About this file
This document is a Solicitation Addendum for RFP 6915Z1 issued by the State of Nebraska's Department of Administrative Services, Materiel Division, and State Purchasing Bureau. The addendum provides questions and answers and updates the specifications related to the provision of analysis services for equine urine and blood samples to identify substances and residues. The key updates include revised turnaround times for screening and confirmatory analyses, with the contractor required to provide screening reports within 3 business days and complete confirmatory analyses within 5 business days of the screening report. In the event of delays, the contractor must notify the client and request an extension. The contract term is for an initial 2 years with the option to renew for five additional 1-year periods.
The related state and local contract opportunity seeks a contractor to provide the analysis services, including sample collection, processing, and shipment, as well as test barn supply inventory management, personnel, facilities, accreditation, quality control, standard operating procedures, sample management/retention, and required testing and turnaround times. The proposal evaluation will be based on the bidder's qualifications, capabilities, past performance, and proposed pricing, with a total of 100 possible points. Oral interviews, if required, will be worth an additional 10 points. The proposal submission deadline is November 6, 2024, and the anticipated contract start date is January 20, 2025. The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond, and it notes that the contract may not be exclusive, with the State reserving the right to contract for similar services from other sources.
