Period of Performance: 02/01/2022 to 01/31/2027
692M15-21-R-00039_Amendment 0002
1. Question: Will the Government consider allowing highly skilled, experience staff for the Technical Project Manager/Task Manager with a total of 8 years’ experience with at least 5 of those years in airport operations/aviation related research and development in lieu of the 15-25 years’ experience stated in the SIR?
FAA Response: No, the FAA requires the Technical Project Manager/Task Manager to meet educational, experience, and technical qualifications expressed Attachment B.
2. Question: Will the Government allow a highly experienced Technical Project Manager with a Technical Associates degree and accredited Project Management certifications in lieu of a bachelor’s degree?
FAA Response: No, the FAA requires the Technical Project Manager/Task Manager to meet educational, experience, and technical qualifications expressed Attachment B.
3. Question: Since the contractor will be expected to purchase software/hardware at the time of contract Task Order award, will materials be fully funded at the time of award?
FAA Response: For Task Orders that require materials, the FAA anticipates material cost will be fully funded at time of award. However, each Task Order will define the funding allocations for labor, travel, and materials, as required.
4. Question: How will the PM hours be awarded (as a separate TO)? Should the 920 hours per year be used as a realistic expectation for hours per year?
FAA Response: The FAA plans to procure Program Manager hours via multiple Task Orders. The FAA estimates 920 hours a year for each Task, which is the FAA’s best estimate of hours required.
5. Question: There is no pricing requested or additional references to the FFP contract type. Does the FAA plan to include FFP pricing after the award of the IDIQ? If so, would this only be applicable to materials?
FAA Response: The FAA may identify tasks and projects within the scope of the contract that could be completed on Firm Fixed Price basis through the duration of the contract. For those tasks or projects, the FAA will follow the procedures in G.7 for the award of Task Orders.
6. Question: Subtask 3 has no section number. Please confirm that this (Task 2, Subtask 3) should be Section 3.2.3 and the subsequent subsections under this new 3.2.3 will be renumbered appropriately.
FAA Response: The FAA has corrected the Section Numbering in Section C, Statement of Work.
Please reference the revised SIR document.
7. Question: Please confirm that this (Task 2, Subtask 4) should be Section 3.2.4 following the appropriate numbering of Subtask 3.
8. Question: Will the Government allow an Arial font type for tables, charts, graphics, and figures?
FAA Response: No, font type must be Times New Roman per section L.4.
9. Question: Please confirm that the Factor numbers should be Roman numbers to agree with all other references to Factor numbering.
FAA Response: The Factor numbers have been revised. Please reference the revised SIR document.
10. Question: Please confirm that these requirements (L.9, Factor 3, Items 1,2, and 4) will not be included in the page count and that the Offeror can submit a completed SIR Attachment C as a separate document to satisfy these requirements.
FAA Response: The three tabs on the Attachment C Spreadsheet are not part of the 3-page limit.
11. Question: Please confirm that this (Section M.2.3) should be Section M.2.4 FACTOR IV –
CORPORATE EXPERIENCE?
FAA Response: The Section numbers have been revised. Please reference the revised SIR
12. Question: Please confirm that this (Section M.2.4) should be Section M.2.5 following section renumbering stated above.
13. Question: Please confirm that this (Section M.2.5) should be Section M.2.6 FACTOR VI –
COST/PRICE.
14. Question: Section J lists Attachment D Past Performance Questionnaire. Please confirm that this should be Attachment D Past Performance Evaluation Data Form.
FAA Response: Section J has been revised. Please reference the revised SIR document.
15. Question: The asterisked last sentence states “… not part of the 5 page limitation.” Please confirm that this should read “… not part of the 10-page limitation.”
FAA Response: The asterisked sentence under the table in Section L.6 has been corrected.
16. Question: Based on this section number, Task 1, Subtask 4 is a subsection of Task 1, Subtask 3.
Please confirm that this should be numbered Section 3.1.4 Subtask 4 – Communication, Briefings, Messaging.
17. Question: Will the Government provide the criteria of a “principal subcontractor”?
FAA Response: A principal subcontractor(s) is a subcontractor likely to perform critical aspects of the contract.
18. Question: Please confirm that the Certificate of Insurance is required after contract award.
FAA Response: The Offeror must submit a certificate of insurance that meets the requirement of Section 3.1.3.8 as part of their proposal.
19. Question: Due to the detail required in Cost/Price Proposal, can the FAA change the page limitation to unlimited? This will allow for the level of detail requested for this SIR.
FAA Response: The FAA has increased the page limitation to thirty (30).
20. Question: Does FAA consider bidders under BAA002, UAS Mitigation and Detection, to have a conflict of interest for this opportunity? Will the 10 or more companies awarded under BAA002 be able to bid this opportunity?
FAA Response: The FAA does not consider bidders under BAA002 to have a conflict of interest.
