About this file

This document is Amendment 2 (SF-30) to RFQ 6923G226Q000017 for USMMA Locker Rooms Renovation, issued by the Maritime Administration (USMMA Procurement) on June 23, 2026, with an effective date of June 23, 2026. The amendment extends the solicitation and modifies the bid due date from June 25, 2026 to June 26, 2026 at 1:00 PM, with a period of performance from July 1, 2026 to February 1, 2027. The amendment addresses governmental responses to contractor questions and answers regarding scope clarification, specifically implementing a phased construction approach for the locker room renovation project.

The supplemental scope requires Phase 1 work to be substantially complete by July 31, 2026, excluding installation of new rubber flooring, base materials, and locker replacement. Phase 1 includes substrate preparation, application of temporary slip-resistant floor coating in Battleship Gray color, protection of existing lockers, and protection of completed work to maintain safe occupancy. Phase 2, to be completed upon material delivery, includes removal and replacement of existing lockers and final flooring installation. Additional clarifications address electrical systems (assumed generally operational with minor repairs for NEC compliance included in base bid), hazardous materials (asbestos survey completed; future discoveries handled by contract modification), plumbing scope (local components only), HVAC requirements (Cabinet Unit Heater Modine CW 002, 12,400 BTU/hr 250 CFM), and monthly progress payments permitted under FAR clauses 52.232-16, 52.232-5, and 52.222-8. All amendments must be acknowledged and signed with the contractor's quote or offer.

# Section Question Government’s Response Change to the

Solicitation:

Technical/

Contractual

11 Section C, Scope The SOW states hazardous materials are not anticipated; however, it also states abatement is within the scope if identified.

Has the govt. performed testing for asbestos-containing materials, lead-based paint, PCB-containing light ballasts, floor adhesives, pipe insulation, and other hazardous materials within the project area? If hazardous materials are discovered, will abatement be handled by contract modification, or should contractor include an allowance?

Yes. Emerald Environmental Inc performed an Asbestos survey and provided a report dates January 27, 2026. The only identified ACM was pipe wrap, that was subsequently abated.

If hazardous materials are discovered, this will be handled by contract modification.

See SF-30, Amendment-2.

N/A

12 Section C, 1.3.4, 2.6.7, 3.6.7, 4.5.5, 5.5.4

The electrical scope requires inspection of switches, receptacles, conduit, junction boxes, and wiring, then repair/replacement as necessary for NEC compliance. This is too open-ended.

Please clarify the anticipated extent of electrical repairs. Should contractors assume existing electrical systems are generally operational and code-compliant, with only the specifically identified scope included in the base bid?

The intent of the referenced specification sections is to ensure that all exposed and affected electrical components within the renovation area are safe and compliant with current NEC requirements.

For bidding purposes, contractors shall assume that the existing electrical systems are generally operational.

See SF-30, Amendment-2.

Scope amended.

13 Section C, 4.7.4 Visitor Bathroom requires restoration of hot water service to an existing sink.

Please clarify whether the govt.

anticipates replacement of only local plumbing components (faucets, valves, supply lines, controls), or whether replacement/repair of concealed piping and upstream hot water distribution systems work is anticipated.

Only local components. No service work outside of the fixtures.

See SF-30, Amendment-2.

N/A

14 Section C, 5.7.3 Women's Shower requires replacement of

(5) exist. floor drains. May contractor assume the exist. drain piping system is operational and free of blockages? If concealed piping defects, blockages, slab cutting/replacement, or deteriorated piping are encountered beyond the drain bodies, will such work be addressed through a contract modification?

Drain covers only need to be replaced.

New sewer line was installed June 2026.

See SF-30, 15 Section C, 4.4.5 HVAC fan coil unit – The Visitor Bathroom scope calls for (1) high-performance horizontal deluxe heating fan coil unit, but size/model is subject to govt. approval.

Can govt. please provide basis-of-design, capacity, steam/hot water requirements, voltage, controls, valve package, and connection details for the new fan coil unit?

Use same/similar Men’s Locker Room model. Cabinet Unit Heater Modine CW 002 12,400 BTU/hr 250 CFM

See SF-30, Amendment-2.

N/A

16 Section C, 4.4.5 Steam trap assembly - SOW requires complete steam trap assembly with isolation valve and strainer but does not define existing steam conditions or piping modifications. Please confirm whether existing steam/hot water piping is adequate and whether contractor is responsible only for local connection to the new fan coil unit.

Existing steam/hot water is adequate and contractor responsible for only local connections to the new fan coil unit.

See SF-30, Amendment-2.
