About this file

This file is a Questions and Answers (Q&A) document providing the government's official responses to contractor inquiries regarding RFP 6923G226Q000032 for the USMMA Full Mission Ship Simulator Projection System Life Cycle Replacement.

The Q&A addresses seven technical and contractual questions from potential offerors. Key clarifications include: (1) as-built drawings and screen specifications (233° horizontal field of view, 14-foot height, 28.5-foot radius) are available in the attached USMMA 2018 Projection Design document, with the caveat that the screen was recently replaced in fall 2024 and dimensions may vary slightly; (2) the Samuels Hall building renovation is underway with temporary AC units currently in place, with permanent HVAC conditions expected by May 2027, and the government welcomes mitigation strategies from contractors to maintain warranty compliance; (3) wiring diagrams are unavailable, but two electrical panels are available (120/208V 250-amp and 120/240V 100-amp); (4) contractors must provide three past performance references for an acceptable rating, not one as initially stated; (5) no additional lenses are required for the two spare projectors—replacement lenses will be sourced from failed projectors if needed; and (6) technical compliance narratives identifying specific warp-blend software are acceptable to demonstrate Kongsberg Maritime K-Sim Navigation simulator compatibility, with government verification to follow. Amendment 1 extended the RFQ closing date from August 28, 2026 to August 31, 2026 at 2:30 PM ET.

Question #CategoryQuestion
#Section (KTR to fill-out)(KTR to fill-out)Government's ResponseChange to the Solicitation:Technical/Contractual
1Can the government provide as-built drawings and documentation of the existing equipment and installation?Screen Dimensions provided in the attached document: USMMA 2018 Projection Design.PDF

Horizontal Field of View: 233° Screen Height: 14’. See Amendment 1 - Attachment ___7___ Screen Radius: 28.5’

FYI, the screen was replaced using the original frame back in fall, 2024, so these dimensions may vary, slightly.noneTechnical
2Current environmental conditions in the projection area do not offer minimum requirements to sustain valid warranties. We are particularly concerned about the use of fans to cool-off the data rack and dust controls. Will these conditions be mitigated before the installation of the equipment? Can we propose the mitigation strategies?A portion of the Samuels Hall building, which is where the projection platform and projectors are located is under construction. For climate control we have temporary stand-alone AC units cooling the area now. The Samuels Hall renovation contract should reach final completion by May 2027 and HVAC conditions should return to normal operating conditions. If USMMA needs to make any changes to maintain the warranty, then we will address that before the warm weather sets in next year. USMMA welcomes any strategies to mitigate and help us maintain compliance and adhere to the minimum requirements to sustain all warranties.noneTechnical
3Can you provide wiring diagrams to determine existing power and data connections to the projectors? There are 2 electrical panels that are being used for the projector platform: 1. 120/208 V, 250 Amp. 2. 120/240 V, 100 Amp. Wiring diagram not available.noneTechnical
4Can you provide the dimension of the projection screen and the distance between the existing projection points to the screen?See answer to question 1.noneTechnical
5Past Performance Reference DiscrepancyPage 20 instructs offerors to provide "one example of relevant Past performance experience". Conversely, Table 2 on Page 21 states that an "Acceptable" rating requires "3 references". Could the Government please clarify the exact number of past performance references required for a compliant submission?Contractor should provide three (3) references.Change to the Solicitation:Technical
6Projector Lens QuantitiesThe Statement of Work and Page 19 require 11 total projectors, including two spares. However, the minimum requirements only account for 9 lenses (seven 0.68-0.95:1 zoom lenses and two 0.38:1 fixed lenses). Can the Government clarify which specific lenses should be quoted and provided for the two spare projectors? No additonal len's required. If a lens is needed for a spare it will be taken from the failed projector(s).noneTechnical
7Software Compatibility DocumentationSection 5 requires all proposals to have "documented compatibility" with Kongsberg Maritime's K-Sim Navigation simulator. Does the Government require an official letter from Kongsberg to satisfy this requirement, or is a technical compliance narrative from the projector manufacturer sufficient?A technical compliance narrative with the name of the Warp-Blend software would be sufficient and USMMA could verify the software with Kongsberg Maritime Inc.noneTechnical
