Contractor Questions and Government Responses
Contractor Question
Is the Government limiting offers to only those vendors with 'Concurrent User Licensing' models, as the requirements seem to indicate? There are vendors capable of meeting the requirements for the ATR but only have named user license models.
Government Response
No, there is no limitation on how the software is licensed. We will accept both named users and concurrent.
Contractor Question
Please clarify the anticipated number of users of the ATR and their roles. This information will assist offerors with proposing the appropriate training approaches and licenses.
Government Response
Estimated users of the ATR and their roles provided below:
User Description User Count Admin Assistant-Create/edit agreements for others in their division 25 75 named Approver 42 462 basic users Budget Analyst-Edit Agreement fields/Approver of all agreements 4 100 concurrent users
Create Agreements/MOUs (End User) 461 Read Only 1 System Admin User 4 Grand Total 537
Contractor Question
Has the government conducted a market research of the replacement solution and evaluated and considering any specific on premise or Cloud based COTS solutions such as MS CRM Dynamics 365 (SaaS) or CRM Dynamics hosted in AWS/Azure Cloud? Would you have preferred choice of the solution?
Government Response
Yes, the Government has performed market research. Our requirements are listed in the solicitation which indicates a FEDRamp certified cloud requirement. The Government has no preference to a cloud solution as long as it is FedRamp approved.
Contractor Question
Is there an incumbent contractor supporting the existing Inter-Agency/Reimbursable Agreement (IAA/RA) tool and associated business process/workflow, support and data management? If so, may we know who the contractor is and how long they have been supporting the current solution?
Government Response
There is a contractor currently that built and supports the in house agreement tool but they do not have a COTS solution for this process which is what the Government is seeking. The current in house agreement tool has been supported by our contractor for the last 5 years.
Contractor Question
Will the government pay for the COTS product licenses and Cloud hosting costs? If so, do we provide such estimate as a part of Base and Option Year CLINs - Agreement Tool Replacement Software Subscription Services, provided in the RFP?
Government Response
The prospective contractor shall provide a cost estimate that creates a “complete working environment”. The only “add-on” we are willing to consider is the FedRamp certification of the COTS software itself. The cloud must already be FedRamp approved.
Contractor Question
We did not see a past performance requirement or number of pages for the technical approach and price quote for the RFP. Could you please confirm if you are looking for a page limit for the proposal and past performance and/or expecting the contractor to be in commercial/government business for a minimum period of time?
Government Response
The Government did not request past performance as an evaluation factor or limit the number of pages for the technical approach and price quote.
