About this file
This is a Questions and Answers document for a federal highway construction project titled "Yellowstone Trail Road, Segment 1" (Project No. ID FLAP KOOTEN 8450(1)). The Q&A contains 22 technical questions submitted by prospective contractors with responses dated October 29, 2026 through November 4, 2026.
The document addresses critical technical clarifications regarding temporary rockfall protection (MRB - Mobile Rock Barrier) installation, specifically regarding station ranges, extension lengths, timing of protection deployment, and coordination with Rock Containment Nets (RCNs). Key responses clarify that the MRB must extend at least 50 feet beyond active scaling or upslope work areas, with exact lengths dictated by contractor means and methods. Temporary rockfall protection must be in place during work activities specified in Table 269-1, and multiple installation locations may require sequential rather than simultaneous protection. The Q&A also addresses structural and construction details including reinforcing steel bar lists (to be completed by contractor per Section 554), ground improvements for MRB installation and removal requirements, utility trench excavation under roadway excavation pay items, ditch and slope shotcrete sequencing relative to asphalt completion, and clarifications on structural concrete backfill payment. Several questions regarding site-specific constraints—such as crane placement feasibility on Yellowstone Trail Road for girder erection and RCN suspension, spatial limitations between existing barriers and rock faces, and temporary barrier relocation—were referred to Value Engineering Change Proposal procedures under Section 103 or deferred to Amendment A001 for specification revisions. The Federal Highway Administration (FHWA) is the contracting federal agency, and responses reference standard specifications (FP-24) and geotechnical reports supporting the project requirements.

Project No. ID FLAP KOOTEN 8450(1)
Project Yellowstone Trail Road, Segment 1
# General Technical Question Answer Date
1 X
Do the station ranges in Table 269-1 already include the 50-ft extension, or must the MRB extend 50 ft beyond those stations?
The contractor's means and methods will dictate the exact length of active scaling or other upslope work areas. The MRB must extend at least 50 ft beyond active scaling or other upslope work areas.
10/29/26
2 X
May a single MRB be used at one station range and then relocated to the other, or must both ranges be protected at the same time?
Temporary roadway rockfall protection needs to be in place during the work activities in Table 269-1.
10/29/26
3 X Is the 180-ft length on Sheet I.5 a minimum required length, or illustrative only?
The contractor's means and methods will dictate the exact length of active scaling or other upslope work areas. The MRB must extend at least 50 ft beyond active scaling or other upslope work areas.
10/29/26
4 X
The Bar List on sheet S.13 is blank. Please provide the completed bar list that corresponds to the bid reinforcing steel bid item.
The omission is intentional; the table is to be completed by the contractor. The sheet is included to facilitate the reinforcing steel order list. Refer to Section 554.
11/3/26
5 X
There is a conflict between the Table 269-1 in the RFP and
Note 2 on Plan Sheet 1.8. Please confirm that Note 2 on plan sheet I.8 is correct.
The contractor's means and methods will dictate the exact length of active scaling or other upslope work areas. The MRB must extend at least 50 ft beyond active scaling or other upslope work areas.
11/3/26
6 X
After visiting the site, it is clear that the drawing shown in the
Plan View on sheet I.8 does not take into consideration that real-world conditions of the project site, its proximity to I-90, or the traffic control outlined elsewhere in the contract. At
Station 11+50 there is approximately 18-ft from the base of the existing concrete barrier to the face of the rock wall. This dimension gets smaller as you advance east (up station), which in turn gives rise to several questions:
It will be necessary to place some temporary embankment in the ditch behind the existing barrier on I-90 prior to setting the
MRB between STA 10+70 and 12+20, has this been contemplated and is it already covered under the project permitting?
Refer to Subsection 269.04. 11/3/26
7 X
Are the ground improvements that will be necessary to install and anchor the MRB level and plumb to the world going to be required to be removed at the conclusion of the project?
Refer to Subsection 269.06. 11/3/26
Check General or Technical
8 X
After installation of the MRB is complete, there will approximate 7-ft from the base of the MRB to face of wall near
STA 12+20 and only marginally more than that at STA 10+70.
Given that the Plan View shown on Plan Sheet I.8 does not accurate represent the real-world condition of the project site, Footnote [5] on Plan Sheet I.8 calls out what is ultimately required of the contractor, which is placing cranes on
Yellowstone Trail Road to suspend the Rock Containment Nets.
Yellowstone Trail Road is clearly is presnlty in a state of dis-repair and is failing in the immediate vicinity of the work. Has the FHWA reviewed the ground conditions on Yellowstone
Trail Road between STA 12+20 and 10+70 to verify that they are indeed suitable to support the cranes that are required by contract for the RCNs? If so, please advise as to what which crane(s) were used in that stability analysis and what the specific confiscations, locations, and conditions were analyzed.
Refer to Section 562 and the Geotechnical
Report (ida-kooten8450-1_GR0526 Final
Geotechnical Report.pdf).
11/3/26
9 X
After the MRB is installed, at STA 12+20 there will not be 8-ft of free space available between the face of the rock wall and the base of the MRB. Is the 8-ft dimension shown a suggestion or a contractual requirement? If it is a contractual requirement, provisions will have to be made for removing and replacing the existing concrete barrier.
The 8 ft dimension on the plan sheet I.8 will be revised by an Amendment A001.
