipe welders on this project shall be qualified in accordance with ASME B31.1, including applicable WPS/PQR and current performance qualifications for the required materials and processes.

68. Commissioning Agent | Section 01 91 00 contains conflicting requirements regarding the Commissioning Agent—Paragraph 1.1.A assigns procurement and cost to the Contractor, while Paragraph 1.8.C-1 states the VA will retain the CxA under a separate contract. Please provide a single, definitive direction:
· The Contractor shall retain and pay for the CxA OR
· The VA will retain the CxA under a separate contract (no cost to Contractor)
· If the Contractor is responsible, confirm all costs and coordination are included in the Contract.
· If the VA is responsible, confirm all CxA-related costs and impacts are excluded from the Contractor’s scope, and any delays or direction from the CxA will be handled by the Government.
VA Answer: Contractor will retain commissioning agent and bear all associated costs within the contract.
A. Make changes to portions of section 019100 as follows:
i. Par. 1.8.C: After the word “Appointed,” insert “or Approved.”
ii. Par. 1.8.C.1: Delete the sentence, “The VA will engage the CxA under a separate contract.”
69. Shaft-Grounding | The Contract Documents do not consistently define requirements for inverter-duty motors and shaft grounding apparatus. Please provide a definitive requirement applicable to all bidders:
· All motors shall be inverter-duty with factory-installed shaft grounding OR
· Only specific motors require these features (identify equipment, sizes, and applications)
· Whether shaft grounding is required for all motors or only those connected (or intended to be connected) to VFDs.
· That any required shaft grounding devices shall be factory-installed (no field-installed solutions unless specifically approved).

73. Underground Double-Containment Fuel Oil Piping Requirements | Specification Section 23 10 00, Paragraphs 2.6 and 2.7 appear to require clarification regarding acceptable underground double-containment fuel oil piping materials and leak detection sump spacing.
VA Answer: Piping materials are clearly specified. Leak detection sump spacing: change dimensions in 2.7 E. to 30,000mm (100ft).
74. Please confirm whether Dualoy/LCX is an acceptable underground contained piping system for the fuel oil supply and return in lieu of other specified systems.
VA Answer: Provide underground fuel oil piping as specified.
75. Additionally, Paragraph 2.7.E appears to suggest sump installation at intervals of every 10 feet. Please confirm whether this requirement is intended. A typical installation for a double-containment underground piping system includes sumps at the tank end and at the building/transition termination point, with leak detection sensors located within those sumps. For the approximately 250-foot underground piping run on this project, sump installation every 10 feet would result in roughly 25 sumps, which appears excessive and inconsistent with standard industry practice for these systems.
· Whether Dualoy/LCX is an acceptable underground double-containment piping system for the fuel oil supply and return.
· Whether sump installation is required every 10 feet, or only at system termination/transition points in accordance with the piping manufacturer’s standard installation requirements.
· If sumps are required at intervals other than standard terminations, please identify the intended spacing and applicable basis for design.
VA Answer: See response to #74
76. Initial Fuel Oil Supply for UST Fill | The Contract Documents indicate that the Contractor may be required to provide fuel oil for startup and commissioning activities; however, the documents do not clearly define responsibility for the initial bulk fill of the fuel oil system.

77. Please confirm whether the Government will be responsible for providing and funding the initial fuel oil supply required to fill the approximately 20,000-gallon underground storage tank (UST).
VA Answer: See Specification 263213, 3.2, O. Contractor is responsible for all startup and testing fuel and to fill all day tanks and underground tanks when testing is complete.
78. In the absence of clear direction, the Contractor has assumed that:
· Contractor-furnished fuel oil is limited to quantities required for testing, startup, and commissioning activities only, and
· The initial full system fill of the UST will be provided by the Government.
VA Answer: See #77
79. If this assumption is incorrect, please clarify the required scope, including:
· Responsibility for procurement and delivery of the initial fuel oil volume,
· Required fuel quantities and timing relative to commissioning activities, and
· Any testing, certification, or turnover requirements associated with the initial fill.
· Please advise so the Contractor can appropriately plan procurement, scheduling, and associated costs.
