About this file
This document is Amendment 003 to Solicitation 6923G226Q000017 issued by the Maritime Administration (USMMA Procurement) and serves as a Questions and Answers response document. The amendment posts governmental responses to contractor inquiries regarding a refurbishment project scheduled for performance from July 1, 2026 to February 1, 2027.
The project encompasses renovation of locker room and bathroom facilities at the U.S. Merchant Marine Academy, Kings Point, New York. Scope includes flooring installation (Regupol or approved equal system), masonry repairs to column bases, HVAC support and minor improvements, electrical work including NFPA 101 means of egress compliance and 13-inch LED ceiling flush mount disk lights (wet-location rated), plumbing with heavy-duty shower drains, door and window repair/replacement (repair and reuse as baseline expectation), locker fabrication and installation, and miscellaneous interior finishing. The government clarifies that the project is a limited life-extension refurbishment, not full modernization, favoring repair and reuse where practical, with anticipated defects included in base scope and unforeseen latent conditions handled under Differing Site Conditions. All quotes will be evaluated on highest technical rating with fair and reasonable pricing; missing technical documents will render offers nonresponsive. Key administrative requirements include 2-business-day government review timelines for submittals and RFIs, weekly progress meetings with standardized reporting, and COR approval for product substitutions via formal submittal process. Contractor shall provide reasonable allowances typical for aged facility refurbishment and perform field verification as-built drawings are not guaranteed.

6923G226Q000017 - Questions
6923G226Q000017 Page 3 of 11
Flooring
1.1.8 – Can you define “acceptable limits”. Is there a technical reference? Who will decide if the limits are acceptable? Can you describe the process to obtain approval from manufacturer?
Response: Acceptable limits shall be as defined by the flooring manufacturer (Regupol or approved equal) for the specified system. Contractor shall test and comply with manufacturer’s published requirements and submit results to COR for review prior to mitigation. Installation must follow manufacturer instructions.
1.1.9.- Could you please clarify who is responsible for establishing the requirements for the scope of work labeled “as required'? If the scope of work is not clearly defined and it needs a post-award determination by a third party if work is required or not could you clarify how the requested fixed price should be determined? Understanding this will help ensure that all parties are aligned on expectations and responsibilities."
Response: These items shall be determined based on field conditions observed during construction and must be coordinated with the COR. Bidders shall include reasonable allowances typical for refurbishment work in an aged facility, not full reconstruction.
1.1.10- Could you please clarify who is responsible for establishing the requirements for the scope of work labeled “as necessary'? If the scope of work is not clearly defined and it needs a post-award determination by a third party if work is necessary or not could you clarify how the requested fixed price should be determined? Understanding this will help ensure that all parties are aligned on expectations and responsibilities."
Response: These items shall be determined based on field conditions observed during construction and must be coordinated with the COR. Bidders shall include reasonable allowances typical for refurbishment work in an aged facility, not full reconstruction.
1.1.11- "Can you specify the level of expectation regarding the 'repair ALL cracks' requirement? Specifically, could you provide details on the number, dimensions, and types of cracks to be addressed? This information will help us accurately scope and plan the repairs.
Response: Repair is limited to visible, active, or installation-impacting defects necessary to achieve a sound, uniform substrate suitable for flooring installation, not cosmetic repair of all hairline cracking.
6923G226Q000017 Page 4 of 11
1.1.16- Could you please clarify who is responsible for establishing the requirements for the scope of work labeled “required'? Understanding this will help ensure that all parties are aligned on expectations and responsibilities."
Response: These items shall be determined based on field conditions observed during construction and must be coordinated with the COR. Bidders shall include reasonable allowances typical for refurbishment work in an aged facility, not full reconstruction.
Masonry
1.1.1 – Can you define the number of column bases?
Response: Contractor shall verify field conditions. Scope is limited to repair of existing column bases observed within work areas, not replacement or structural reconstruction.
HVAC
1.2. 3- Could you please clarify who is responsible for establishing the requirements for the scope of work labeled “as necessary'? If the scope of work is not clearly defined and it needs a post-award determination by a third party if work is necessary or not could you clarify how the requested fixed price should be determined? Understanding this will help ensure that all parties are aligned on expectations and responsibilities."
Response: Limited to support, repair, insulation, and minor improvements to existing systems. Full system redesign or replacement is not included, unless required for code compliance or to restore function.
Electric
1.3.3 – Please confirm that the requirement labeled “provide all required means of egress in accordance with NFPA 101” is limited to electrical systems and that architectural or structural modifications are not required in the scope of work.
Response: Requirement is limited to electrical scope only (lighting, exit signs, emergency power). No structural or architectural reconfiguration is required.
