| Attachment L‐1 | L.10.2, L.11.1.4 Amd 0008 Q&A Q #2 | In the response to Amendment 0008 Q&A Question #2,the Government states, "For these purposes Attachment L‐1 is not considered a table, the Offeror must complete the template using Times New Roman, 12‐point font." | We respectfully ask the Government to reconsider its response to Question 2 and permit offerors to submit content requested in Section A Attachment L‐1 using the font type (Times New Roman) and font size (10 point font) used by the Government in Section A and B of attachment L‐1 for the following reasons: 1) Offerors may have already submitted PPQs to references using the font type and size that the Government used in Section A, and those references may have already completed and submitted Section B using the font type and size that the Government used in Section A, as Amendment 4 was issued only 12 days before the Amendment 3 due date of 6/30, and Offerors might reasonably want to give respondents a minimum of two weeks to submit the surveys. 2) Offerors who have already submitted PPQs had a reasonably expectation that the survey would be considered a table, which would permit use of 10‐point font, as Microsoft Word automatically displays Table Design and Layout tools when text in Section A or B is selected. 3) Requesting contracting officers, contracting officer's representatives, or project managers to fill‐out a new Attachment L‐1 with substantially the same text in a different size in Section A may place an additional administration burden on references and risks inadvertent resubmittal of the original survey. 4) Despite the fact that Section A uses 10 point font in a table format, there was no instruction in Attachment L‐1 to identify what portion of Section A the Offeror should have modified to use a larger font. | See answer to question 1 and SIR Amendment. Attachment L-1 may be formatted in Times New Roman 12 or 10 point font. | ||
| 11 | SIR Section L | L.11.2.8 | Offerors must submit the following information as part of their proposal Volume 2, tab 7 Contractor Responsibility Determination. (1)Sufficient information to demonstrate the finanical capabiltiy to fund and perform a contract of this size and duration. This may include, without limitations: (i)P roof of any exisng Line(s) of Credit by a U.S. Banking Institution; and (ii) Cerfied Balance Sheet and Income Statements that demonstrate the firm’s results for the last three (3) completed company fiscal years. | Form 10‐K, which is submitted annually by public companies to the U.S. SEC, contains audited financial information, including a balance sheet and income statement. This document also includes Proof of any existing Line(s) of Credit by a U.S. Banking Institution. It is certified for accuracy by the company CFO and CEO. Please confirm that public | ||
| company Offerors may include the complete Form 10‐K, or the pages of Form 10‐K that contain the balance sheet and income statements to satisfy the requirement for Section L.11.2.8 Volume 2, Tab 7 Contractor Responsibility Documentation 1. (i)Proof of any existing Line(s) of Credit by a U.S. Banking Institution; and (ii) Certified Balance Sheet and Income Statements that demonstrate the firm’s results for the last three (3) completed company fiscal years. | Form 10-K would be acceptable. | |||||
| 12 | L-4: Questions |
& Answers Amendment 0008 dated 10/31/2022
L-1: ITIPSS
Past Performance Survey dated 06/22/2022 Question #2
Instruction in paragraph 2 on Page 1 Government Response:
For these purposes Attachment L-1 is not considered a table, the Offeror must complete the template using Times New Roman, 12-point font.
Please complete Section B (Part I and Part II) of the survey as thoroughly as possible and submit to stefanie.m.applegate@faa.gov no later than 2PM EST, on the due date of proposal submission The Government provided Attachment L-1 with Tables (Sections A and B) formatted using Times New Roman, 10-point font. If Offerors’ evaluators have already submitted completed Past Performance Surveys to Ms. Stefanie Applegate and the existing 10 point font was used for the Offeror to complete Section A (and perhaps the evaluator to complete Section B), do those surveys need to be rescinded and completed again using the 12 point font and resubmitted by the customer to the ITIPSS Contracting Officer? This poses an inconvenience for evaluators who would be completing the survey for the third time - once for the initial SIR, a second time for Amendment 0003 when L-1 was updated, and again.
If Offerors do not need to rescind and resubmit surveys that were already delivered by evaluators with the 10 point font, then would the Offeror use the 10 point font in the version of the survey included in Volume 1, Tab 4 so that both versions of the survey (to evaluator and in Volume 1) match? Offerors would need to rework Section A to get it to the 4 page limit if the 12 point font is upheld.
L-1 was not updated with Amendment 0008 to list Daniel Farrell as the Contracting Officer to receive the completed Past Performance Surveys.
| For Offerors whose evaluators have already completed and submitted the Past Performance Surveys to Stefanie Applegate, will those surveys be forwarded to Daniel Farrell? | See answer to question 1 and 10. |
