• 6913G621R200003 is a competitive solicitation for Transportation Human Factors Research, Development and Program Evaluation: Advanced Technologies (THFRAT).
• Full and Open:
Businesses must qualify under the business size standard of 1,000 employees under NAICS Code 541715.
• Two to four Indefinite Delivery/Indefinite Quantity (ID/IQ) master contracts awards anticipated.

Background
The John A. Volpe National Transportation Systems Center (Volpe Center) is a Federal fee-for-service organization within the Office of the Assistant Secretary for Research and Technology (OST-R). The Volpe Center's mission is to improve the nation's transportation systems by anticipating emerging issues and advancing technical, operational, and institutional innovations. In partnership with sponsoring agencies and supporting private sector partners, the Volpe Center provides transportation planning, research, and program evaluation services to OST-R, the DOT modal administrations, other Federal agencies, state agencies, and other organizations.
Scope of Work The Volpe Center's programmatic activities supported by the Transportation Human Factors Research, Development, and Program are broadly based, covering most modes of transportation, a variety of sponsoring organizations, multiple forms of scientific evaluation (laboratory, simulator, field, survey), and a variety of disciplines within human factors and the broader transportation community. The work supporting these programs requires a thorough understanding of both the effects on the human operator of the advances in technologies across the different modes of transportation, and the opportunities afforded by such advances as were listed immediately above. Developing this understanding, particularly as it relates to the human operator, will better enable the Volpe Center to ensure that the government catalyzes safe, effective technologies, accelerates innovation, and facilitates action derived from sound science.

Section L.2.C.
Offerors are required to demonstrate consistency between the labor costs shown in the Cost and Business Proposal and the labor resources included and evaluated in the Technical Proposal.
Section L.4.A
The Government intends to evaluate proposals and award contracts based on the initial offer in accordance with FAR 52.215-1(f)(4). It is particularly important that each Offeror be fully responsive in providing its best offer initially since there may be no opportunity to revise proposals at a later date. However, the Government reserves the right to hold discussions if determined necessary.
Offerors should resolve questions or issues about specifications as well as terms and conditions of the solicitation before the due date for proposals. An Offeror that takes exception to any term or condition of the solicitation in its proposal may be eliminated from consideration if award is made without discussions.
Section L.4.A. (Cont.)
All information relating to cost or pricing must be included in Volume I of the proposal; under no circumstances shall cost or pricing data be included elsewhere in the offer. The Government intends to make an award on initial offers and does not anticipate holding discussions. The Offeror is advised that failure to provide the required schedules and supporting documentation may result in the rejection of its offer.
Section L.4.D.
A prime Contractor is not eligible to receive a Cost-Plus-Fixed-Fee (Term or Completion) task order award unless its accounting system has been reviewed by a Federal Government audit agency (such as the DCAA or DCMA) and determined by the CO to be adequate for determining costs under a cost reimbursement contract.
Additionally, the Volpe Center cannot consent to a cost reimbursement type subcontract to a proposed subcontractor whose accounting system has not been reviewed and deemed adequate by a Government audit agency (such as the DCAA or DCMA).
The Offeror’s Cost and Business Proposal (Volume I) shall consist of the following three (3) sections:

Proposal Instructions require that labor be priced out for evaluation purposes assuming a performance period of only one (1) year.
19,320 hours represents the total, estimated, annual requirement.
Offeror’s Professional Compensation Plan (IAW FAR 52.222.46).
Include information on Uncompensated Overtime (IAW FAR 52.237-10).
Technical Proposal
The Offeror’s Technical Proposal shall consist of:

Part A: Technical Understanding
The Offeror’s response should specifically reference work experience described in the SOW relevant to each of the seven areas that were highlighted in Section C.3, especially work experience that has been undertaken across the modes using laboratory, simulator, field and naturalistic studies as appropriate. In addition, the Offeror should describe research plans (hypotheses, experimental design, independent and dependent variables, statistical analysis, etc.) for two sample research projects in two different task areas.
Part B: Management Approach,/Staffing
The Offeror shall describe, (1) approach to managing task order contracts; (2) approach to forming teams as task orders arise, ensuring task requirements are successfully accomplished, activities are kept on schedule, and tasks are completed within budget, including its approach to managing changes that impact cost and schedule; (3) organizational structure, roles and responsibilities of individuals, prime contractor and subcontractors, and lines of communication.
The Offeror shall provide the resumes that demonstrate the qualifications of the Offeror’s proposed personnel in terms of its technical expertise, experience, and education relevant to the requirements of the SOW.

Part C: Past Performance
Offerors shall submit their past performance information as a separate part of their proposal for both the Offeror and major (over 20 percent of the hours in the Cost and Business Proposal) proposed subcontractors. Past performance information shall be clearly marked and identifiable.
The Offeror must provide a list of relevant past performance evaluations of current or completed contracts within the past 3 years. The Offeror must also identify 3-5 current or completed contracts. The Offeror must make a good faith effort to ensure that the list includes all Prime contracts with a value over $100,000 with the Federal Government.
Evaluation Factors for Award
Basis for Award The Government intends to make a total of two to four master contract awards but reserves the right to make fewer or more awards if it is in the best interest of the Government.
Award will be made to those responsive and responsible Offerors whose proposals provide the best value to the Government based on the Technical Proposal and Cost and Business Proposal.
Order of Importance
The technical evaluation factors that are addressed in the Technical Proposal, when combined, are significantly more important than cost in the selection of a contractor for award. Notwithstanding this fact, Offerors are cautioned not to minimize the importance of the Cost and Business Proposal. The degree of the importance of evaluated cost will increase as the Technical Proposals submitted are evaluated as more equal. When the Technical Proposals are evaluated as essentially equal, evaluated cost may become the determining factor in making an award.

The Offeror’s Technical Proposal will be evaluated in accordance with the following criteria:
Technical Understanding is more important than Management Approach/Staffing and Past Performance. Management Approach/Staffing is more important than Past Performance. Past Performance is the least important factor. Management Approach/Staffing and Past Performance, when combined, does not exceed the importance of Technical Understanding.
Cost and Business Proposal Evaluation
The Cost and Business Proposal will not be numerically scored.
Proposed costs, fixed fee, and profit will be evaluated to establish that they are fair and reasonable and that they demonstrate cost realism.
Cost and Business Proposal Evaluation (Cont.)
The following factors are additional Cost and Business Proposal considerations, not necessarily in order of importance.
• Competitiveness of the proposed fixed fee, and profit
• Compensation of professional employees will be evaluated in accordance with Section L, FAR 52.222-46;
• Uncompensated overtime, if any, will be evaluated in accordance with Section L, FAR 52.237-10;
• Acceptability of the cost control plan;
• Each cost proposal will be assessed to identify potential risk levels, this includes written evidence of Prime’s evaluation of subcontractor’s proposal;
• Evaluation of Conflict of Interest Disclosure Statements.