1.3.4- Could you please clarify who is responsible for establishing the requirements for the scope of work labeled “as necessary'? If the scope of work is not clearly defined and it needs a post-award determination by a third party if work is necessary or not could you clarify how the requested fixed price should be determined? Understanding this will help ensure that all parties are aligned on expectations and responsibilities. "If existing wiring
6923G226Q000017 Page 5 of 11 and accessories are inaccessible and cannot be “ensured” or guaranteed for compliance with NFPA 70, will there be a modification to the scope of work?
Response: Work is limited to accessible systems within project areas. If concealed conditions prevent verification or compliance, contractor shall notify COR. Any major upgrades beyond visible/accessed systems may be handled via modification.
Miscellaneous
1.4.2 - "In light of the substantial price difference between repairing or replacing doors, could you clarify how the requested fixed price should be determined? Should we assume, the door will be replaced in our price estimate? Additionally, can you establish the process for assessing the condition of the door for the use? Will the General Contractor have the authority to make that determination? This will help that both parties have a mutual understanding and agreement on the implications between repair or replace." Can you confirm that the door frame will be reutilized?
Response: Repair and reuse is the baseline expectation. Replacement only where doors are non-functional, unsafe, or non-compliant. Contractor shall carry pricing for typical refurbishment conditions—not full replacement. Frames to remain where serviceable
1.4.3 - Could you please clarify who is responsible for establishing the requirements for the scope of work labeled “as required'? If the scope of work is not clearly defined and it needs a post-award determination by a third party if work is required or not, could you clarify how the requested fixed price should be determined? Understanding this will help ensure that all parties are aligned on expectations and responsibilities." Please confirm that if the assigned authority does not establish the requirement for door replacement, the government has confirmed that the required hardware retrofits can be performed.
Response: COR will make final determination. If door is retained, contractor shall perform required hardware updates to provide operational condition.
1.4.4- Please confirm that the government has confirmed that the existing plywood panel to be refurbished is an appropriate material to resist outdoor weather conditions with the specified finishing method.
Response: Existing plywood to be reused and refinished as specified; no replacement required unless deteriorated beyond repair.

Women’s Locker Room
Flooring
2.1.2 - The scope of work requires the removal of “contaminants” from the concrete substrate. Please define the level and type of contamination and that the government has established that existing contamination is not composed of hazardous materials. What is the standard to remove or mitigate the contaminants?
Response: Contaminants include adhesives, coatings, oils, debris, and surface residues typical of aged locker rooms. Hazardous materials are not anticipated, but contractor must follow SOW procedures if discovered
2.1.6. - Please define the standard that shall be met to establish the “approved cleaning method”
Response: Cleaning must follow industry standard mechanical prep + HEPA cleaning, and be acceptable to flooring manufacturer requirements.
Lockers
3.2.1 – Can you confirm that individual existing lockers fit through the door?
Response: Assume removal via existing openings with standard disassembly as needed.
3.2.3 - Item 3.2.2 requires that the configuration and lay-out conform with the attached lay-out. However 3.2.3 requires that the final lay-out and configuration is approved by the COR. Has the COR approved the attached lay-out referred to in 3.2.2.? Both items seem to be contradictory. Can you please clarify?
Response: The attached layout is conceptual. Final layout requires COR approval prior to fabrication, which governs.
3.2.4- Can you define the electrical requirements of each locker? Do they require power?
Can you define the locker attachment method to the wall? Can you define the floor level tolerance for the installation of the lockers?
6923G226Q000017 Page 7 of 11
Response:
• Lockers do not require power unless noted otherwise
• Mounting: anchored to wall/floor as per manufacturer
• Floor tolerances: assume typical slab conditions; minor leveling included, not full slab correction
Miscellaneous
3.7.1 - "In light of the substantial price difference between repairing or replacing the window, could you clarify how the requested fixed price should be determined? Should we assume, the window will be replaced? Additionally, can you establish the process for assessing the condition of the window for the use? Will the General Contractor have the authority to make that determination? This will help that both parties have a mutual understanding and agreement on the implications between repair or replace." Can you confirm that the window sill and flashing will be reutilized?
Response: Repair and reuse is the baseline. Replacement only if required to restore operation or weather performance. Sill/flashing to remain where serviceable.
3.7.3 - Can you define “cementitious masonry material”? The requirement is to restore wall integrity. To ensure we fully understand the requirement regarding restoring the integrity of the masonry wall, could you please provide additional details on the specific standards or criteria you expect for this restoration? Clarifying these expectations will help us accurately assess the work needed to achieve the desired outcome and ensure that all parties are aligned."
Response: Standard cement-based patching/grout compatible with CMU, used to restore integrity and finish continuity—not structural rebuilding.
Visitor Bathroom
4.1.2- Could you please specify what you mean by 'proper floor drainage'? It would be helpful to understand the standards, dimensions, and design elements you expect to ensure effective drainage and to address any potential issues. Can you confirm that the floor drain invert will not be modified as it is not included in the scope of work?
Response: Provide positive slope to existing drains per ANSI/TCNA standards. Drain invert elevations are not to be modified.