Companies that submitted a response to BAA002 are eligible to submit a proposal in response to this SIR. If a contract of interest were to be identified by the FAA, the appropriate documentation would have to be submitted and approved before a vendor with an identified conflict could receive an award. Furthermore, if a Contract of Interest were identified after contract award, the FAA will follow the appropriate AMS Policy and Guidance for mitigating the conflict which could include, but is not limited to, mitigation plans and restrictions on proposing on future FAA requirements.
21. Question: Has FAA developed a set of services provided by designated test sites? What services are provided?
FAA Response: The FAA cannot provide a response as it is unclear to the FAA what test sites and Section of the SIR the question is in reference too.
22. Question: Can FAA share an example of a test card that has been used in the past?
FAA Response: No, the FAA cannot provide an example of test card.
23. Question: Factor 4 identifies requirements for principal subcontractors. Please define a principal subcontractor.
FAA Response: A principal subcontractor(s) is a subcontractor likely to perform critical aspects of the contract.
24. Question: L.6 states that the Technical Proposal Factor II page limit is 10 pages, excluding Key Personnel Resumes. L.6 also states that certified resumes and letters of intent are not part of the 5 page limitation. Please clarify the page limit for Factor II.
FAA Response: The limit for Factor II is 10 pages. Section L.6 has been updated.
25. Question: L.2 Factor 2.4 identifies a requirement for Letter of Intent (LOI) for Key Personnel (KP) that are not employed by prime contractor at time of proposal submission. Is documentation required for KP that are prime contractor employees at the time of proposal submission?
FAA Response: Letters of Intent are not required for Key Personnel employed by the prime contractor at the time of proposal submission.
26. Question: L.2 Factor 4 requests a description of the extent to which Offeror and proposed principal subcontractors “have worked with FAA program teams...” Is this description included in the page count for this Factor? If yes, will the FAA provide additional page count to address this requirement?
FAA Response: Yes, the description is included in the page count. No, the FAA will not allow additional pages for Factor 4.
27. Question: Based on an anticipated contract start date of 2/1/2022, what is the anticipated contract award date?
FAA Response: The anticipated contract start date was provided for planning purposes only. The FAA cannot provide an anticipated award date at this time.
28. Question: Have vendors that provide sensor technology been selected? If so, can FAA share this list?
FAA Response: The FAA has not selected vendors to provide sensor technology. The FAA researches sensor technology to develop performance standards that may be used in guidance in selecting sensor technology.
29. Question: Section C.2 states “the Contractor personnel must have and maintain a U.S. driver’s license and Passport.” Does this requirement apply to ALL or only KEY personnel?
FAA Response: The requirement applies to all personnel working under the resulting contract.
30. Question: Are the two (2) vehicles required to be supplied by the Contractor reimbursable, or supplied, at the cost of the Contractor for the term of the contract?
FAA Response: The vehicles must be supplied at the cost of the Contractor for the term of the contract.
31. Question: This section (C.2.5) states the FAA will provide all necessary tools and equipment to perform the task orders. If the Contractor already owns the necessary equipment and tools, are usage fees acceptable on each task order versus the FAA having to purchase of them?
FAA Response: The FAA will not pay usage fees for tools and equipment.
32. Question: This section (L.9 Volume I) states that Volume I consists of four technical evaluation factors. However, five factors are described on the following pages. Can the FAA please confirm that all five factors should be included in Volume I, and that each of them will be used in proposal evaluations?
FAA Response: Section L.9 has been corrected. Please reference the revised SIR attachment.
33. Question: This section (Factor 3) is limited to three (3) pages. If we are to include the three tabs of the Attachment C spreadsheet, that would not leave any pages for the additional information required, such as obtaining authorizations and waivers. Are the three tabs of the spreadsheet NOT part of the 3-page limit? If they are, how should Offerors provide the rest of the required information for this factor?
FAA Response: The three tabs on the Attachment C Spreadsheet are not part of the 3-page limit.
34. Question: It is understood Factor 5 is limited to no more than three (3) recent and relevant projects submitted in the Past Performance Evaluation Data form. Is Factor 4 limited to three (3) recent and relevant project examples only, and not permitted more than 3?
FAA Response: Factor V is limited to the three experiences submitted in response to Factor IV.
35. Question: The Operations Research Analyst (Level 4) is listed as a key role in multiple places throughout the SIR. In Attachment A, there are two (2) FTEs with this role – one each in Task 1 and Task 2. Are there two (2) FTE Operations Research Analysts (Level 4) and are they BOTH key personnel?
FAA Response: The FAA estimates work will require two (2) Operations Research Analysts positions, however only one (1) Operations Research Analyst position is a Key Personnel position The FAA estimates the Operations Research Analyst positions will support both Task Areas.
36. Question: The pricing spreadsheet uses 1,840 hours for FTE. Why was this number of hours chosen and not the conventional 1,880? Has the FAA assumed the average employee has four weeks of vacation?
FAA Response: The 1840 hours utilized by the FAA is in accordance with AMS Guidance for productive full-time contractor employees.
37. Question: The pricing spreadsheet lists Program Manager hours as off-site. However, the SIR page 8 last paragraph states that Program Manager must be located within 50 miles of the WJHTC. Can the Program Manager be located more than 50 miles, given they are shown as having off-site hours?
