INSTRUCTIONS, CONDITIONS, AND NOTICE TO OFFERORS
I. PROPOSAL FORMAT
The Offeror’s written proposal must include the following:
PRICE QUOTATION
The Offeror shall provide pricing for CLINs 0100 through 0502 as reflected in the CLIN structure in the combined synopsis/solicitation notice and provide a total proposed firm fixed price for all CLINs (0100-0502).
TECHNICAL PROPOSAL
The Offeror’s technical proposal shall include the following:
1) A written description of the Offeror’s technical approach for successfully achieving the requirements identified in the Statement of Work (SOW) including identifing how you will meet each of the requirements listed in the Agreement Tool Replacement Requirements list. If applicable, indicate how you intend to customize your standard software to meet these requirements.
2) Evidence of possession of DOT ATO for each software and/or cloud platform proposed.
FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS –
COMMERCIAL ITEMS
The Offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (see Attachment 2). An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically using the System for Award Management (SAM) accessible via http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically in SAM, the Offeror shall complete only paragraphs (c) through (o) of this provision. The Offeror is reminded that if it completes its annual representations and certifications electronically in SAM it must update its representations and certifications as necessary, but at least annually, to ensure they are kept current, accurate, and complete. All Contractors must be registered in SAM in order to receive an award from a DOT Agency.
Any proposal that does not include the components specified above will be considered non-responsive.
II. EVALUATION FACTORS FOR AWARD
Basis for Award
An award will be made to the responsive and responsible Offeror whose offer, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) technical approach and 2) price. It is the Government’s intent to award a firm fixed price purchase order based upon initial offers without entering into discussions or negotiations (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the http://www.acquisition.gov/
6913G618R200005 offeror’s best terms from a price standpoint, reflecting ANY AVAILABLE DISCOUNTS.
While it is the Government's intent to make award based upon initial offers, the Government may, nevertheless, determine during the evaluation period that it is necessary to conduct discussions.
Order of Importance
The technical evaluation criteria that are addressed in the Technical Proposal are considered equal to price in the selection of the contractor for award. When the Technical Proposals are evaluated as essentially equal, the quoted price, with any assessment as described below, may become the determining factor in making an award.
Evaluation Criteria
The Offeror’s proposal will be evaluated in terms of the following criteria:
1) Technical Approach
2) Price
Technical Approach will be evaluated based on the extent to which the Offeror has the ability to satisfy the requirements of the SOW including identification of how each of the requirements listed in the Agreement Tool Replacement Requirements list will be met, and discussion of any necessary customization of standard software to meet these requirements. Proposals that do not address all required functionality may be determined to be technically unacceptable. Any Cloud Service Provider(CSP) that is not Fed Ramp approved will be evaluated as technically unacceptable under evaluation criteria. Proposals that address all required functionality and one or more desired additional functionalities will be rated technically higher than those with fewer desired additional functionalities, all else being equal.
Price
The Offeror’s quoted price will be evaluated based on the total firm fixed price proposed for CLINs 0100 – 0502, plus any assessment for DOT ATO as described below.
Offerors that do not provide clear evidence of possession of DOT ATO for each proposed software and/or cloud platform will be assessed $30,000.00 annually per software and/or cloud platform that lack such approval as this cost will have to be borne by the Government.
