Contractor Questions and Government Responses

Contractor Question

Could you please provide where to obtain a listing of software products for which DOT has an existing Authorization to Operate (ATO)?

Government Response

Please refer to the below link https://marketplace.fedramp.gov/#/products?status=Compliant&sort=productName&agencies=D epartment%20of%20Transportation

Contractor Question

One of the requirements in the documents mentions licenses for “unlimited” users. Does DOT have a cap for this requirement, e.g. 5000 users or so?

Government Response

The Government has no real cap for this requirement. The current total Government employee count at U.S. DOT/Volpe National transportation Systems Center is 630. It has remained at a constant level (600-640) for several years and is not expected to increase in the near future.

Contractor Question

Please confirm whether or not Volpe requires “unlimited” user licenses as stated in the requirements (ability to add unlimited users), or if licenses are expected to be for 537 users as indicated in Amendment

Government Response

That would be the maximum users that need to have access to the system but not all employees need access to this system.

Contractor Question

Can the government please provide expected data storage needs for the Agreement Tool Replacement system for the base year and each option year? This is needed in order to price FedRAMP approved cloud infrastructure with adequate storage based on the governments need.

Government Response

The Governments current agreement tool environment houses about 5000 agreements. The system went live in January 2013 so we average about 1000 agreements a year.

Contractor Question

Can the government please clarify what the expectation is for “All implementation tasks and milestones shall be performed within the first 120 days after award”? Is the government expecting that all requirements of the new system are completed, tested, and implemented in a FedRAMP approved cloud within 120 days?

Government Response

The 120 day implementation timeline would start after the Government CIO has approved the software to run on the FEDRamp approved cloud and the Contracting Officer issues the notice to proceed.

Contractor Question

Can the government please provide a listing of Department of Transportation software for which an ATO currently exists? Industry has no way of determining whether or not proposed software packages have an ATO.

Government Response

Please refer to the below link https://marketplace.fedramp.gov/#/products?status=Compliant&sort=productName&agencies=D epartment%20of%20Transportation

Contractor Question

If ATO’s must be issued, and cybersecurity Certification & Accreditations must be completed prior to government usage of the ATR software, due to government requirements, is the expected timeframe for “All implementation tasks and milestones shall be performed within 120 days after award” still valid?

Government Response

The Government anticipates that the ATO process will occur at the same time during the implementation tasks and milestones within the 120 days after the Contracting Officer issues the notice to proceed.

Can the government please clarify the SOW sections which are applicable to the consulting services identified in the CLINs for each year of the contract?

Government Response

If exercised, the Government may require optional year software consulting services in addition to the software subscription services should the need arise as identified in the Statement of Work.