11/3/26
10 X
Table 269-1 calls for the RCNs to be in place during Excavation.
As discussed above, the real-world conditions of this site do not allow for the RCN’s to be suspended from crane placed down on the ground surface adjacent to I-90. As such, Note
[5] on I.8 will prevail and the cranes for handling the RCN’s will be in physical conflict with the excavation operations that contract contemplates them protecting the traveling public from.
Bid according to the solicitation documents. 11/3/26
11 X
Is it permissible to remove and replace the existing concrete barrier that is in place adjacent to the WB On-Ramp? If so, will pay item be added to the contract to contemplate this work, or will this be considered incidental to other operations.
This request would need to be submitted as a Value Engineering Change Proposal after contract award. The proposal would be evaluated by FHWA and partner agencies in accordance with Section 103.
11/3/26
12 X
After reviewing the site conditions, Yellowstone Trail Road is not wide enough to accommodate the size of crane necessary to set the Prestressed Voided Slab Girders. As well, the Traffic
Control Requirements outlined in Section 156 of the RFP do not afford the contractor sufficient room to execute the erection of the girders from I-90. Will the FHWA consider revising the both the Traffic Control Plans, as well as the requirements of Section 156 to allow for shutting down WB On-
Ramp and establishing a work zone adjacent to the bridge location on I-90 that will reasonably facilitate the girder erection?
This request would need to be submitted as a Value Engineering Change Proposal after contract award. The proposal would be evaluated by FHWA and partner agencies in accordance with Section 103.
11/3/26
13 X
269.06(d) requires 50 ft beyond active work. The I.2 barrier a t8+01.7–9+00.4 extends ~25 ft beyond the 8+25– 8+75 dowel zone. Confirm the required length at each site.
The contractor's means and methods will dictate the exact length of active scaling or other upslope work areas. The MRB must extend at least 50 ft beyond active scaling or other upslope work areas.
11/3/26
14 X
Does Section 108.01 (finish all Section 403 before Section 566) apply to the ditch shotcrete and the slope shotcrete equally?
This would force the slope shotcrete to be done after asphalt is complete and will does not conform to the May to July traffic control windows.
The “Section 566 shotcrete” referenced in
Subsection 108.01 is specific to the
Reinforced Shotcrete (Ditch) work. Revised specification language will be provided by
Amendment A001.
11/3/26
15 X
If competent rock (≥R2) is below the footing elevations onS.3, is the structural concrete backfill paid under 55201? The borings show ~ 1.0-ft embedment at each abutment.
Refer to Subsection 109.05. 11/3/26
16 X
Define 63622 Utility Trench. Is trench excavation paid under20401 (33 CY on D.3), 63622, or 63610? Who removes or abandons the existing AT&T fiber, and is it live?
Excavation is paid under the Roadway
Excavation Pay Item (20401-0000). The existing fiber optic utility is to be removed by the contractor. The contractor is responsible for utility locating and coordination, refer to Subsection 107.02.
11/3/26
17 X C.2 and S.9 say 11+09–11+85 LT; the D.5 profile shows special ditch 10+98.87–11+03 and 11+50–12+20.26. Which is correct?
Additional clarification will be provided by
Amendment A001.
11/3/26
18 X
Liquidated damages: RFP C-14 referenced FAR 52.211-12 and notes that LD’s will be in accordance with SCR Subsection
108.05. SCR 108.05 was not included. Is the intention that FP-
24 Table 108-1 governs the assessment of Liquidated Damages on this contract?
Refer to The Standard Specifications for the
Construction of Roads and Bridges on
Federal Highway Projects (FP-24) , Subsection 108.05.
11/3/26
19 X
Bid Item A0840 has a quantity of 0.950 acres, but from the plans I have not been able to ascertain where the Turf
Establishment is intended for, please provide calls out on the
Plan & Profile Sheets.
Refer to the Typical Sections. 11/3/26
20 X
Question on the temporary rockfall protection and I-90 work access in the 10+70 to 12+20 zone.
The shoulder between the existing I-90 concrete barrier and the toe of slope is narrow, and there isn't room to set a crane and build the temporary embankment shown on the RCN detail without encroaching into the travel lane. To get the work room and keep the crew behind positive protection, it looks to me like the plans show to temporarily shift the existing I-90 concrete barrier out into the westbound lane during slope work, then reset it to its original line when the work in that area is complete.
Is that the intention, to allow us to temporarily relocate the existing I-90 concrete barrier out into the westbound lane for the duration of the slope stabilization work in this zone, and reset it afterward? We are asking because 156.06(d) says not to disturb the existing barrier, so we want your direction before planning for it.
Refer to Section 156. 11/3/26
21 X
Section 269.06 sentence 2 states "Maintain all temporary roadway rockfall protection measures included in the approved work plan for the duration of the project." Is this accurate? Your response to question 2 in my previous email referring to table 269-1 indicates temp. rockfall protection is only required during the work shown in table 269-1.
Temporary roadway rockfall protection needs to be in place during the work activities in Table 269-1.
11/3/26
22 X
With respect to the #5 Steel J-Bars that are called out on Sheet
I.4, please clarify the following:
What is the required overall length of the J-Bar?
What are the required depth and diameter of the drilled holes?
What material is required for bonding the bars to the rock?
This will be addressed by Amendment
A001.
