This amendment provides the Government’s response to additional Offerors’ submitted clarifications after the original clarification due date of February 15, 2021.

Question 1

Page 85 of the solicitation indicates in bold: "For pricing proposal purposes, only the contractor-site overhead rate shall be used." However, the footnote on both Schedule 2 and 3 indicate: "*Contractor shall propose using Government-site overhead rate only." Please clarify if the Offeror should use contractor-site or Government-site rates.

Answer 1

The footnotes in Schedules 2 and 3 are incorrect.

The footnotes for Schedules 2 and 3 are corrected to state, “*Contractor shall propose using contractor-site overhead rate only.” (Please see attached corrected schedules)

Question 2

Schedule 8 requests a Government Site Overhead rate. Since page 85 of the solicitation indicates: "The Government expects that the preponderance of work will take place at various Offerors’ facilities." is a Government Site Overhead rate required on Schedule 8?

Answer 2

The Government-site overhead rate is not required (Please see attached corrected schedule).

Question 3

Please confirm that the total hours in the 'Per RFP' row at the bottom of Schedule 7 on page 108 of the RFP are erroneous.

Answer 3

The hours at the bottom of Schedule 7 are incorrect (Please see attached schedule).

The correct hours are as follows:

Senior Staff 1,680 Middle Staff 14,000 Junior Staff 2,100 Senior Technician 1,540 Total 19,320

Question 4

The number of resumes requested by the Government is larger than expected for the estimated number of annual labor hours for the contract, especially considering the DOT's intention to make multiple awards. Will the pricing of requested labor hours establish a contract ceiling amount? If so, would the Government consider increasing the number of labor hours to be priced to ensure that there is adequate ceiling for the important work to be conducted under this IDIQ contract?

Answer 4

The number of requested resumes by the Government is for evaluation purposes and does not correlate to the estimated annual labor hours. The estimated labor hours will not be increased.

Question 5

For document signatures, both for documents to be signed by us as the prime and for documents to be signed by proposed subcontractors and submitted to the Government, are electronic signatures (e.g., DocuSign) acceptable?

Answer 5

Electronic/digital signatures are acceptable.

Question 6

We request clarification of the requirements for past performance evaluations. The Client Authorization Letter on page 96 of the RFP references an "attached Questionnaire" that does not appear to be included in the RFP.

The Client Authorization Letter also references the ORA RFP, which we assume is an error. Previous RFPs from the Volpe Center have included a Sample Past Performance Questionnaire. Was it the intention of the Volpe Center to include a Past Performance Questionnaire with the THFRAT RFP? If so, please provide the appropriate Questionnaire.

The Client Authorization Letter is corrected as follows (Please see attached letter):

Question 7

If the answer to the previous question is 'No', please clarify the approach that Offerors should use to obtain the required past performance evaluation report for the 3-5 cited contracts if one or more of the contracts is from a non-Government entity. We have reviewed the answer to question 21 in Amendment 0003 of the RFP, but we do not find the answer provided to be sufficient for past performance evaluations from non-Government entities. For the case in which a CPARS report is not available, the RFP states the following on page 94: "If not, the Offeror is responsible for making all reasonable efforts to ensure that a copy of the performance evaluation report is provided directly to the Volpe Center CO or designee by the appropriate contracting activity's responding official by no later than the due date for receipt of proposals." The RFP references cpars.gov for contracting activities that don't have their own past performance evaluation report, but a non- Government entity is not able to get access to CPARS to generate a report or even to obtain a template from the CPARS system. Question 8

On page 93, the RFP states: "The Offeror must also identify 3-5 current or completed contracts and the information below in 1-12." but the 'information below' only identifies 10 items to be included. It also seems that the information that is identified in the items 1-10 are required for all contracts greater than $100,000 within the last 3 years, not just for the 3-5 current or completed contracts. Please clarify.

The following sentence on page 93 is corrected as follows:

Remove:

“The Offeror must also identify 3-5 current or completed contracts and the information below in 1-12."

Replace with:

“The Offeror must also identify 3-5 current or completed contracts and the information below in 1-10."

Items 1-10 identified in Part C-Past Performance, page 93, are required for all contracts greater than $100,000 within the last three years.

Question 9

If a new questionnaire is provided as a result of these questions, we request that the due date for the questionnaires to be provided to the Government be at least three weeks from the date on which the new questionnaire is provided. We are not asking for an extension of the proposal deadline. We are only asking for sufficient time to allow our non-Government clients to complete the Questionnaire once we have sufficient information to be able to submit the Questionnaire to them.

Past performance evaluations/Client Authorization Letters shall be included with the submission of proposals on March 12, 2021, 12pm ET.

NOTE TO OFFERORS: To assist the Government’s assessment of past performance for relevant State, Local, or Commercial contracts, the following letter must be sent to the Offeror’s points of contact (POCs) for those non-Federal Government efforts that you identify to the Government as your relevant Past Performance.

Should the Offeror propose to use major subcontractors, teaming contractors, and/or joint venture partners, the Offeror must obtain a similar client authorization letter from each entity. However, it is the Offeror’s sole responsibility to then send out these authorization letters with the Past Performance Questionnaire to its own POCs and to its teaming contractors and include a copy in its Past Performance volume.
