SECTION C-DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

DIGITAL AIRPORT SURVEILLANCE RADAR MOTOR-GENERATOR

C.1 BACKGROUND

The John A. Volpe National Transportation Systems Center (Volpe Center) is a Federal fee-for-service organization within the Office of the Assistant Secretary of Transportation for

Research and Technology (OST-R) of the United States Department of Transportation

(USDOT). The Volpe Center’s mission is to improve the nation’s transportation systems. In partnership with sponsoring agencies, the Volpe Center provides technical research and analysis services to the USDOT, other Federal agencies, state agencies, and foreign national transportation organizations in connection with the transportation-related components of their missions.

The Volpe Center’s focus is on research and innovation in all areas of transportation to improve the transportation system for the future. The Volpe Center is an active partner with several agencies in defining and implementing the future transportation system. The Volpe

Center is supporting the Federal Aviation Administration (FAA), Department of Defense

(DOD), and other Federal agencies and is seeking contractual support to address the need to modernize the Air Traffic Control and Landing System (ATCALS) infrastructure in deploying and installing upgrades of current and future aviation system technology.

The Volpe Center utilizes a combination of Federal and Contractor personnel to marshal the broad range and quantity of skills needed to perform sponsoring agencies’ projects. By establishing a “pool” of professional technical and engineering resources, the Volpe Center can respond to uncertain, long-range requirements of its technical program in a timely and effective manner. The contractor will constitute an important part of the Volpe Center’s resources, and will provide high-technology capabilities and skills targeted to the Volpe

Center’s programmatic requirements in the area of modernization and deployment of current and future ATCALS infrastructure.

C.2 SCOPE OF WORK

The United States (US) Department of Defense (DoD) operates many air bases Outside

Continental United States (OCONUS). These air bases operate with US Federal Aviation

Administration (FAA) certified radars known as the Digital Airport Surveillance Radar (DASR).

The Federal Aviation Administration (FAA) designation for the DASR is ASR-11; the military designator is AN/GPN-30.

The DASRs are used at Radar Approach Control (RAPCON) facilities to manage aircraft in the local vicinity. The DASR is designed to operate on 60 Hz power. Since 50 Hz power is the

European standard, a means to convert the available commercial power to 60 Hz is required.

The MG serves the function of converting the available commercial power from 50 Hz to 60 Hz for use by the DASR. MG sets will be installed at the locations listed in Table 1.

4.2.2 Test (T)

Test is a method of verification that utilizes the measurement of system performance under specific configuration and load conditions with controlled application of known input stimuli. This results in the measurement of quantitative data that may be subject to reduction and analysis to validate the results against pre-defined success criteria.

4.2.3 Analysis (A)

Analysis is a method of verification that determines requirement compliance by comparing the applicable aspects of the system design with known, established, and certified (or certifiable) technical data, scientific/technical principles, models, simulations, or other test results.

4.2.4 Inspection (I)

Inspection is a method of verification that determines requirement compliance through visual observation, mechanical measurements of equipment, or examination of or comparison to engineering documents.

4.2.5 Submission of Data (S)

With prior approval of the Government, Contractor data may be substituted for or used to supplement the above verification methods.

4.3 Verification Requirements Traceability Matrix

The Contractor shall [MG-0078.0] conduct testing in accordance with the Verification Requirements

Traceability Matrix (VRTM) in Table 6. The information contained in the VRTM is explained as follows.

Column 1 contains the ‘shall’ identification (ID) number using the notation MG-XXX.X. “MG” indicates that it is a requirement that the MG Set shall meet. The three numbers following is the unique ID number for that requirement. The “.X” number following the ID number is the revision number of that requirement.

This revision number starts with “0” for the initial version and is incremented each time the requirement is revised.

The unique ID numbers do not imply any given order within the specification. They are identifiers only and as such are not reused when the specification is changed. If any requirement is moved within the document, the ID number moves with it. Each added new requirement receives a new unique (not previously used) ID.

Each deleted requirement retains its ID, which is retired and not reused.

Column 2 refers to the paragraph number in Section 3 of this specification where the ‘shall’ statement can be found in its entirety.

Columns 3, 4, and 5 indicate the method of verification that will be used for each test event. The abbreviations D, T, A, I, S refer to the verification methods described in paragraph 4.1 above. If an “N” is indicated, no test is required for that test event. Although a requirement may indicate a test requirement under more than one test event, the test procedures themselves may vary from test to test because the purpose of each test is different.

Informal testing prior to each formal test in accordance with the submitted and approved test procedures to ensure that the MG sets are ready for formal testing. The Contractor shall [MG-0081.0] brief the

Government on informal test results at the start of each formal test. Formal testing shall [MG-0082.0] be conducted in the presence of Government personnel to validate the system design, operation, and performance.

4.4.1 Factory Acceptance Test (FAT)

The Contractor shall [MG-0083.0] write FAT procedures to verify specification requirements in accordance with the VRTM (Table 6). The FAT procedures shall [MG-0084.0] be submitted to the Government for approval no later than 30 days prior to the start of FAT.

The Contractor shall [MG-0085.0] conduct formal FAT for each MG set using the approved procedures.

4.4.2 Site Acceptance Test (SAT)

The Contractor shall [MG-0086.0] write Site Acceptance Test (SAT) procedures that include:

1. A test for all performance specifications in accordance with the VRTM (Table 6)

2. A recommended minimum burn in period

3. A check of all controls and indicators after installation of the MG

4. Testing the transfer of the DASR from the engine-generator to the MG without user intervention.

The SAT procedures shall [MG-0087.0] be submitted to the Government for approval no later than 30 days prior to the expected delivery of the Ramstein MG.

The Government will conduct SAT for each MG set using the approved procedures.

4.4.3 Initial Start-up and Site Acceptance Test (SAT)

The initial start-up and testing will occur at Ramstein AB, Germany. The Contractor shall [MG-0088.0] travel to Ramstein AB, Germany for initial start-up and SAT to provide technical assistance to the

Government. The Contractor should plan for 3 days on site. This does not include travel time.

The Government will record input and output voltages of the Ramstein MG for one month and review for compliance with this specification before subsequent installations will proceed.

5. Packaging

5.1 Packaging

The MG shall [MG-0089.0] be packaged in accordance with MIL-STD-147E. Each site will have a 10K forklift available for on-site handling. Any damage to the equipment that occurs during shipping as the result of insufficient packaging shall [MG-0090.0]] be the sole responsibility of the Contractor.

6. Warranty

The Contractor shall [MG-0091.0] warranty the equipment no less than 12 months after start-up on site or

18 months after shipment, whichever occurs first. A warranty statement shall [MG-0092.0] be provided with the equipment and included as part of the O&M Manual. If an equipment failure occurs during the warranty period, the Contractor shall [MG-0093.0] repair the MG at the installation site. The Contractor shall [MG-0094.0] respond to all warranty inquiries within 24 hours excluding weekends and federal holidays.
