Can you please provide a copy of the General Arrangement drawing and scantling drawings of the vessel?
Yes, the General Arrangement drawing can be attached to the solicitation. These should not be used to represent exact current conditions. More drawings will be provided upon award.

The Scope of Work appears to be separated into three sections: Assessment, Preliminary Design, and Final Design. The first sentence of the first paragraph on page 3 states “…contractor shall prepare a draft report providing options based on conceptual designs for accomplishing items below with preliminary cost estimates for all options.”

Is the first sentence of paragraph 1 on page 3 where it says “items below” referencing the numbered paragraphs following the “Final Design” section starting with “1. General” and ending with “12. Hull, Equipment, and Superstructure Coatings Renewal Plan…”?

The first sentence of paragraph 1 on page 3 where it says “items below” is referencing the numbered paragraphs following the “Final Design” section starting with “1. General” and ending with “12. Hull, Equipment, and Superstructure Coating Renewal Plan…”.

We are unsure whether to the scope of work included in the numbered paragraphs following the “Final Design” should be included with the Preliminary Design or the Final Design categories. The scope of work described in the numbered paragraphs is greater than what we would typically include in a “Preliminary” or “conceptual” design.

Does the government expect the scope of work in the numbered paragraphs to be included as part of the Preliminary Design section?

The last sentence of the first paragraph of sheet 3 states, “… and decide whether to proceed with the final design.”

As noted in Question 2, the scope of work in the numbered paragraphs is more detailed than what we would expect for a “preliminary” or “conceptual design.” If we put all our engineering costs into the Preliminary Design, it will look as though that category is unfairly weighted. And if we spread the costs between Preliminary and Final Designs, we could be at risk if the government chooses not to proceed with final design.

What is the requested scope of work for the Preliminary Design phase?

The scope of work for the preliminary design is as stated in the PWS, to prepare a draft report providing options based on conceptual designs for accomplishing items in the numbered paragraphs following the “Final Design” section starting with “1. General” and ending with “12. Hull, Equipment, and Superstructure Coating Renewal Plan…”. The report shall include preliminary cost estimates for all options. Conceptual designs and cost estimates shall be in sufficient detail for GLS to select any options for the final design, build specification documents. Conceptual design drawings and cost estimates shall be prepared and presented to GLS at the end of the preliminary design assessment. After completion of the preliminary design, GLS will assess the information and costs provided and decide whether to proceed with the final design.