FAA Response: No, the program manager must be located within fifty miles of the WJHTC to ensure response time to meetings at the WJHTC are met in accordance with Section C.2
38. Question: The labor category requirements for categories with multiple levels appears to be backwards. Are the requirements for more years’ experience supposed to be applied to the higher-level categories? (For example, the Operations (Ops) Research Analyst/Data Scientist LCAT, shouldn’t the Level 5 require 15-20 years of experience and the Level 2 require 2-6 years?)
FAA Response: The labor category levels are correctly identified.
39. Question: Will the FAA extend the proposal due date?
FAA Response: The proposal due date will not be extended.
40. Question: In Amendment 0001, Block 14, Under section L.9 Factor – UAS Flight Program Information under 1. Is here by changed from: “A detailed inventory list of UAS platforms currently owned by the Offeror and available to support the requirements in the SOW. The Offeror must use the first worksheet of Attachment E to provide this list.” ***to*** “A detailed inventory list of UAS platforms currently owned by the Offeror and available to support the requirements in the SOW. The Offeror must use Attachment C to provide this list.”
Please confirm the only change made to the narrative regarding the detailed inventory list was from Attachment E to Attachment C.
FAA Response: The FAA confirms the only change was to the narrative.
41. Question: Attachment C, states, A list of the Offeror’s current licensed UAS pilots (Part 107 Remote Pilot Certificate) available to support the requirement in SOW, and discussion of each of their relevant UAS experience. The columns are UAS Pilot, Date of Issue, Certificate Number, Logged UAS Flight Hours, Discussion of relevant UAS experience. Does the Government expect names of individual pilots be included in Column A or is the information to be considered redacted, without names?
FAA Response: The FAA requires the names of the individual pilots.
42. Question: Tab 1 is identified as Factor 3, Number 1 Worksheet for the requirement of UAS Flight Program Information. Tab 2 is identified as Factor 3, Number 2 Worksheet for UAS payloads currently owned by the Offeror. Tab 3 is identified as Factor 3, Number 4 Worksheet for Offeror’s current licensed UAS Pilots. In Attachment 3, there is no tab referenced as Number 3.
Is this tab missing or should the third tab be referenced as Number 3 Worksheet vs. Number 4?
FAA Response: The names of the tab in the Worksheet are correct. Tab 3 is not missing and no updates are required.
43. Question: Does the Government have an anticipated date for the posting of Q&As?
FAA Response: Please reference Amendment 0002 for responses to submitted questions.
44. Question: Considering the recent holiday, will the Government consider a 1-week extension to the due date for proposal submission.
FAA Response: The proposal due date will not be extended.

3.8.2-22 SUBSTITUTION OR ADDITION OF PERSONNEL (OCT 2006)
(1) The Contractor must assign only those individuals whose resumes, personnel data, or personnel qualification statements have been submitted and determined by the Contracting Officer to meet the minimum requirements of the contract. The Contractor must not substitute or add personnel except in accordance with this clause.
(2) Substitution of Personnel.
(a) For the first 180 days of contract performance, the Contractor must not substitute personnel for the individuals whose resumes or other personal qualification were submitted with its offer and that were determined by the Contracting Officer to be acceptable at the time of contract award, unless such substitutions are because of an individual's sudden illness, death, or termination of employment. In any of these events, the Contractor must promptly notify the Contracting Officer and propose substitute personnel as required by paragraph (4) below.
(b) If an individual becomes, for whatever reason, unavailable for work under the contract for a continuous period exceeding thirty (30) working days, or is expected to devote substantially less effort to the planned work, the Contractor must propose a substitute personnel as required by paragraph (4) below.
(3) Addition of Personnel. If an FAA requirement will increase the specified level of effort for a designated labor category, but not the overall level of effort of the contract, then the Contractor must notify the Contracting Officer to add personnel to the designated labor category. The Contractor must request added personnel as required by paragraph (4) below.
(4) Request and Review. The Contractor must submit the request for substitute or added personnel in writing to the Contracting Officer at least 14 days (if a security clearance must be obtained, at least 30 days) before the proposed date of substitution or addition. The Contractor's request must provide a detailed explanation of the circumstances causing the proposed substitution or addition, a complete resume for the proposed substitute or added personnel, and any additional information required by the Contracting Officer. Proposed substitutes and added personnel must have qualifications equal to or higher than those stated in the contract for the labor category. The Contracting Officer will evaluate the Contractor's request and promptly notify the Contractor of the decision to accept or reject the qualifications of the substitute or added personnel.
(5) The Contracting Officer may terminate the contract if the Contractor has not made suitable, timely, and reasonably forthcoming replacement of personnel who have been reassigned or terminated or otherwise become unavailable to work under the contract or the resulting loss of productive effort would impair the successful completion of the contract. Alternatively, if the Contracting Officer finds the Contractor to be at fault for the condition, then the Contracting Officer may equitably adjust (downward) the contract price or fixed fee to compensate the Government for any delay, loss or damage as a result of the Contractor's action.
