About this file

This pre-proposal webinar presentation and solicitation provide details for the Mission Information Technology Support Services (MITS) contract opportunity with the U.S. Department of Transportation's Volpe Center. The MITS requirement includes technology assessments and modernization, systems analysis and development, IT architectures, and lab and management support services. An indefinite-delivery/indefinite-quantity contract with a single award will have a 48-month ordering period and task orders may be firm-fixed-price, cost-plus-fixed-fee, or time-and-materials. Offerors must submit separate technical, cost, and oral presentation volumes by April 5, 2021. Evaluation will be based on technical approach, staffing, transition plans, past performance, and cost/price. The contract and first transition task order are projected to be awarded on August 1, 2021 to support the approximately 50 task orders currently under an expiring contract. On-site work will be required at the Volpe Center once telework restrictions are lifted.

The pre-proposal webinar presentation provides an overview of the procurement and evaluation approach, Volpe Center background, and proposal instructions but does not request any products or services.

Slide 37

Evaluation Factors for Award

• Evaluation Factors for Award

Slide 38

• Basis for Award

• It is the Government’s intent to award a single IDIQ contract as a result of the MITS solicitation based upon initial offers without entering into discussions or negotiations.

• Award will be made to the responsive and responsible Offeror whose offer will provide the best value to the Government based on the Cost and Business Proposal, Technical Proposal, and Oral Presentation.

Slide 39

• Order of Importance

• The technical evaluation factors, when combined, are significantly more important than cost in the selection of the contractor for award.

• Each Proposal will be assessed based on the evaluation criteria in Section M.

• Offerors are cautioned not to minimize the importance of the Cost Proposal. When the Technical Proposals are evaluated as essentially equal, evaluated cost may become the determining factor in making an award.

Slide 40

Evaluation Factors for Award –Technical Proposal and Oral Presentation

• Adjectival ratings, proposal characteristics, and risk levels (Section M.3) will be used to evaluate proposals based on the following factors:

• Factor 1 – Technical Understanding and Approach (Written and Oral)

• Factor 2 – Staffing and Management Approach (Written and Oral)

• Factor 3 – Transition (Written and Oral)

• Factor 5 – Contractor Past Performance

• The first factor, Technical Understanding and Approach, is of the most importance. The second and third factors, Staffing and Management Approach and Transition, are of equal importance but each is of lesser importance than the first factor and of more importance than the fourth factor. The fourth factor, Contractor Past Performance, is of the least importance.

Slide 41

Evaluation Factors for Award – Cost and Business Proposal Evaluation Criteria

• Proposed costs and fixed fee will be evaluated for realism, reasonableness, and completeness (Section M.4).

• Cost/price will not be evaluated using an adjectival rating system, but rather will be evaluated with a narrative of the evaluation findings.

Slide 42

Evaluation Factors for Award – Cost and Business Proposal Evaluation Criteria

The following will also be evaluated:

• Consistency between the Cost and the Technical Proposals.

• Proposed fee using weighted guidelines techniques as described in the Transportation Acquisition Manual. A proposal that includes fee in excess of the statutory limits will be eliminated from consideration.

• Level of risk.

• Uncompensated Overtime (FAR 52.237-10).

• Compensation for Professional Employees (FAR 52.222-46).

• Small Business Subcontracting Plan

• Acceptability of the Cost Control Plan.

Slide 43
