1 To what extent will the agency provide exis ng vessel drawings, opera ons, and maintenance manuals, and in what document format?

All vessel documents will be available to the awarded contractor. Documenta on will be available in .PDF, .DWG, and other common digital format. The best way to transfer files would be through a cloud-based pla orm via the contractor.

2 Factor 2: Past Performance references requires "square feet of the project."

Please clarify the intent of this requirement.

Offerors shall include barge and heavy li barge projects of similar size and complexity that would be in rela on to this project as reference.

3 Under project required key personnel, please clarify that the Structural Engineer does or does not require Structural Engineering (SE) registra on.

The structural engineer requirement can be replaced by a naval architect and/or marine engineer with a PE.

4 A achment A, Sec on 12.IV.KEY PERSONNEL requires a Structural Engineer registered as a PE in Structural Engineering. Can PE registra on in Naval Architecture and Marine Engineering be subs tuted if we can demonstrate extensive experience (more than 10 years) in marine structural design and engineering?

5 Does PE registra on need to be in a par cular State? For example, must the PE be registered in the State of New York, or is registra on in another State, such as Louisiana, acceptable?

No, PE’s can be in any of the CONUS registra ons.

6 The requirement for a “Marine Expert” sounds like a Marine Surveyor. Please clarify the specific exper se required. For example, would a NAMS accredited Marine Surveyor with at least 15 years’ experience qualify? What other specific formal training or accredita on would be acceptable?

The Government will require a minimum of 15 years’ experience in any of the marine professional accredita ons like: SAMS, NAMS, or possibly with review and permission IIMS, ABYC.

For any other acceptable “Marine Expert,” the offeror shall provide the creden als of the Key Personnel with their offer. This includes personnel in the marine field who hold a USCG Unlimited master’s or Unlimited Chief Engineers License, as an example of other formal training and exper se.
